國民黨:不樂見破壞香港民主發展


關於香港警方今(6)日晨以涉嫌違反港版國安法為由,大舉逮捕五十餘人一事,國民黨對此表達高度的關切,如果港府的執法會造成寒蟬效應、實質限縮香港社會民主發展的後果,都是國民黨所不樂見的。國民黨強調,長期以來即秉持支持香港自由民主的立場,深切關心港人處境,近幾年來,香港民主自由的未來發展確實有令人憂慮的部分,國民黨認為,「要得到人心,才能長治久安」,任何破壞言論自由,傷及個人自由,皆有礙香港民主發展,呼籲北京與港府在處理香港民主自由方面應該特別謹慎、包容,避免限縮或破壞香港自由民主的未來發展。


國民黨認為,港府之前曾表達過「初選會令未來選舉不公平」的看法,基本上是過度憂慮了。因為從台灣的經驗來看,初選過程對民主制度的功能,整體而言是正面的。香港民主若要繼續發展,一定要容許在社會穩定的基礎上進行制度創新。穩定的政黨競爭會讓香港社會更自由、更有活力,不但民主派可以辦初選,建制派也應該辦初選,如此形成穩定的兩個或數個政黨,香港的民主才能成長拙壯,陸港關係也能夠更穩健的發展。

 

國民黨也指出,任何民主政黨都會以在議會過半,達到監督政府的最佳效果為目標。如果僅因施政可能會受到強力監督,就限制港民表達自由和建立穩定政黨體系的理想,不但是過度反應,而且也得不償失。


國民黨強調,基於中華民國憲法、和香港的淵源、陸港關係與兩岸關係的連動,國民黨長期關注港人處境,也一直密切注意港府的施政。國民黨呼籲港府,港版國安法的使用應該要極為審慎,「顛覆國家政權罪」則要有最嚴格的界定。畢竟香港自主性和行政程序的透明如果不再令人信服,傷害的不只是香港的民主自由,也會波及兩岸關係。

KMT: Disappointed to See Destruction of Hong Kong’s Democratic Development

 

The Kuomintang (KMT) expresses grave concern regarding the Hong Kong Police Force’s mass arrest of over fifty people suspected of violating the “Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region” (Hong Kong National Security Law). The KMT would be very disappointed to see the aftermath of law enforcement by the Government of the Hong Kong Special Administrative Region (HKSAR Government) bringing about a chilling effect or substantially restricting Hong Kong’s democratic development. The KMT has long supported Hong Kong’s freedom and democracy and has kept abreast of the Hong Kong people’s situation. However, in recent years, the future development of Hong Kong’s freedom and democracy has become worrisome, and the KMT believes that “only when government resonates with the people’s spirit can it build lasting and successful governance.” Any breach of free speech or individual freedom obstructs the development of Hong Kong’s democracy. The KMT calls upon Beijing and the HKSAR government to be prudent and tolerant when dealing with the issues of Hong Kong’s freedom and democracy as well as to refrain from restricting or destroying the future development of Hong Kong’s freedom and democracy.

 

The KMT believes that the HKSAR Government’s viewpoint, expressed by its prior statement, “primary elections would make future elections in Hong Kong unfair,” is unnecessarily anxious. In Taiwan’s experience, the functions of primary elections for a democratic system are generally positive. If Hong Kong wants future democratic development to occur, its government must permit systemic innovation upon a foundation of social stability. Sound political competition will push Hong Kong to become a much freer and more vibrant society. It is not only the democratic camp that can conduct primary elections, the pro-CCP camp should also follow suit to form a competitive two- or multi-party system. Only by doing so can Hong Kong’s democracy mature and thrive, and there is an opportunity to foster stable development of the relations between the Mainland and Hong Kong.

 

The KMT also points out that all democratic political parties seek to clinch legislative majority in order to effectively hold the government accountable. If the HKSAR government, merely because the administration may be subject to powerful and direct oversight by the opposition, restricts the Hong Kong people’s right to freedom of expression and their desire to establish a stable, competitive political party system, the HKSAR government is not only overreacting, but it also loses more than it gains.

 

The KMT emphasizes that, upon the basis of the Constitution of the Republic of China (ROC), links between the ROC and Hong Kong, relations between the Mainland and Hong Kong, and relations across the Taiwan Strait, the KMT has long followed the situation of the Hong Kong people and has also paid close attention to the HKSAR Government’s administration. The KMT calls upon the HKSAR Government to enforce the Hong Kong National Security Law extremely cautiously; the crime of “subverting state power” must have the strictest definition. After all, if people no longer have faith in Hong Kong’s autonomy and the transparency of its administrative procedures, not only will Hong Kong’s democracy and freedom be harmed, cross-Strait relations will also be negatively impacted.
