突襲開放美豬 國民黨:蔡英文讓國民健康卡關 

針對蔡英文總統今(28)日貿然宣布將開放美國豬肉以及30月齡以上的美國牛肉進口,中國國民黨嚴正指出,台灣社會高度重視食品健康議題,民眾對於含瘦肉精的美國豬肉、牛肉進口也抱持強烈質疑。如果美豬議題是台美自由貿易協議(FTA)卡關的主因,國民黨呼籲蔡英文及支持美豬、美牛進口的民進黨立委與官員,應先完成包括風險管控在內的全面評估,並與社會大眾進行溝通說明,切勿輕率拋出政策宣示,拿全民健康為代價。

國民黨強調,這次決策過程更凸顯了民進黨政府寧可先與美國溝通,而不願先與國內各界溝通。沒考量到國人食用豬肉遠多於牛肉,就率爾宣布開放美豬,不僅違背過去對選民的承諾,更刻意忽略國內民情與人民健康,蔡英文總統應負起最大的政治責任。

國民黨表示,馬英九政府時期盱衡台灣民意、國內產業發展和對美關係,採取「安全容許、牛豬分離、強制標示、排除內臟」政策,只開放特定美牛產品,堅守談判防線,不開放含有瘦肉精的美豬,當時獲得台灣民意廣泛支持。中華民國執政者必須與無邦交國增進關係,但也必須考量自身國家及民眾利益。

至於蔡英文宣布將設立新台幣一百億元「養豬產業基金」作為豬農收益補助,國民黨質疑,未來其他各類因為市場開放而受損之產業,是否也會得到如此慷慨的補助?錢從何來?用罄後可以繼續還是停止?這些全民買單的政策,蔡總統實應詳細說明配套措施,而不是簡單帶過,想蒙混過關。

國民黨強調,開放美豬及30月齡以上美牛的決策應公開透明,先讓民眾有判斷的依憑;不能讓總統獨裁意志凌駕於行政院、立法院之上,甚至讓獨裁意志凌駕於台灣民眾權益與畜牧產業發展之上。國民黨對此深表遺憾。

國民黨指出,美國行政部門對於是否該進行台美FTA談判仍有歧見。蔡政府近年敲定多筆對美軍購,全力配合美國「印太戰略」對抗中共當局政策,也尚未敲開台美FTA或雙邊貿易協議(BTA)的協商大門。此次又如何保證全面開放含有瘦肉精之美豬進口後,就能進行台美FTA/BTA的談判?蔡政府在尚屬未知的台美FTA/BTA談判前已經讓步如此之多,未來談判時,更不可能保持足夠籌碼,這將削弱我國官員的談判力量,對此各界應予以關注。

最後,國民黨強調,民進黨應坦誠面對台灣社會,說明其為何在馬政府時期堅持瘦肉精檢出量「零容忍」,攻訐國民黨會進口「毒牛」,會欺騙、出賣台灣人民,現在卻一百八十度大轉變,改為無條件接受含瘦肉精的美豬進口。桃園市長鄭文燦、台南市長黃偉哲、基隆市長林右昌、屏東縣長潘孟安都曾公開反對含瘦肉精的美豬進口,蔡英文總統僅以「時空環境改變」為由,隻字未提許多台灣人民現在仍對瘦肉精有所疑慮的事實,且閃躲民進黨在食安政策立場反覆的事實,完全欠缺政策說服力與社會責任感。

 Regarding President Tsai Ing-wen's rash announcement today (8/28) that imports of US pork and US beef from cattle over 30 months of age will be allowed, the Kuomintang (KMT) solemnly indicates that Taiwanese society greatly values the healthiness of foodstuffs and that the people hold strong reservations regarding imports of US beef and US pork containing ractopamine. If the issue of US pork is the main sticking point in an ROC-US free trade agreement (FTA), the KMT calls upon Tsai Ing-wen and the Democratic Progressive Party (DPP) legislators and government officials who support the import of US pork and beef to first complete comprehensive risk management evaluations. Furthermore, they should communicate openly with the people, should never recklessly throw out policy promises, and should never sacrifice the health of the population.

 

The KMT emphasizes that the process of this policy decision makes clear that the DPP government is unwilling to first communicate with anyone domestically, and would actually rather communicate with the US first. By rashly announcing that it would allow US pork without even considering that their fellow countrymen consume far more pork than beef, the DPP has not only gone against its past promises to voters, but it has also deliberately ignored the health and wishes of the people, for which President Tsai should bear the greatest political responsibility.

 

The KMT indicates that the Ma Ying-jeou government took stock of Taiwanese popular opinion,  development of domestic industries, and relations with the US before it adopted its policy of "Permission with Safety, Beef & Pork Separation, Compulsory Notices, and Organ Ban," only allowing specific US beef products, adhering to a strict red line during negotiations, refusing to allow US pork containing ractopamine, and thus, at the time, receiving extensive support from the Taiwanese public. The leader of the ROC must promote connections with countries which we do not have official diplomatic relations with, but must also consider his or her own country and the interests of his or her own people.

 

The KMT also calls into question Tsai Ing-wen's announcement regarding the establishment of a $10 billion NTD "Pork Industry Fund." In the future, if other industries are harmed by the opening of the Taiwanese market, will they also receive this sort of generous subsidy? Where will the money come from? After exhausting the fund, what then? When it comes to these taxpayer funded policies, President Tsai definitely should explain, in detail, every complementary measure, instead of simply slipping them through in secret.

 

The KMT emphasizes that the policy decision of allowing US pork and US beef from cattle over 30 months of age should be open and transparent to the public by first allowing people to rely on their own judgement. We must not allow the president's desire for dictatorship to be placed above the Executive and Legislative Yuans; further, we must not allow this desire for dictatorship to be placed above the rights and interests of the Taiwanese people, nor above the development of our animal husbandry industries. The KMT deeply deplores the DPP's actions.

 

The KMT points out that the US executive branch still has ambiguous views regarding whether or not to move forward on ROC-US FTA negotiations. The Tsai government has finalized numerous US arms purchases in recent years, fully cooperating with the US Indo-Pacific strategy of opposing the Chinese Communist Party, yet has still failed to obtain discussions of an ROC-US FTA nor a bilateral trade agreement (BTA). How can the Tsai government guarantee that after it completely allows the import of US pork containing ractopamine, ROC-US FTA/BTA negotiations will move forward? Before the yet to be determined and unknown ROC-US FTA/BTA negotiations have even taken place, the Tsai government has already conceded too much. During these future negotiations, it will be absolutely impossible to maintain sufficient bargaining chips, resulting in the weakening of the ROC official's negotiating power. We should all pay attention to this.

 

Finally, the KMT emphasizes that the DPP should candidly face Taiwanese society and clearly explain why, during the Ma government, it insisted on "Zero Tolerance" for any detected amount of ractopamine and denounced the KMT, claiming that the KMT would import "poisonous beef" and would deceive and betray the Taiwanese people, yet has now flip-flopped.
