江主席：勇敢穩健踏出改革步伐
中國國民黨今(8)日前往南投縣召開行動中常會，會中邀請南投縣長林明溱進行施政重點說明。江啟臣主席發表講話時指出，今天行動中常會來到南投，就是要具體落實由下而上的改革動力，透過溝通與凝聚的過程，讓國民黨勇敢穩健踏出改革步伐。
江主席發表談話時首先指出，南投縣有38位日僑，527位大陸配偶，目前日本九州遭逢水災，熊本一地就有51人死ㄋ亡。大陸長江中下游也同樣遭遇水災，近百人死亡或失蹤。在此，他代表國民黨表達哀悼及慰問之意。
江主席表示，南投是台灣的中心，更是我們的觀光首都。然而因為新冠肺炎的衝擊，以觀光旅宿業為重要產業的南投縣，首當其衝。根據觀光局統計，日月潭環潭區，今年四月份旅客人數只有六萬五千八百四十五人，相較去年同期46萬人減少85%，其他重要景點包含惠蓀林場、溪頭自然教育園區等地，也都減少40%以上，令人憂心！
江主席指出，民進黨四年前執政以來，陸客大幅減少，即便運用各種政策工具多次加碼，投入大量公帑，其他國家客源、國內旅客客源依舊無法補足。今年初新冠肺炎疫情擴散，更讓觀光旅遊業者的困境雪上加霜。這樣的衝擊已經讓觀光業者苦不堪言，中央官員的漠視與缺乏同理心，更是令人痛心。交通部長可以率爾說出，現在的困境是市場洗牌的好時機，甚至大辣辣的宣示「沒競爭力的退場」，卻遺忘了每一個裁員都是每一個家庭經濟的困境。每一個歇業的公司行號，更代表著產業的衰退！他相信這樣的困境不是產業界想要看到的，今天的困境也不是他們自找的，所以這是一個大家過去以來正常的競爭環境下，非常不一樣的另外環境，面對這樣的環境，政府應該要有同理心，而不是把這當成是正常的、客觀的競爭環境，考驗這些辛苦的業者。
隨著國內疫情緩和，江主席認為，應該是積極拉高國旅量能，全力輔導觀光業者轉型升級的契機。黨中央除了第一時間串連執政縣縣，宣傳地方政府防疫工作，推動安心旅遊。未來，我們也將繼續鼓勵，縣市政府串連旅遊資源，持續提出互惠共榮的國旅優惠，透過縣市互訪，提高國內旅遊數量，創造產值，協助旅遊業者度過難關。
江主席表示，南投縣在林明溱縣長的帶領下，也具體提出各項振興方案，邀請國人來南投觀光。南投的業者更是做好各項萬全準備，要讓所有的旅客不但可以享受南投山水美景，更能體驗溫暖人情。江主席邀請所有常委、從政同志，一起來南投，享受「玉山高、濁水長」、「廬山清、霧社壯，日月潭中波蕩漾」的美好風光！
今天於南投縣舉辦行動中常會，同時也舉行改革委員會與黨代表座談會，江主席說，「中華民國的發展，需要國民黨的成長，國民黨的成長則需要我們齊心改革」，他希望現場所有的黨代表先進，能夠知無不言，言無不盡，踴躍發表黨務改革意見。也只有匯集更多意見，我們的改革才能夠減少波折，降低紛擾，讓改革的力道更扎實，讓前進的動力更飽滿。
來到南投，更讓江主席想起，在他中央黨部辦公桌後，懸掛著一幅南投在地藝術大師李轂摩老師的墨寶，上面寫著「勇敢改變」。這幅美麗的文字，在我每天走進辦公室就提醒我：「莫忘改革初衷」。今天行動中常會來到南投，就是要具體落實由下而上的改革動力，透過溝通與凝聚的過程，讓國民黨勇敢穩健踏出改革步伐。

Chiang: Taking Courageous and Steady Steps for Reforms
On July 8, KMT Chairman Johnny Chiang (江啟臣) presided over a circuit meeting of the KMT Central Standing Committee (CSC) in Nantou County, and invited Lin Ming-chen (林明溱), Nantou County executive, to present his administrative priorities for Nantou. During this meeting, Chairman Chiang pointed out that the purpose of holding the meeting in Nantou was to implement concrete and practical bottom-up reforms. With the process of cohesiveness and communications, the KMT will take courageous and steady steps towards reforms.
Chairman Chiang also pointed out that with the escalation of the COVID-19 pandemic, the tourism dependent Nantou county has borne the brunt of the impact. According to statistics from the Tourism Bureau, the number of tourists visiting Sun Moon Lake in April declined by 85% compared to the previous year from 460,000 to a mere 65,845. Furthermore, also in April, the number of tourists in other famous scenic attractions in the county, including Huisun Forest Area and Xitou Nature Education Area, dropped by over 40% from a year earlier.
Chairman Chiang opined that with the domestic ebbing of the pandemic, it was time to boost the domestic tourism industry with an all-out, transformative effort to guide the industry towards upgrading their programs. In addition to mobilizing all KMT county executives and city mayors to publicize their local governments' implementation of prevention and control measures and to push for safe tourism, the KMT would also continuously encourage these local governments to optimize tourism resources and grant mutually beneficial domestic tourism discounts, in order to assist the tourism industry with overcoming these difficult times, Chairman Chiang concluded.
