【中/ENG】國民黨:蔡政府再祭「馬維拉」,轉移施政無能焦點 KMT: Tsai Administration Attempts to Divert Attention Away From its Own Incompetence by Continuing to Shift Blame to Former President Ma

國民黨:蔡政府再祭「馬維拉」,轉移施政無能焦點


針對監察委員林文程質疑馬政府時期,決定以「中華台北」名義和觀察員身分參與世界衛生大會(WHA)是出賣國家主權,行政院長蘇貞昌隨即指示外交部應配合監委追查真相,中國國民黨今(28)日表示,這是民進黨長期不願面對外交失利,又見不得國民黨能夠開創國際空間的「酸葡萄心理」;也是蔡英文政府無法突破我國參與國際組織或活動的僵局,試圖利用「馬維拉」來轉移焦點,民進黨「施政沒半步,政治鬥爭全奧步」,相信全民都看在眼裡,蔡政府下滑的滿意度勢必繼續探底!


國民黨對此提出兩點回應、三個質問:

回應一、過去國民黨執政時,依據中華民國憲法,秉持「一中各表、九二共識」的對等原則,以「中華台北」的名義務實且成功地提升中華民國的國際空間。


質問一:民進黨重新執政後,不僅無以為繼,還在對岸的壓力下,選擇了自我矮化,對此不知道民進黨諸公是忘記了,還是害怕想起來?2016年5月,即便當時台灣收到的世衛秘書處邀請函上面,首次加註了聯大2758號「排我納共」決議及世衛大會25.1號決議的「一中原則」,口口聲聲最愛台灣、最會護主權的蔡英文政府,最後還是派遣衛福部長林奏延率團赴日內瓦參與世衛大會,而且蔡總統當時竟然宣稱,代表團並沒有被矮化的問題。請問蔡總統在內的民進黨諸公,這應如何解釋?


回應二、如今蘇揆指示外交部應配合監委追查真相,國民黨敦請監委們善盡職責,一併調查約談蔡政府官員,包括蔡總統本人、卸任副總統陳建仁、前行政院長林全、前國安會秘書長吳釗燮、前外交部長李大維等人,弄清楚當初2016年5月所謂「喪權辱國」的決策過程。此外,以「中華台北」參加奧會的歷任總統包括李登輝、陳水扁以及現任的蔡英文是否也都該調查?


質問二、2016年5月,面對世衛秘書處故意給台灣「穿小鞋」的邀請函,蔡政府為何還執意非參加不可?背後是否有不可告人之處?


質問三、陳前副總統曾以中研院院士身分,參加由當時衛生署長葉金川所率領的2009年世衛大會代表團,且就坐在「Chinese Taipei」(中華台北)名牌後,難道陳建仁當時參加了「喪權辱國團」?


另外,國民黨指出,監察院新聞稿內容充斥揣測與猜想,使用「如果」的假設語氣,無具體證據即先扣上馬政府「犧牲台灣主權」的帽子,然後才要行政院深入調查。完全是「先射箭、再畫靶」,行政治清算鬥爭之實。國民黨質疑,這樣的監察委員還能秉持中立、客觀的立場行使監委職權嗎?監察院長陳菊應該出面說清楚、講明白。


國民黨指出,蔡英文政府破壞兩岸關係的和諧與互信,導致我國參與國際組織或活動處處受阻,不思檢討,反利用監察系統清算馬政府時期積極推動我國參與國際組織與活動的作為,行政體系還揚言配合監察系統的鬥爭作法,再次證明蔡英文政府遇到問題,就試圖轉移施政無能的焦點,相信人民絕對無法接受。國民黨呼籲民進黨應該將心思多放在為人民健康與福祉上,再多的政治宣傳與鬥爭也挽不回民進黨失去的民心。



KMT: Tsai Administration Attempts to Divert Attention Away From its Own Incompetence by Continuing to Shift Blame to Former President Ma


After Control Yuan (CY) Member Lin Wen-cheng recently said that the Ma administration sold out Republic of China (ROC) sovereignty by deciding to participate in the World Health Assembly (WHA) under the designation “Chinese Taipei,” Premier Su Tseng-chang immediately instructed the Ministry of Foreign Affairs (MOFA) to cooperate with CY Member Lin to investigate the facts. In response to these events, the Kuomintang (KMT) stated today (December 28th) that these allegations are merely sour grapes on the part of the Democratic Progressive Party (DPP), which has long been unwilling to face its diplomatic failures and has been unable to bear the KMT’s ability to create international space for the ROC. These allegations highlight the fact that the Tsai Ing-wen administration has failed to break the deadlock of ROC participation in international organizations or events, instead deflecting blame onto former President Ma. The Tsai administration is only good at political manipulation; it is incompetent at governance. The people surely see the administration’s failures; its sliding approval ratings will surely continue to plummet!


