20全4次會開幕 江主席致詞全文



中國國民黨第20屆第4次全國代表大會今(6)日在台北國父紀念館舉行。江啟臣主席於開會典禮致詞全文如下:



馬總統、吳伯雄前主席、朱前主席、洪前主席、吳敦義前主席、歷任副主席、各位縣市首長、中央評議委員、中常委、中央委員、黨代表們、在座各位敬愛的同志:大家早安,大家好!



感謝大家從各地趕來參加今天的全代會!剛才與大家一同看完這部短片,回顧國民黨歷史上的變與不變。心中有榮耀、有激動,也有感慨。



影片中有許多同志、前輩,今天也在現場;各位對國民黨的堅定承諾,在艱困處境中的不離不棄,啟臣萬分感念。



#國民黨的變與不變



今天9月6日,啟臣就任黨主席剛好滿半年。當我回看歷史,我認為國民黨最重要的「傳統」有兩個:



第一個,是我們的核心價值;用最簡單的四個字,就是「中華民國」!



我這麼說,不只是因為中國國民黨是開國政黨,更重要的是,國民黨人透過制憲、修憲、行憲與釋憲,在中華民國憲政體制中凝練的「自由民主、人權保障、民族平等、民生經濟原則,與重視教育文化」等理念價值。



這些寫入憲法的價值,是當時亞洲最進步的政治想像;直到今天,也正是在這套憲政體制的保障下,台灣才得以發展出亞洲「最自由、開放、平等而多元」的社會。



所以當我們挺身捍衛中華民國時,捍衛的不只是一個政體,更是去捍衛這些核心價值,與我們珍惜的生活方式。



第二個傳統,則是國民黨在組織、策略、作法上持續的改革內省,不斷地創新求變。



我們總是要勇於改變,才能在變動時局中,捍衛內心那些不變的價值。改革創新的基因,才是本黨存續百年「韌性」(resilience)背後的基礎。



#危機與改革



不諱言,國民黨正面臨近幾十年來的低谷。



對內,我們面對組織架構過時、資源有限、人才斷層,與論述不足的困局;對外,則要面對執政黨的獨斷濫權、媒體網軍抹黑霸凌的攻勢。我們必須一邊對外打仗,一邊改革,一刻都無法止步。



六月以來,我們接連面對高雄三場逆風硬仗;過程又逆風又顛簸,但我非常感謝大家齊心努力,展現出國民黨不怯戰的決心。



同一期間,改革工程也緊鑼密鼓的展開:



例如,我們在四月成立的國際事務部,已成為本黨即時掌握國際局勢、對外溝通的重要助力。



又例如,七月重啟的革實院171期講習班,名額四十人卻來了四百位年輕人報名!這些學員後來分發到黨內實習,替本黨帶入一波年輕的觀念活力。他們當中有許多位,就在今天現場協助全代會的大小事。



還有國民黨的「數位黨部 app」三天前正式上線,請問大家下載了嗎?我們也陸續推各種直播節目,相信各位都有看到,加上即將完成改版的官網,一步步落實我對「溝通網路化、服務數位化」的承諾。



而改革工程中最重要的,則是改革委員會對本黨在「財務穩健、組織改革、青年參與,以及兩岸論述」等方面提出的諸多建議。



七月以來,我們在各地辦了二十多場黨代表座談;也透過黨員民調,廣泛諮詢同志意見。相關結果,今天會由黨務主管向大家報告。我們也將針對涉及本黨「一章四法」的部分,提出修訂案請大家公決。



各位黨代表、黨員先進,今天二十屆第四次全代會,我們訂定的主題是:護台灣、保民主、拚未來。



#護台灣



首先,中華民國政府播遷來台已超過七十年;台澎金馬是我國治權所及的範疇,也是我們所有人共同生活之所繫。



中國國民黨曾在這片土地打造經濟奇蹟,創造民生榮景;也曾逐步推動民主改革,落實民權理念;更曾在對岸陷入文革浩劫的年代,以台灣作為中華文化發揚的基地。



在歷史的因緣際會中,國民黨是在台灣,才得以落實最初創建中華民國的理想。但同時,也正是這些寫入《中華民國憲法》的原則價值,保障了今天台灣人珍惜,並感到驕傲的「自由、民主、人權與繁榮」。



當前,全球疫情肆虐,經濟衝擊未明;而隨著北京與華府對峙升高,台海安全更亮起紅燈。身處危局,國民黨有責戮力捍衛台灣安全:



國民黨中道穩健的政策路線,長期以來,扮演著兩岸間的穩定力量;反觀民進黨執政,卻總是造成兩岸和平互信的崩塌。面對當前局勢,我們主張應持續推動兩岸交往對話,逆轉走向戰爭的惡意螺旋,避免冷戰再現。



我們認為,《中華民國憲法》既開創台灣民主自由,又連結兩岸,提供兩岸往來的法律根基,是穩定兩岸關係的磐石。國民黨歷來關於「九二共識、一中各表」的表述,皆本於憲法。也因此我們主張,以基於中華民國憲法的九二共識延續兩岸互動,並尋求互動方式的與時俱進。



我常說,中國國民黨是台灣唯一經歷過戰爭的政黨,我們最清楚戰爭的殘酷。1996年台海危機時,我自己正好在金門兩棲部隊服役,親身體會過戰爭和平的一線之間。我們不畏戰,但我們不忍見無辜犧牲;因此國民黨應盡最大努力,阻止戰爭的再現。



此外,防疫與食安,也是護台灣的關鍵戰場。為了阻絕病毒於境外,我們持續呼籲中央政府在檢疫隔離外,還應加上入境普篩,構成邊境防疫的雙保險。



我們也堅決反對,開放有健康風險的瘦肉精豬肉進口。上週。我們串連22個縣市議會表態,今天也在全代會現場啟動反瘦肉精豬肉的「食安公投」連署。下週末九月十二日開始,我們更將遍地開花,同步展開各縣市的連署,讓人民的意志透過具體的行動展現!讓我們明年8月28日收回人民對蔡政府的授權!由人民自己作主!



更重要的是,這每一道護台灣安全的防線,都需要各位同志一起來守。



#保民主



其次,「民主」是國民黨的核心理念,也是台灣社會的共同價值。



各位都知道,台灣能寫下民主奇蹟,除了當年朝野的努力,還有一個關鍵,就是《中華民國憲法》早已寫入「民主、自由、人權」這些價值,只是過去在兩岸劍拔弩張戰爭威脅下,台灣地區進入戒嚴與動員戡亂時期,國家的民主工程才暫時必需妥協。



從1987年蔣經國總統宣布解嚴以來,臺灣民主政治逐漸鞏固,人權保障更趨完整,不但成為全球華人典範,更是對岸嚮往民主自由的民眾,理想的寄託。



不幸的是,政黨輪替後,我們也看到一些民主發展的逆流。2007年扁政府爆發的結構性貪腐,替台灣的新興民主染上汙點,至今影響仍在。



蔡政府完全執政以來,更見毫無遮掩的酬庸濫權,從之前張天欽的「東廠說」、卡管案、總統專機私菸案,到最近監察院的任命案,斑斑可考。掌權者更縱容一己親信開公司、大拿政府標案;又或擔任御用標案評審,無視利益迴避原則。



比酬庸傷害更大的是「行政濫權」。這次總統府和行政院毫無事先溝通,直接拍板全面開放有瘦肉精的豬肉進口,完全無視人民健康疑慮與國會監督,如果這不是黑箱,什麼才是黑箱?而行政院逕自廢止《台中市生煤自治條例》,更扼殺地方自治空間,展現中央政府的集權跋扈



最令人髮指的是,原應守護民主的民進黨政府,卻拿國家資源養網軍、帶風向,攻擊政治對手,形同打壓民主監督。而自詡為「民主進步」的民進黨,竟透過立法院多數,沒收民眾藉大選同時辦理公投的權利。等於將公投關進鐵籠!



民主不能期待施捨,只能用實際行動捍衛。我們已經發起「還我公投」的運動與連署,爭取還權於民。



#拚未來



最後,我們要「拼未來」,拼的不只是國民黨的未來,更是台灣與中華民國的未來。



2020 是人類歷史上重要的轉折。從貿易戰到 covid-19 疫情的爆發,我們撞上全球化浪潮的重挫,與經濟的海嘯;我們也見證到保護主義與民粹主義的蔓延,各種敵意與衝突風險湧現。



展望疫情過後,未來世界的方向在哪?台灣的定位策略又如何?國民黨無可迴避,必須回答這些問題。我將請中央黨部、立院黨團及智庫進行「願景台灣 2030」國政計畫,針對我國未來發展的重要問題,向人民提出負責任、可行的願景藍圖。



