反萊豬醫師遭查水表,蔡政府連番打壓言論自由

針對高雄榮總台南分院前主治醫師蘇偉碩因多次公開發表萊劑對人體有害的言論,遭高雄市警察局要求到案說明,中國國民黨副秘書長謝龍介、文傳會主委王育敏、副主委黃子哲今(17)日召開「反萊豬醫師遭查水表,蔡政府連番打壓言論自由」記者會,質疑蔡英文政府為了美化進口萊豬政策,居然由衛福部告發專業醫師提出的客觀意見,蔡政府「容不下異己,聽不進異見」,製造寒蟬效應,打壓言論自由,已讓台灣逐步走向一言堂的獨裁體制。

根據高雄市三民二分局的通知書,要求蘇偉碩醫師於12月25日晚間10時,準備「有關含萊克多巴胺肉品對人體健康影響之相關證明資料」到案說明。國民黨表示,在中華民國行憲紀念日之際,蔡政府查水表、約談公開主張萊劑有害人體健康的醫師,令人感到格外諷刺!蔡政府無視於我國憲法保障人權、維護言論自由的內涵,容不下專家學者專業、中立、客觀的研究立場,蔡政府背離我國民主立憲精神,如何還能自稱是「民主進步」黨?

不僅蘇偉碩醫師因公開主張萊劑對人體有害遭到警方約談、查水表,國民黨列舉,屏東信功肉品才因公開聲明反萊克多巴胺,打臉蘇貞昌院長,遭實施消防安檢;上個月秋鬥遊行時,多位雲林縣豬農遭警方以「維護秩序、保護安全」為由登門關切;今年4月,美籍華人Jason Lee因上傳影片批評蔡政府,遭刑事警察局訊問;去年底一位蔡小姐因網路分享立委高金素梅的國會質詢影片,即遭高雄市調處、台南市警局及台北地檢署傳喚、偵訊、偵辦;台大政治系教授蘇宏達則因在個人臉書針砭故宮文物南遷政策遭警方約談等。

國民黨指出,蔡政府利用告發、警方約談、例行安檢等方式,意圖恫嚇與民進黨立場不同的聲音,讓老百姓心生畏懼而退縮,達到台灣社會只能對蔡政府歌功頌德的目的。國民黨質疑,蔡政府難道以為封住人民嘴巴,民怨就能平息?當施政方向不斷與民意對立時,相信民怨的反撲很快就會來到。

距離萊豬進口僅剩下半個月,蔡政府將心思都放在打壓反萊豬的聲音,相關的把關措施完全不放在心上。國民黨表示,為區別豬肉品的來源地,農委會與衛福部各自推出「台灣豬」標章,但農委會推出的「台灣豬標章」需經申請、審查、認證,符合可溯源的條件才可獲得標章;衛福部印製的「台灣豬貼紙」則只要網路直接下載就可使用,再加上兩者的外觀設計、用色極為相似,若有不肖廠商藉此魚目混珠,消費者根本不容易辨別。衛福部、農委會各行其是的作為,讓「台灣豬」的標示難以達到效果,行政院所謂的「清楚標示」完全破功,國人的食安根本無法獲得有效把關與保障。

國民黨認為,清楚標示是否含有萊劑才是根本之道,也能讓國人清楚辨識並做出選擇,但行政院仍以似是而非的藉口,自我設限,規避標示萊劑,導致國人的食安與健康開了一道破口。讓人民吃得安心、放心,難道不是蔡政府應該負起的責任嗎?


Anti-Ractopork Doctor Charged Under False Pretenses by Tsai Administration, Government Repeatedly Suppressing Free Speech

After former Kaohsiung Veterans General Hospital Tainan Branch resident physician Su Wei-shuo persistently and publicly stated his views that ractopamine harms the human body, the Kaohsiung police department demanded that he turn himself in to the police station and explain himself. Regarding this situation, Kuomintang (KMT) Deputy Secretary-General Hsieh Lung-chieh, Culture and Communications Committee Director-General Alicia Wang, and Culture and Communications Committee Deputy Director-General Huang Tzu-che convened a press conference titled “Anti-Ractopork Doctor Charged Under False Pretenses; Tsai Administration Repeatedly Suppressing Free Speech” today (Dec. 17th). At this press conference, they called into question the matter of the Tsai Ing-wen administration, for the sake of whitewashing its ractopork import policy, actually going as far as using the Ministry of Health and Welfare to lodge an allegation against the objective opinions raised by a doctor. The Tsai administration “cannot tolerate dissenters and refuses to accept dissenting views,” creating a chilling effect and suppressing freedom of speech. This has already caused Taiwan to, step by step, trend towards a dictatorial system where a single person has all the say.

