江主席:國會決議不代表多數民意 非反萊豬終戰

中國國民黨主席江啟臣今(23)日於中常會發表談話,針對昨日新增一例本土病例,主席表示, 235天沒有本土病例的防疫成果不幸被終止,再次提醒大家新冠肺炎的威脅從來沒有離開,防疫工作更是一刻都不能鬆懈。大家要了解,新冠肺炎的威脅不分種族、職業,防疫工作更不應該因人而異,在疫病的威脅下,病毒才是我們共同的敵人。互相指責與歧視都可能造成疫情隱匿,甚至演變成為疫情的破口。

江主席強調,防疫優先是國民黨的堅持,因此原定於今晚舉行的守護食安之夜將取消實體集會,保留立委靜坐,繼續為食安守夜。演出活動及宣講則改以線上直播的方式進行。明天也將取消所有集會,將重心全力放在議場攻防,以具體的作為貫徹防疫的決心。

中國國民黨再次重申,支持指揮中心在衡量整體局勢後,精進各項防疫作為。接下來如果仍有舉辦的各項活動,國民黨都將遵守防疫指揮中心的規範,更呼籲參與集會的民眾,配戴口罩、勤洗手,保持社交距離。也要再次提醒國人,配合政府各項防疫工作,有接觸史的國人更應該配合疫調,共同守護得之不易的防疫成果。

江主席表示,雖然集會方式調整,但國民黨反對含萊克多巴胺豬肉進口的決心不會改變。相關的行政命令,即將在明天的立法院院會進行最後的審查,於此關鍵時刻,他除了要拜託所有中常委、黨員同志,為國民黨立院黨團加油打氣之外,更要呼籲國人透過各種方式,向所在選區立法委員表達:反對開放高風險肉品進口的心聲。期望民進黨籍的立法委員落實代議制度精神,跟多數民意站在一起,共同守護台灣的食安環境。

江主席指出,尤其當執政的多數黨準備以多數暴力碾壓民意時,國會的決議就不代表多數人民的意見,更不是人民反對萊豬進口的最終決戰!上星期,中選會已經審核通過國民黨領銜提出的「公投綁大選」以及「護食安」兩項公投案,等到各地戶政事務所完成審核後,就可以展開第二階段的連署。

江主席表示,藉此機會他除了要拜託戶政機關儘速完成審核外,也懇請所有常委及中央、地方黨務同仁,結合民間力量,在審核完成後積極展開連署、宣傳工作。務必完成足夠份數的連署,讓台灣人民能夠在明年八月二十八日,直接展現自己的意志。透過這兩個公投案,由人民自己決定,是否進口含瘦肉精豬肉,守護台灣的食安環境;由人民自己決定,如何執行公投的權利,來彌補代議制度的不足。

最後,江主席表示,再過幾天將揮別動盪、艱辛的109年,迎接嶄新的民國110年。過去幾個月,國民黨一起努力推動的改革工作,已經有初步成果,更在民調數字上獲得民意直接的回饋。新的一年,國民黨更要加速改革的步伐,堅定前進的腳步,贏回多數人的認可以及支持,並期盼疫情早日結束,人類社會生活重新回到常軌,中華民國永續茁壯!

Kuomintang (KMT) Chairman Johnny Chiang spoke on several topics at the Central Standing Committee today (Dec. 23rd). Regarding yesterday’s new local case of COVID-19, the Chairman stated that it is unfortunate that the disease prevention achievements of zero local cases in the last 235 days has come to an end. He then reminded everyone that the threat of COVID-19 has never departed and that the work of disease prevention cannot be relaxed. Everyone must understand that the threat of COVID-19 does not distinguish between ethnicity nor occupation, so the work of disease prevention should not be different for each person. Under this threat of pandemic, the virus is our common enemy. Discriminating against and criticizing each other might cause people to hide infections; this might even develop into an explosion of the epidemic.

Chairman Chiang emphasized that the KMT insists on prioritizing disease prevention, so the “Protect Food Safety Night” originally scheduled to be held tonight will be cancelled; the Legislator food safety sit-in vigil will proceed as planned. The performance and speeches will instead be conducted via livestream. Furthermore, tomorrow’s rally is entirely cancelled, and all effort will be directed towards battles in the Legislative Chamber. Thus, the KMT’s determination to implement disease prevention measures will be concretely exhibited.

The KMT reaffirmed its support of the ROC Central Epidemic Command Center (CECC), after it assesses the whole situation, moving ahead aggressively with all forms of disease prevention measures. In the future, the KMT will comply with all of the CECC’s regulations for activities and further calls upon people who participate in gatherings to wear masks, wash their hands regularly, and maintain social distancing. The KMT also reminded all compatriots to cooperate with all of the government’s disease prevention measures; those with contact history should definitely cooperate with epidemic guideline adjustments. This way, we can safeguard our hard-won disease prevention achievements together.

Chairman Chiang also stated that although gathering guidelines have been adjusted, the KMT’s determination to oppose pork containing ractopamine (racto-pork) imports has not changed. The relevant executive orders on this topic will incipiently go through their final examinations at tomorrow’s session of the Legislative Yuan. At this crucial time, the Chairman requested that all members of the Central Standing Committee and all fellow party members cheer the KMT Legislative Caucus on to boost their morale. More importantly, the Chairman called upon all compatriots to, by any means possible, convey to their local legislators this heartfelt sentiment: fight against the import of high-risk meat products. He hopeds that DPP legislators will carry out the spirit of representative democracy, stand with the majority will, and protect Taiwan’s food safety environment together.

Chairman Chiang then pointed out that when the party in power prepares to violently crush popular will with its tyranny of the majority, Legislative resolutions no longer represent the opinions of the majority of the people. Furthermore, this is not the final battle of the people’s opposition to racto-pork imports! Last week, the Central Election Commission (CEC) had already passed the two KMT-led “Tie All Referenda to the General Election” and “Safeguard Food Safety” referenda, and after all of the Department of Household Registration offices around Taiwan review these referenda, they can move on to the next signature drive stage.

Next, Chairman Chiang stated that he would like to take this opportunity to request that the various Department of Household Registration agencies complete their reviews as quickly as possible. Furthermore, the Chairman earnestly requested that all Central Standing Committee members, Central Headquarters party colleagues, and local area party colleagues, to unite with the power of society’s private sectors and, after completion of the review process, vigorously push for signature drives and publicity campaigns. A sufficient number of signatures must be collected in order to allow the people of Taiwan to be able to directly express their own willpower on August 28th of next year. By means of these two referenda, following the people’s own decision, the question of whether or not to import pork containing ractopamine and thus safeguard Taiwan’s food safety environment will be decided. Following the people’s own decision, the question of how to implement the right to referenda and thus make up for the deficiency in our current representative democracy will also be answered.

Chairman Chiang stated that in conclusion, in a few days, we will wave goodbye to the tumultuous and onerous ROC-era year 109 (2020) and welcome the brand-new ROC-era year 110 (2021). Over the past few months, the KMT’s strenuously pushed reforms have already yielded initial fruits, and has furthermore obtained direct positive feedback from the people on opinion polls. With this new year, the KMT will speed up its pace of reform, strengthen its forward march, and win back the majority of popular approval and support. The KMT furthermore looks forward to the incipient termination of the pandemic, the return to normal of human social life, and finally, the everlasting strength of the Republic of China!