國民黨要用願景爭取認同、用行動喚回肯定、用監督獲得尊敬,更要用勤政獲取信任。這是我們這一代國民黨人無可推卸的責任。



我深信,國民黨要持續推動現代化改革,改善本黨體質,並在地方執政與中央監督都拿出更耀眼的成績,才有機會在 2022 與 2024爭取到更大的社會基礎,推薦更多優秀人才,爭取更多執政空間。



也唯有國民黨重新壯大,而能有效制衡執政黨的酬庸濫權,才能捍衛中華民國的民主制度,撐起台灣社會的開放多元,並且給我們的下一代,一個值得期待的未來。



用行動「護臺灣、保民主、拚未來」,是本屆全代會所揭櫫的方向,我誠摯邀請所有同志先進與我們一起共同奮鬥。



最後,祝大家平安順心,希望全球疫情早日趨緩、台海和平穩定,中華民國國泰民安!

Abridged Text of Chairman Johnny Chiang's Opening Speech at the Fourth Session of the 20th KMT National Party Congress

Esteemed party delegates and party members, the theme of today's fourth session of the twentieth National Party Congress is: Protect Taiwan, Defend Democracy, Fight for the Future.

 

 

#Protect Taiwan

First, the Republic of China (ROC) government came to Taiwan over seventy years ago; Taiwan, Penghu, Kinmen, and Matsu are the areas that are both within our governing authority and also where the joint livelihoods of all our people are tied.

 

Upon this land, the Kuomintang (KMT) forged an economic miracle, creating a period of prosperity for the people. The KMT also progressively pushed for democratic reform and implemented civil liberties. Furthemore, during the decade that the mainland sank into the catastrophe of the Cultural Revolution, the KMT turned

Taiwan into the base for the development of Chinese culture.

 

Due to historical circumstance, the KMT was only able to implement the initial establishing ideal of the ROC on Taiwan. But at the same time, it was precisely the principles and values that were written into the ROC Constitution which ensured the "freedom, democracy, human rights, and prosperity" that the Taiwanese people cherish and are so proud of.

 

At present, the global pandemic is wreaking havoc on the economy, with no end in sight. Furthermore, the confrontation between Beijing and Washington is escalating; the security of the Taiwan Strait is at risk. In these perilous times, the KMT has the responsibility to unite and defend Taiwan's safety.

 

The KMT's stable, middle-of-the-road policies have long played the role of stabilizing force in cross-Strait relations. On the other hand, when the Democratic Progressive Party (DPP) is in office, it always destroys cross-Strait peace and mutual trust. Confronted with the present state of affairs, we assert that we should continue to push for cross-Strait contact and dialogue in order to reverse this vicious spiral into conflict, and avoid the reappearance of the Cold War.

 

We consider the ROC Constitution to have both established Taiwan's democracy and freedom, and also to have provided the legal foundation for cross-Strait interactions; it is the cornerstone of stable cross-Strait relations. The KMT has consistently enunciated that the "1992 Consensus: One China Respective Interpretations" is entirely rooted in the Constitution. Consequently, we advocate for continued cross-Strait interactions by means of the ROC Constitution contingent 1992 Consensus. However, we also advocate for the pursuit of innovative new methods of interaction.

 

I often say that the KMT is the only Taiwanese political party that has experienced war, so we have the clearest understanding of war's cruelty. During the 1996 Taiwan Strait Crisis, I myself just happened to be serving in the army in the Kinmen amphibious unit, so I know from personal experience the thin line between peace and war. We are not afraid of war, but we cannot bear to see innocents sacrificed; thus, the KMT should spare no effort in preventing the reappearance of war.

 

In addition, disease prevention and food safety are also crucial battlefields when it comes to protecting Taiwan. In order to block the virus at the border, we continue to call upon the central government to, in addition to quarantine, also implement a general filter for entering Taiwan, forming a dual insurance of border disease prevention.

 

We also firmly oppose allowing the import of health-hazardous ractopamine pork. Last week, we contacted 22 county and city councils to declare this opposition. Today at this National Party Congress, we are also launching a signature drive for a "Food Safety Referendum" to oppose ractopamine pork. Beginning next weekend, September 12th, we will sprout up everywhere, carrying out synchronized signature drives in every single county and every single city. Let the people's willpower emerge with concrete action! Next August 28th, let's retake the authority the people gave the Tsai administration! Let the people make their own decisions!

 

Even more importantly, each one of these measures for protecting Taiwan requires our collective effort to accomplish.

