共軍演無助兩岸關係,國民黨籲台海雙方應設法降低衝突

針對共機於最近以每日接近廿架次的數目進入我方防空識別區(ADIZ)或超越台海中線,國台辦發言人宣稱,共軍行動是「針對當前台海安全形勢和維護國家主權需要採取的必要行動」,中國國民黨表示完全不能認同。

國民黨始終反對中共任何對台灣具有威脅的軍事行動。此種行為不但威脅台灣安全,增加兩岸擦槍走火的風險,更是破壞東亞區域穩定與和平,完全沒有必要的行為。國民黨認為,海峽兩岸應以和平解決爭端為最高原則,以交流、對話化解歧見,任何展示武力的行動只會加深疑懼,製造仇恨與對立,對兩岸人民都沒有好處。

國民黨指出,台海發生衝突的可能性逐漸升高,這與中共不放棄武力犯台有絕對關係,因此國民黨呼籲中共應宣布放棄武力犯台,才能積累兩岸基本互信;而民進黨政府缺乏有效因應中共軍方連日軍事挑釁的作為,除了國軍前往監控,應想辦法透過政治方式降低兩岸緊張,以免讓台灣民眾繼續陷於戰爭風險之中。

關於媒體詢及解放軍近日大舉擾台,是否與美國國務院次卿克拉奇(Keith Krach)訪台有關,國民黨表示,克拉奇是自1979年1月美國與中華民國斷交後,造訪台灣的國務院最高層級官員,國民黨肯定美國川普政府願提高國務院訪台官員層級的作法,認為將有益於未來雙邊的互動,並希望中共正視中華民國主權存在的事實,勿以軍事或非軍事手段阻礙中華民國與他國的官方互動。

國民黨強調,美國與中共當局的競合仍會持續,只要台海兩岸能繼續對話、累積互信,美台關係與兩岸關係將可以不是零和關係,而且過去國民黨執政時期的「親美和陸」仍可並行不悖,為台灣的生存找到較佳的戰略利基點。

In response to the recent People’s Liberation Army (PLA) fighter jets, near 20 in number, entering Taiwan’s Air Defense Identification Zone (ADIZ) or breaching over Taiwan Strait’s median lane on a daily basis, the Kuomintang (KMT) expresses unequivocal disapproval towards the Taiwan Affairs Office Spokesperson’s claim that the PLA fighter jets’ actions serve as “necessary actions taken towards the current Taiwan Strait safety situation and the defense of national sovereignty”

The KMT has always opposed any and all military threats the Chinese Communist Party (CCP) poses to Taiwan. These actions not only threaten Taiwan’s safety and increase the risk of an unintentional incident on both sides, but also demolishes the peace and stability of East Asia. These actions are totally unnecessary. The KMT believes that disputes across the Taiwan Strait should uphold peace as the highest principle for negotiation, and that both sides should resolve disagreements through communication and interaction. Any display of armed forces and military actions would only deepen fear and doubts, thus creating hatred and opposition, which benefits neither side of the Strait.

As conflicts across the Taiwan Strait see potential escalation, the KMT points out that this has absolute correlation with CCP’s refusal to abandon the option of invading Taiwan by military force. Therefore, the KMT calls for the CCP to renounce the taking of Taiwan by military force in order to build a foundation of mutual trust. On the other hand, the Democratic Progressive Party (DPP) has fallen short on effectively responding to the CCP army’s continuous military provocations. The DPP should consider deescalating the current Cross-Strait tension via political means in order to protect the Taiwanese people from the risk of war breaking out. Sending troops to the front line for surveillance purposes is doing far too little.

In response to media’s questions on whether the recent large-scale PLA  military harassment correlates with the Under Secretary of State for Political Affairs Keith Krach’s visit to Taiwan, the KMT states that Krach is the highest ranked U.S. State official to visit Taiwan since the U.S. ended diplomatic relations with the Republic of China in January 1979. The KMT acknowledges this gesture of the Trump government to scale up the level of U.S. State Department officials visiting Taiwan, as the KMT believes this to be beneficial for future interactions and affairs on both sides. The KMT hopes that the CCP will squarely face the existence of the Republic of China, and cease from hindering and interfering with the ROC’s official affairs with other states by military or non-military means.

 

 

The KMT reiterates that competition as well as cooperation between the U.S. and China will continue. As long as both sides of the Taiwan Strait continue to establish conversation and build on a foundation of trust, U.S.-Taiwan and Cross-Strait relations can move away from a zero-sum relationship, and in turn parallel the KMT’s direction of seeking closer ties with the U.S. while maintaining peace with Mainland China, as iterated during the KMT’s governance. This is the ideal strategic standpoint for the survival of Taiwan.
