國民黨：違法做票！投票無效！
中國國民黨立法院黨團今日在監察委員最終投票前嚴肅表示，昨（16）日的全院委員會，游錫堃院長在審查未完竣的情況下，鴨霸、獨裁的逕自宣布審查完竣，而在表決時，也未確認在場委員人數，擅自派發表決卡，讓昨日未在場的民進黨立委陳瑩由「他人代投」，完成表決。對此，國民黨表達強烈抗議！民進黨此舉是公然違法，有偽造文書之虞，而游院長放任民進黨公然違法，更是違反國會議長中立原則，將國會尊嚴踐踏在地。
國民黨指出，昨日的表決時間為下午四時四十分左右，但有明確的人證、物證指出，民進黨的立委陳瑩四點左右就已經在電視台錄製政論節目，表決當時她根本不在場，為何可以派發陳瑩的表決卡？為何可以由其他人幫忙投票？強烈懷疑是議事人員配合民進黨「上下交相賊」，協助民進黨偽造文書。
對於立法院議事人員疑似配合民進黨假造表決紀錄的舉動，國民黨嚴正抗議，應該中立的國會議事人員卻配合執政黨公然違法，做為國會議長的游錫堃難辭其咎，更可能增加未來朝野衝突！而民進黨仗著人數優勢，罔顧法紀、破壞制度，更是中華民國民主之恥！
國民黨重申，憲政制度不容破壞，國家機關必須嚴守行政中立原則，不能也不該成為政黨的幫兇。國民黨也呼籲民進黨，程序正義、遵守法紀是民主政治之根本，一個「被抓包」的假表決，一個做票的骯髒手段，不能做為合法程序，應立即停止今日相關投票程序，召開朝野協商，重新審查。
KMT: DPP Riggs Control Yuan Confirmations and the Results Must be Nullified
On the eve of the Legislative Yuan’s final vote to confirm the Control Yuan nominations, the KMT caucus issued a stern statement condemning the DPP for its flagrant disregard of due process while handling the Control Yuan nominations.
The KMT caucus states that Yu Shyi-kun, President of the Legislative Yuan, flagrantly disregarded procedural due process during his earlier review of the Control Yuan confirmations in the Committee of the Whole.
“Yu arbitrarily declared the review closed without first ensuring the necessary quorum required for the vote on a motion to end the review of nominees. Most disgracefully, Yu allowed DPP Legislator Chen Ying to vote on the motion although she was absent. She was instead sitting on a TV political talk show at the time of the vote,” added the KMT caucus.
The KMT caucus accused the DPP of forgery and expressed the strongest condemnation for the DPP’s flagrant violation of the law. “Yu ignored the most significant principle for a speaker: impartiality. He tramples on the Legislative Yuan as he sits idly, watching the DPP violate the law,” stated the KMT caucus.
“The vote on a motion to end the review took place around 4:40 p.m. However, witnesses pointed out that DPP Legislator Chen Ying was sitting on a political talk show at approximately 4 p.m. She was absent while the motion was put to vote, “ stated the KMT caucus.
“Why was Chen Ying allowed to cast a ballot despite her absence? Why was someone else allowed to vote on her behalf?” asked the KMT caucus. “We strongly doubt that rules personnel on the ground are colluding with the DPP to commit forgery.”
The KMT caucus strongly condemns any rules personnel in the Legislative Yuan who cooperated with the DPP to produce fake votes. “As speaker, Yu is to blame. This behavior only adds to conflicts between the ruling and the opposition parties. The DPP took advantage of numerical superiority, disregarded laws, and undermined the democratic institutions of this country, which is shameful,” stated the KMT caucus.
“We will not allow the ROC’s constitutional institutions to be destroyed. State organs cannot and should not become a political tool of a single political party,” reasserts the KMT caucus.
“Procedural justice and adherence to rule of law are the foundations of democracy. Rigging votes, exposed and sordid, is without a doubt illegal,” stated the KMT caucus.
The KMT urges the DPP to nullify the final vote on the Control Yuan confirmations, and hold consultations with the opposition parties for a new review.
