國民黨:朝令夕改,人民無所適從,政府應出面道歉

針對中央流行疫情指揮中心決定,自8月13日起,開放國人之2至6歲(含)以下的陸籍子女申請入境一事,國民黨表示,政府終於開始正視小明與家人團聚權利,值得肯定。但12日下午指揮中心發佈新聞稿表示,需有「居留證」的6歲以下陸籍子女才能返台,其間陸委會與指揮中心因認定有所差異,而反覆收回新聞稿9次,才確認6歲以下,不區分證件的陸籍子女及其陪同父母均得返台。國民黨認為民進黨政府跨部會協調混亂,制定政策宛如兒戲,朝令夕改,罔顧權益,造成人民無所適從,國民黨呼籲行政院長蘇貞昌應出面針對疫情期間的種種擾民政策慎重道歉。

國民黨指出,2月11日陸委會宣布開放陸配子女持長期居留證、長期探親證入境,隔日指揮中心陳時中隨即撤回陸委會的政策,並表示「自己選擇的國籍就要自己承擔」。8月5日教育部行文全大專校院,同意開放境外學生返台繼續就讀,其中包括五千多名在學陸生,同日傍晚,教育部次長卻在受訪時改口,開放對象排除陸生,陸生僅限應屆畢業生可返台就學。再加上昨天(12日)一再回收的新聞稿,在在顯示民進黨政府遇到涉及兩岸的相關事務時,皆以政治考量為優先。而此次6歲以下小明可申請入境恰巧又在陸籍配偶向民進黨立委蘇巧慧陳情後,才部分予以開放,國民黨認為,顯見部會沒有依據專業評估制定政策,而是逢迎拍馬揣摩上意,不僅為德不卒,更非人民之福;部會間協調的混亂,朝令夕改,更是影響人民權益,造成人民的困擾。國民黨也對相關決策官員罔顧兒童身心發展的保守顢頇心態,表達遺憾。

國民黨呼籲,行政院長蘇貞昌應負起責任,出面針對疫情期間種種擾民的政策慎重道歉。兒童與家人團聚與就學權利不是政治籌碼,而開放政策拖延越久,對小孩的身心健康發育影響就越深。政府應就守護人權之立場,盡速研擬開放所有小明及陸生的返台之措施,方為我國身為民主自由國家之展現。

KMT: Making Frequent and Unpredictable Changes in Policy: the DPP Government Should Apologize for the People's Bewilderment at its Inconsistent Policies

 

Regarding the Central Epidemic Command Center’s (CECC) decision to permit, with effect from August 13th, the mainland Chinese children aged 2-6 to apply for entry, the Kuomintang (KMT) welcomes that government finally begins to confront the right of “Xiao Ming” (Johnny Does) and his family to reunite. However, on the afternoon of August 12th, the CECC issued a press release stating that these mainland children must hold a residence permit in order to return to Taiwan. Over the course of the afternoon, due to different perceptions between the Mainland Affairs Council (MAC) and the CECC, the press release was repeatedly nullified and reissued for nine times before confirmation that all children under the age of 6 and their accompanying parents would be allowed to return to Taiwan no matter what kind of documents they hold. The KMT believes that the Democratic Progressive Party (DPP) government’s chaotic inter-departmental coordination, regarding policy-making as a plaything, making frequent and unpredictable changes in policy, and disregard for basic rights has caused the public to be at a loss for what to do. The KMT calls upon Premier Su Tseng-Chang to come forward to sincerely apologize for the numerous policies which were put forth during the pandemic but disturbed the people.

 

The KMT points out that, on February 11, the MAC announced that it would open Taiwan up to the children of mainland Chinese spouses, who hold a long-term resident permit or a long-term family visit permit. Yet, on the very next day, the CECC Chief Commander Chen Shih-Chung revoked the MAC’s decision, stating, “Everyone should be responsible for his choice of nationality”. Furthermore, on August 5, the Ministry of Education (MoE) sent official documents to all Taiwanese universities, approving the return of all overseas students to Taiwan in order to continue their studies, including over five thousand mainland students. Yet on that very evening, the Deputy Minister of Education changed the statement by stating that the approval excludes mainland students, and only mainland students in their final year would be allowed to return to Taiwan. These events, in addition to yesterday’s (August 12) aforementioned repeated retractions of a press release, all clearly demonstrate that the DPP government, whenever it is confronted with any issue involving cross-strait relations, prioritizes its political considerations. The current decision to allow “Xiao Ming” (Johnny Does) under the age of 6 to apply for entry was enacted only after a mainland Chinese spouse petitioned the DPP legislator Su Chiao-Hui. The KMT believes that this clearly shows that the governmental agencies under the DPP administration do not set policy based upon professional evaluation, but instead upon fawning, flattering, and pleasing their superiors. Not only has the DPP failed to see things through, but it has also failed to consider the people’s good. The chaos resulted from its inter-departmental coordination and making frequent and unpredictable changes in policy has negatively affected the rights and interests of the people and causes inconveniences to the people. The KMT also expresses its regrets that the relevant decision-making officials failed to consider the mental and physical development of the children affected by their negligent attitudes.

 

The KMT calls upon Premier Su Tseng-Chang to take responsibility and sincerely apologize for the numerous policies which were put forth during the pandemic but disturbed the people. The rights of the children to reunite with their families and to attend school are not political bargaining chips. The longer the children’s entry policy is delayed, the deeper the impact on the children’s mental and physical health. The government should act from the standpoint of protecting human rights, and immediately investigate and draft measures to permit all “Xiao Ming” (Johnny Does) and mainland students to return to Taiwan, in order to demonstrate that the Republic of China is a nation of freedom and democracy.