 

 

#Defend Democracy

Next, democracy is the KMT's core concept; it is also Taiwanese society's common value. As we all know, the fact that Taiwan achieved a democratic miracle, besides requiring the contemporary efforts of all levels of society, also required another crucial element: the Republic of China Constitution, which has long had written within it the values of "democracy, freedom, and human rights." It was only under the hostile threat of the past cross-Strait state of war that the Taiwan region entered a period of martial law and suppression; it was thus necessary that the project of national democracy was temporarily compromised.

 

Since President Chiang Ching-kuo lifted martial law in 1987, Taiwan's democracy has gradually grown stronger and has ensured that human rights are even more complete, not only becoming a paragon for all Chinese peoples worldwide, but also becoming the ideal for the people on the mainland who yearn for democracy.

 

Unfortunately, after the political parties began to alternate, we also saw some trends which went against the development of democracy. In 2007, the explosive structural corruption of the Chen Shui-bian administration tarnished Taiwan's emerging democracy. We are still feeling its effects today.

 

After the Tsai administration acquired complete power, we saw even more blatant quid pro quo and abuse of power. From Chang Tien-chin being recorded referring to his office as possessing the powers of a secret police, the Kuan Chung-ming NTU presidency controversy, and the President's secret service cigarette smuggling case, to the more recent Control Yuan presidency appointment, the extent of corruption is obvious. Furthermore, those in power turn a blind eye when their lackeys and friends suborn the bids for government contracts, ignoring public interest and shunning principle.

 

Even more harmful than quid pro quo is executive abuse of power. The Presidential Office and the Executive Yuan worked together in advance before deciding to directly allow ractopamine pork imports, entirely disregarding the misgivings the people have for ractopamine pork, and  entirely bypassing checks and balances. If this decision was not a black box, then what is? Furthermore, the Executive Yuan unilaterally repealed the "Taichung Autonomous Act for Raw Coal Regulation," further strangling local autonomy, exhibiting the domineering and consolidated nature of the central government.

 

What makes my blood boil the most is the fact that the DPP government should be protecting democracy, yet has used government resources to pay for internet trolls, influencing trends and attacking political opponents, essentially suppressing democratic supervision. Furthermore, the supposed "Democratic and Progressive" DPP, with its legislative majority, actually seized the people's right to vote simultaneously in general elections and referendums. This is tantamount to the referendum being locked inside an iron cage!

 

Democracy cannot rely on charity; defending it requires practical action. We have already initiated action in the form of a signature drive to "Give Back My Referendum" in order to fight for the return of power to the people.

 

 

#Fight for the future

We must fight for the future. The fight is not just for the future of the KMT, but even more so for the future of Taiwan and the ROC.

 

2020 is a major historical turning point for mankind. From the trade war to the eruption of the COVID-19 pandemic, we have collided with a devastating setback to the trend of globalization and with an economic tsunami. We are also witnessing the spread of protectionism and populism; the risk of all kinds of hostility and conflict are emerging everywhere.

 

After the pandemic is over, what will be the path of the future world? What will Taiwan's strategic position be? The KMT cannot avoid these questions; we must answer them. I will request the KMT Central Headquarters, our Legislative Yuan party caucus, and our thinktank to conduct a "Vision of Taiwan in 2030" national political plan. This plan will focus on the important question of our nation's future development, offering to the people a sense of responsibility and a feasible blueprint for our future.

 

The KMT must use this vision of the future to fight for approval, use action to reclaim affirmation, and use checks and balances to obtain respect. Most importantly, the KMT must be diligent in political affairs in order to gain trust. These are the responsibilities that our generation of KMT members cannot avoid.

 

I firmly believe that the KMT must continue to push for modernization reform, improve the quality of our organization, and provide even more dazzling achievements at both the local and central levels. Only by doing these things does the KMT have opportunities in 2022 and 2024 to build a greater base in society, recommend even more outstanding talent, and fight for even more political positions.

 

Furthermore, only by restrengthening the KMT can we effectively check the ruling party's quid pro quo and abuse of authority, safeguard ROC democratic institutions, prop up Taiwanese society's pluralistic liberalism, and give the next generation a worthwhile future.

 

Take action to Protect Taiwan, Defend Democracy, and Fight for the Future; this is what this year's National Party Congress has announced will be our direction. I sincerely invite all of you to move forward with us and fight together.

 

Finally, I wish everyone peace and happiness! I hope the global pandemic will soon subside and the Taiwan strait will be peaceful and stable. May the Republic of China always be peaceful and prosperous!
