蔡政府荒唐的「五不一沒有」,讓人民心慌慌!

距離明年1月1日開放萊豬進口,今(1)日已經進入倒數30天!中國國民黨召開「蔡政府荒唐的『五不一沒有』,讓人民心慌慌!」記者會,文傳會主委王育敏、組發會主委李哲華、發言人江怡臻、青年部主任陳冠安等出席,質疑蔡英文政府荒腔走板的「五不一沒有」:不標示、不修法、不禁止、不把關、不辯論、沒有人力,讓人民直接面對萊劑豬肉進口的危害。國民黨宣布啟動「拒萊豬,我加入」,響應消費者文教基金會「拒吃萊克多巴胺」網路連署活動https://reurl.cc/Oq3Gzv ,目前消基會連署已達16.4萬份以上,國民黨呼籲全民踴躍參與,表達更多不滿的聲音,讓蔡英文政府看到全民的憤怒。

萊豬進口倒數30天之際,國民黨總體檢萊豬進口爭議,行政部門的應對措施漏洞百出。行政院多個部會跳出來說所屬單位不吃萊豬,如軍人、學生、國手、警察、榮民等,卻讓一般百姓吃萊豬,決策「亂」!進口豬肉品只標產地不標萊劑、校園禁萊豬但不修法沒罰則,決策「空」!源頭管理的查廠工作未全面,決策「騙」!蔡英文政府面對萊豬進口的配套措施「亂!空!騙!」,人民如何能吃得安心?

1. 「不標示」:不標萊劑,僅憑產地人民難以辨識

「標示」是食安管理的最後一道關卡,但蔡英文政府只願標示產地,不願標示萊劑,即便各界呼聲不斷,蔡政府始終置之不理,就是將食安把關丟給人民自主管理,包含豬肉鬆、豬肉乾、豬肉水餃、香腸、熱狗、培根、火腿、貢丸等豬肉製品小吃,攙入含萊劑豬肉,人民該如何辨別?

2. 「不修法」:拒修校園衛生法等,校園食安仍沒保障

為確保孩童不會吃到萊劑豬肉,修法訂定罰則,才能嚇阻不肖業者心存僥倖的根本之道,但民進黨卻杯葛修法,僅願修改「採購契約範本」,面對多個家長團體的呼聲,民進黨仍是置之不理,讓孩童食安無法獲得確實保障。

3. 「不禁止」:全豬進口不禁內臟,增加萊劑危害風險

由於外國人不愛吃內臟,台灣開放進口後,恐成為含萊劑內臟的最佳去處,讓萊劑在台灣盛行。已逝的知名腎臟科醫師林杰樑曾提醒,「豬、牛內臟殘留瘦肉精的含量,是一般肉品的十幾倍!」蔡政府不排除內臟進口萊豬,是增加民眾受到萊劑危害的風險。

4. 「不辯論」:蔡總統逃避監督,人民疑慮仍無解答

萊豬進口的政策,台灣各界質疑聲不少,民進黨政府「先開放,再想辦法」的作法讓人民無法安心、放心。國民黨主席江啟臣邀請主導萊豬進口政策的蔡英文總統辯論,讓蔡總統有機會說清楚、講明白,根據國民黨最新的網路民調顯示九成以上民眾認為蔡總統應該接受辯論,但蔡總統卻置之不理,躲避監督、逃避民意,人民的疑慮只會更深。

5. 「不把關」:假查廠,源頭管理效果大打折扣

蔡英文政府只查新的進口廠商,不查目前已進口豬肉的國外53家肉廠,政府如何能掌握這些肉廠是否使用萊劑的實際情況?讓源頭管理的功用與意義大打折扣。

6. 「沒有人力」:檢驗人力仍不足,稽查工作難落實

豬肉進口後,逐批查驗、業者標示確不確實皆需仰賴稽查人力,但我國食安管理人力不足,雖然衛福部說要增加稽查人力,但只聞樓梯響,剩下30天就要開放進口,稽查人力根本無法補足到位,稽查漏洞如何能讓人民安心?

明年1月1日開放萊豬進口只剩下最後30天,顯然蔡英文政府還沒做好為全民食安健康把關的準備,蔡英文總統宣布開放萊豬進口之後,三個多月以來,行政部門有如無頭蒼蠅,面對各項問題及各界質疑只能見招拆招,沒有完整、有系統的配套方案。一旦貿然開放進口,人民吃得膽顫心驚,也恐危害台灣下一代健康安全。難道只憑蔡總統一人意志,就要賠上全民的食安健康?


Thirty Days Until Racto-pork Imports: Tsai Administration’s Absurd “Five Failures and One Deficiency” Causing the People to be at a Loss 


Only thirty days remain until imports of pork containing ractopamine (racto-pork) will be allowed into Taiwan! Regarding this issue, the Kuomintang (KMT) convened a press conference on “The Tsai Administration’s Absurd ‘Five Failures and One Deficiency’ has Caused the People to be at a Loss,” with Culture and Communications Committee Director-General Alicia Wang, Organizational Development Committee Director-General Lee Che-hua, KMT spokesperson Chiang I-chen, and Department of Youth Affairs Director Chen Kuan-an in attendance. Together, they called attention to the Tsai administration’s hypocritical “Five Failures and A Deficiency:” Failure at Labelling, Failure at Amendment, Failure at Banning, Failure at Guarding, Failure to Debate, and Deficiency of Manpower. These five failures and a deficiency have caused the people to become directly exposed to the harmful effects of racto-pork imports. In order to combat this harm, the KMT has announced the launch of “I’ll Join to Refuse Racto-Pork” in response to the Consumers’ Foundation Chinese Taipei (CFCT) “Refuse to Eat Ractopamine” online petition. At present, the CFCT has already obtained over 164,000 signatures. The KMT calls upon all citizens to jump in, participate, and convey just how dissatisfied we are. This will let the Tsai administration see the anger of people on Taiwan. 