Regarding this issue, the KMT has two responses and three questions:


Response #1: When the KMT was in office, it pragmatically succeeded in expanding the ROC’s international space by using the designation “Chinese Taipei.” The KMT government accomplished this by upholding the principle of reciprocity and equal status in cross-Strat relations under the ROC Constitution contingent 1992 Consensus of One China, Different Interpretations.


Question #1: After the DPP returned to power, not only did it fail to sustain the international participation that the KMT accomplished, worse, it elected to downgrade the status of the ROC due to mainland pressure. The KMT is unsure whether the DPP forgot this failure, or if it is simply too afraid to recall it. In May of 2016, Taiwan’s invitation letter from the World Health Organization (WHO) Secretariat mentioned United Nations General Assembly Resolution 2758, which alienates the ROC in favor of the CCP, and WHA Resolution 25.1, which upholds the One-China principle. In spite of these two resolutions, the Tsai administration, which loves to incessantly reiterate its “love” for Taiwan and incessantly belabor its protection of “Taiwan sovereignty,” ultimately dispatched Health and Welfare Deputy Minister Lin Tzou-yien to lead a delegation to Geneva, Switzerland in order to participate in the WHA. Furthermore, President Tsai, at the time, went so far as to deny the issue of the delegation’s downgraded status. The KMT is genuinely curious as to how President Tsai and her DPP officials can explain these events.


Response #2: Now that Premier Su has instructed MOFA to cooperate with the Control Yuan member’s investigation, the KMT sincerely welcomes all Control Yuan members to fully carry out their duties and investigate the officials within the Tsai government, including President Tsai herself, former Vice-President Chen Chien-jen, former Executive Yuan Premier Lin Chuan, former National Security Council Secretary-General Joseph Wu, former Minister of Foreign Affairs David Lee, and many others. This way, we can clarify the original decision-making process which led to Member Lin’s so-called “forfeiting of sovereignty and humiliation of the nation” during a meeting back in May 2016. Furthermore, the ROC Presidents who decided to send sports teams to participate in the Olympics under the designation “Chinese Taipei” include Lee Teng-hui, Chen Shui-bian, and current president Tsai Ing-wen herself. Should all of these individuals be investigated?


Question #2: In May of 2016, when the Tsai administration was faced with the WHO Secretariat’s ill-intentioned invitation letter, why was the administration still insistent on attending the WHA? Were there backroom deals being made behind the back of the public?


Question #3: Former Vice-President Chen Chien-jen, in the capacity of Academia Sinica fellow, participated in the 2009 WHA delegation led by then Health Minister Yeh Ching-chuan of the Ma Ying-jeou administration. Chen sat behind the “Chinese Taipei” placard; did he participate in a delegation that “sold out the nation?”


The KMT further points out that the Control Yuan press release is chock-full of conjecture and uses excessive “what-if” subjunctive phrases. The press release, without concrete evidence, prematurely labels the Ma administration as “sacrificing Taiwan’s sovereignty,” then requests the Executive Yuan to conduct a thorough investigation. This is nothing more than “first shooting the arrow, then drawing the target;” this truly is political score settling. The KMT calls into question whether or not this sort of Control Yuan Member can still exercise his authority of office in a neutral and objective manner. Control Yuan President Chen Chu should personally appear to clearly explain this situation.



Finally, the KMT points out that the Tsai Ing-wen administration has destroyed the prior harmony and mutual trust of cross Strait relations, leading to the obstruction of the ROC’s participation in international organizations and events everywhere. Furthermore, the Tsai administration, instead of reflecting on its own failings, now opts to abuse the Control Yuan system to settle political scores with the Ma administration and its accomplishments of proactively promoting ROC participation in international organizations and events. Worse, the Executive Yuan has threatened to cooperate with the Control Yuan’s score-settling methods, once again proving the fact that when the Tsai Ing-wen administration encounters problems, it attempts to divert attention from its own failings. The KMT believes that the people unequivocally cannot accept this behavior. The KMT thus calls upon the DPP to place more consideration upon the people’s health and well-being. Superfluous propaganda and political score-settling will not win the people’s favor back for the DPP.