The Kaohsiung City Police Department Sanmin Second Precinct’s notification document requested that Dr. Su Wei-shuo, on December 25th at 10:00PM, prepare “relevant proof and information regarding ractopamine meat products harming the human body” to prove his statements. The KMT states that it is sadly ironic for the Tsai administration, on the very anniversary of the ROC Constitution’s adoption, to charge dissenters under false pretenses and issue police summons to a doctor who publicly advocates that ractopamine harms human health. The Tsai administration has ignored our Constitution’s protection of human rights and defense of free speech and has been intolerant of the professional, neutral and objective research positions of a specialist. The Tsai administration has deviated from the constitutional spirit of our democracy; how can this administration still claim to be a “Democratic & Progressive” Party?

Besides Dr. Su Wei-shuo being met with police summons and charges under false pretenses, the KMT lists other cases of DPP abuse of power: Pingtung Sings Kout Meat Products, for stating that it opposes ractopamine and thus slapping Premier Su Tseng-chang in the face, was met with a fire safety inspection; during last month’s Autumn Struggle march, many Yunlin pork farmers were met with police visits to their homes under the pretense of “Maintaining Social Order and Ensuring Safety;” this April, Chinese-American Jason Lee, for uploading a video criticizing the Tsai administration, was met with Criminal Investigation Bureau interrogation; late last year a certain Ms. Tsai, for sharing legislator Kao Chin Su-mei’s Legislative Yuan inquiry video, was met with Tainan City police department and Taipei district prosecutor’s office subpoena, interrogation, and investigation, in addition to Kaohsiung City mediation; and National Taiwan University Political Science Professor Su Hung-dah, for critiquing a policy to move treasures of the National Palace Museum to its southern branch on his personal Facebook account, was met with a police summons.

The KMT points out that the Tsai administration exploits allegations, police summons, routine safety inspections, and other methods to intentionally intimidate voices that are different from the Democratic Progressive Party (DPP), causing the people to cower and be fearful, thus achieving the administration’s goal of Taiwanese society only being able to sing the Tsai administration’s praises. The KMT questions whether the Tsai administration truly believes that public dissatisfaction can be suppressed by sealing the people’s mouths. As the administration’s direction continuously goes against public opinion, the KMT is convinced that public dissatisfaction is inevitable.

With less than half a month until ractopork imports will be allowed onto Taiwan, the Tsai administration is entirely focused on silencing anti-ractopork voices, and is entirely failing to take the relevant precautionary measures seriously. The KMT states that, for the sake of distinguishing the origins of different pork products, the Council of Agriculture and the Ministry of Health and Welfare each launched “Taiwan Pork” labels. However, acquiring the Council of Agriculture’s “Taiwan Pork Label” requires a process of application, examination, and approval that adheres with the condition of being able to trace the pork product to its source; the Ministry of Health and Welfare’s printed “Taiwan Pork Sticker” can be directly downloaded from the internet for immediate usage. In addition to this, both organization’s labels look extremely alike, down to their coloration; if unscrupulous manufacturers thereby produce fake labels, consumers will absolutely not be able to notice. The Ministry of Health and Welfare and the Council of Agriculture both doing their own thing will cause the “Taiwan Pork” label to have a limited effect. The Executive Yuan’s so called “clear labelling” is entirely a fool’s errand, and it has absolutely failed to obtain effective precautions and guarantees for the people’s food safety.

The KMT believes that clear labelling of whether or not a product contains ractopamine is the most basic requirement, allowing the public to clearly identify and make its own choice. However, the Executive Yuan continues to use specious excuses and self-imposed limits to evade ractopamine labelling. This has led to a rupture of national food safety and health. Allowing the people to eat without worrying: is this not a responsibility that the Tsai administration should bear?