During these final thirty days before the arrival of racto-pork imports, the KMT will continue to keep a close eye on the controversy over these imports and the consistent flaws in the response measures of the Executive Yuan. One example of these flaws is, various ministries under the Executive Yuan have popped up to state that government affiliated subsidiaries, such as military personnel, students, national representatives, and retired soldiers, won’t eat racto-pork; yet, the Executive Yuan will force regular people to eat racto-pork. This policy decision is a mess! Furthermore, imported pork products will only be labelled with their place of origin, and not their levels of ractopamine; school campuses will prohibit racto-pork, yet there will be no amendments to the law and no penalties. These policy decisions are hollow! The source supervision inspection plants for imported pork lack comprehensive inspection guidelines; this policy decision is deceptive! The Tsai administration’s measures for handling racto-pork imports are messy, hollow, and deceptive! How will the people feel safe eating imported pork? 

Failure at Labelling: Ractopamine Levels not Labelled, Merely Relying on Place of Origin is Difficult for the People to Identify 
“Labelling” is the final checkpoint of food safety supervision, yet the Tsai Ing-wen administration is only willing to label the place of origin of pork and not the ractopamine level. Furthermore, even with all of society continuously demanding clear labelling, the Tsai administration, from beginning to end, continues to take no notice. Instead, the administration is placing the responsibility for food safety on the people themselves. However, when various pork products and snacks are mixed with ractopamine pork, such as shredded dried pork, dried pork, pork dumplings, pork sausages, pork hot dogs, pork bacon, and pork balls, how can the people tell the difference? 

Failure at Amendment: Refusal to Amend School Campus Health Laws, School Campus Food Safety Still Not Guaranteed 
In order to ensure that children will not consume racto-pork, amending the law and setting penalties are the most fundamental methods for preventing unscrupulous sellers from thinking they can evade regulations. Yet, the DPP boycotts law amendment and merely hopes to amend the “procurement contract template.” Even when faced with the demands of many parental organizations, the DPP turns a deaf ear and fails to guarantee true food safety for Taiwan’s children. 

Failure at Banning: All Pork to be Imported; Failure to Ban Offal Increases Risk of Harm from Ractopamine 
Because foreigners dislike eating offal, after Taiwan allows racto-pork imports, we may unfortunately become the racto-pork offal dumping grounds, causing Taiwan to become rife with ractopamine. The renowned late nephrologist Lin Chieh-liang once warned, “Residual ractopamine levels in pork and beef offal amounts to over ten times that of normal meat products.” The Tsai administration’s failure to exclude racto-pork offal imports increases the risk of harm from ractopamine that the people will be exposed to. 

Failure to Debate: President Tsai Evaded Oversight; The People’s Misgivings Remain Unanswered 
A significant segment of Taiwanese society has called the racto-pork import policy into question. The DPP government’s “Import it First, then Find a Way Out” course of action has distressed the people. Thus, KMT Chairman Johnny Chiang invited President Tsai Ing-wen, who directed the racto-pork import policy, to a debate in order to give President Tsai an opportunity to explain herself. According to the latest KMT internet polls, over 90% of the people believe that President Tsai should accept the debate invitation, yet President Tsai turned a deaf ear, hiding from oversight and shirking the popular will. The misgivings of the people continue to deepen. 

Failure at Guarding: Fake Inspection Plants, Source Inspection Efficacy Far Less than Expected 
The Tsai administration will only examine new importers and will not examine the 53 existing foreign pork plants that are already importing pork. How can the administration ensure whether or not these pork plants are in reality utilizing ractopamine? This failure causes the function and significance of source supervision to be far less effective than expected. 

Deficiency of Manpower: Manpower for Inspection Still Insufficient; Inspection Difficult to Implement 
After racto-pork is imported, ensuring whether or not pork sellers have labeled their batches correctly will all rely on manpower for inspection, but our nation’s food safety inspection manpower is insufficient. Although the Ministry of Health and Welfare said that it will increase inspection manpower, these have been merely words. With only 30 days left until racto-pork imports are allowed, it is entirely impossible to sufficiently shore up the gap in inspection manpower; how can the people feel at ease with the existence of this gap? 

Only 30 days remain until January 1st 2021 when racto-pork imports will be allowed into Taiwan. The Tsai administration has clearly failed to sufficiently apply appropriate measures to ensure the population’s food safety and health. Over three months after President Tsai announced the import of racto-pork, the Executive Yuan is still running around like a headless chicken and can only resort to trickery when confronted with problems or societal doubts. It lacks a comprehensive, systematic, pertinent plan of action. Once the rash decision to import racto-pork goes into effect, not only will the people be worried about eating it, the health and safety of Taiwan’s future generations will unfortunately be jeopardized. Is the entire population’s food safety and health truly at the mercy of President’s Tsai’s individual diktat?
