無法獲邀參與世衛大會 國民黨深表遺憾
對於中華民國連續四年無法受邀以觀察員身分參與世界衛生大會（WHA），中國國民黨深表遺憾。國民黨強調，我國無法如過去2009至2016年有意義參與世界衛生組織（WHO）體系，對台海兩岸，乃至全世界都有負面影響。
國民黨指出，我國在這次新冠病毒（COVID-19）的防疫表現絕對在全世界其他國家的平均水準之上。若我國能成為世衛組織的一員，定可將這些經驗更迅速地分享給其他國家。本黨呼籲未能提案支持我國參與世衛大會的各國政府，以全球衛生治理為第一要務，重新審視並支持我國人民的訴求與企盼，實現國際正義。
國民黨主張，中共不該因為與民進黨的兩岸政治觀點不同，而漠視全體台灣人民的健康權。中華民國在1945年是提倡成立世衛組織的發起國之一。中共應正視中華民國政府及在台灣2300萬人的存在，反台獨但不要反台灣人民，因為這是處理兩岸爭議的重要的起步。我國屢次被拒於世衛之外，不只不符道德公義，更會讓兩岸關係快速惡化。
國民黨認為，民進黨政府刻意忽略其2016年5月執政初期，以彈性處理兩岸定位爭議的作法，參與世衛大會，顯然是因為這四年來，逐漸回到片面主張台灣獨立已是事實的立場，不堅持以中華民國憲法為依歸，而且只把中華民國當成一個名詞，最終導致其兩岸政策主張，無法讓雙方維持過往最基本的互信。
在今（2020）年有意義參與世衛大會一案中，國民黨感謝為我國正式提案的邦交國，以及以美為首的8個國家的口頭支持。我國邦交國數量銳減為15個，而美、日等國家仍只能將支持我國的態度以口頭照會世衛秘書處，面臨中共的打壓，顯然我國的國際處境不利，且所獲的支持力道仍不足以成事。
國民黨另要嚴肅呼籲民進黨政府，對於渲染過度的國內文宣（「大內宣」）應自我節制，切勿誤導民眾，以為理念相近國家政府多支持我國參與世衛大會的訴求，使台灣民眾期待愈高、失望愈高。民進黨政府尤須檢討「口罩外交」、「新南向政策」的執行及成效，勿報喜不報憂，並解釋為何多數受贈國或對象國仍對我國的參與缺乏實際支持作為。面對美國和中國大陸政經角力，口頭支持我國參與的美國揚言切斷對世衛組織的援助等事，民進黨政府則應避免讓我國依託美國以參與世衛大會的策略受到不利影響。
國民黨希望明年有更多的友邦及伙伴支持我國的參與訴求，並誓言在重返執政前，扮演好國內最大在野黨的角色，除持續有效監督民進黨的施政作為，更將協助兩岸人民在疫情後的互動與溝通，緩和兩岸對立氛圍。同時，國民黨將透過既有國際政黨外交平台及專家學者的宣說，表達台灣參與世衛組織體系的道德性、必要性，以及人民的強烈渴望。

KMT Expresses Regrets over WHO’s Refusal for Taiwan’s WHA 2020Participation
The KMT expresses deep regrets over the World Health Organization’s (WHO) refusal to invite the Republic of China (ROC) to participate in the World Health Assembly (WHA) as an observer for four consecutive years. The KMT stresses that excluding the ROC from participating in the WHO, unlike previous years between 2009 and 2016, would bring adverse impact not only on cross-Strait ties, but also negative impact worldwide.
The KMT points out that our prevention and control performance amid the COVID-19 crisis is certainly above an average level, compared to many other countries worldwide. If the ROC should become a member of the WHO, it is certain that we would be able to provide these experiences with other countries in a timely manner.
The KMT opines that the CCP should not disregard the health rights of all people in Taiwan owing to its different cross-Strait political views from the DPP. The KMT further points out that as the ROC was one of the initiators for the establishment of the WHO in 1945, the CCP should face squarely the existence of the ROC government and the 23 million people in Taiwan. The CCP could oppose to Taiwan independence, but not the people of Taiwan, as this is an important starting point for handling cross-Strait disputes. Regarding the fact that the ROC has been barred from participating in the WHO several times, this not only fails to conform with morality, fairness and justice, but it would also cause rapid deterioration to the cross-Strait relations.
The KMT expresses gratitude towards our diplomatic partners which introduced a motion demanding the ROC’s participation in the 2020 WHA, and for the other eight countries, including the US and Japan, which voiced their support for the motion. The KMT urges the governments of all WHO country members which did not support such a motion, to place global health governance as the top priority, and to re-examine as well as to support the appeals and expectations of Taiwanese people in order to achieve international justice.
