江主席呼籲行政部門放下宣傳優先思考 提出具體政策作為
中國國民黨主席江啟臣今（21）日表示，旱情對於民生、產業的衝擊日益顯著，但行政部門卻仍耽於自我宣傳。國民黨要提醒執政的民進黨政府，施政作為有感，遠比大內宣來得重要。行政部門應該放下宣傳優先、本末倒置的思考，具體提出解決缺水、疫苗、治安、食安、空污、乃至於交通安全等具體政策作為，用真實的治理手段，取代虛無的圖卡宣傳。
國民黨中常會今（21）日邀請環境品質文教基金會董事長謝英士講演「氣候變遷與民主」；同時邀請消基會交通組召集人李克聰講演「台灣如何才能有效改善交通安全」。
江主席致詞指出，幾個月來的旱情對於民生、產業的衝擊日益顯著，本應該與民同苦，思索出路解方的行政部門卻仍耽於自我宣傳，樂此不疲。宣傳經濟成長、股市新高，卻忘了高房價、低薪、缺工、高工時已經是不分世代的沈重負擔。宣傳防疫成效，卻忘了疫苗取得進度落後於他國。宣傳民主、新聞自由，卻忽視關閉新聞台對於民主制度與言論自由的負面影響。
國民黨要提醒執政的民進黨政府，施政作為有感，遠比大內宣來得重要。行政部門應該放下宣傳優先、本末倒置的思考，具體提出解決缺水、疫苗、治安、食安、空污、乃至於交通安全等具體政策作為，用真實的治理手段，取代虛無的圖卡宣傳。
江主席表示，民國105年蔡英文總統首次就職演說強調；「我們也不會在防制全球暖化、氣候變遷議題上缺席」，更宣示將在行政院設立專責的能源和減碳辦公室。言猶在耳，實際作為卻令人失望。行政院能源和減碳辦公室，從一開始原則每三個月召開一次，109年只在年底12月30日匆匆召開一次，聊備一格，只有敷衍、缺少作為。
諷刺的是，蔡總統竟然仍在今年元旦談話中，再度提及「我們會積極與各界展開對話，找出最符合台灣未來永續發展的氣候治理路徑。」足見蔡政府面對極端氣候的政策，還停留在工整的詞藻中，實際作為仍舊令人失望。
江主席強調，氣候治理已經成為國際外交主軸。美國拜登政府上任後，重返巴黎氣候協定。美國氣候變遷特使凱瑞（John Kerry）在日前出訪中國大陸，並且發表聯合聲明，在美國與中國大陸對峙的現狀下，氣候議題儼然成為劍拔弩張間僅存的共識。明天4月22日是世界地球日，美國拜登政府更邀集全球重要的國家領袖，舉辨視訊峰會，再次證明氣候議題不但是我國無法迴避的立即危機，也是我國國際外交策略上的重要施力點。
基於我國國際處境艱難，江主席表示，積極、務實參與聯合國氣候變化綱要公約（UNFCCC）締約方大會，恪遵各項公約規範，應是我國爭取國際認同的重要策略。國民黨呼籲政府，應該投入更多資源，研擬各項政策措施，以負起地球公民責任為出發點，拓展我國氣候外交。
江主席也指出，氣候變遷是我國產業永續發展必須面對的困境、挑戰與契機。我國雖然已經在2015年頒布實施「溫室氣體減量及管理法」，至今仍尚未建立碳總量管制、碳費、碳稅、能源稅，或碳交易機制。在國際組織評比的「氣候變遷績效指標」中也持續敬陪末座。面對全球減碳與綠電要求日益嚴峻的壓力，依據現行的能源轉型規劃，到2025年時，尚有80%電力仍來自於天然氣及燃煤化石燃料的火力發電，排碳量偏高，要如何因應國際間對減碳的貿易關稅壓力，政府不應該毫無準備與因應。
On April, 21st, KMT Chairman Chiang Chih-chen (江啟臣) states that the drought has an escalating impact on people’s livelihood and manufactures, but the DPP administration seems to immerse in domestic propaganda efforts. The KMT reminds the DPP government that implementing policies making changes in people’s lives are by far more important than domestic propagandas. The government should set aside propaganda-first mindset, and propose concrete policies to resolve water shortage, vaccine, social security, food safety, air pollution and transport safety. It is time to govern by means of real governance, rather than cliché propaganda pictures.
The KMT Central Committee invited the President of the Environmental Quality Protection Foundation (EQPF), Mr. Hsieh Ying-shih （謝英士）for a presentation on “Climate Change and Democracy”. Convener Li Ke-tsung （李克聰） of the Consumers’ Foundation’s Transport Division was also invited to present a lecture on the ‘Effective Resolutions to Taiwan’s Transportation Safety’
Chairman Chiang stated as the current DPP administration focuses on domestic propaganda of economic and stock market growth, losing sight of low wages, sky-rocketing housing price, job shortages and long-working hours which are existing and insufferable burden spanning across generations. Propagating on effective pandemic prevention diverted attentions from our failing progress of obtaining Covid vaccine compared to other countries. The DPP administration’s propaganda on democracy and freedom of speech, while turning a blind eye on shutting down TV channels, has already caused a negative impact on our democratic system, as well as freedom of speech.
The KMT advises the DPP government that concrete implementation of policies is by far more important than large-scale domestic propaganda. Chairman Chiang pointed out that in 2016, President Tsai emphasized in her first inaugural speech that Taiwan “will no longer be absent from the subjects of climate change and global warming”, thus vowed to set up a specialized ‘Energy and Carbon Reduction Office’ under the Executive Yuan, which should convene a meeting at least once every three months. However, there were no meetings since a rushed-through ‘gather-up’ in December 30th 2010, as if a perfunctory display of sampling but lack of any real actions. Ironically, President Tsai once again reinstated on this year’s New Year Eve speech that “Taiwan will proactively expand conversations with all sides, to find a most suitable and sustainable pathway for Taiwan’s future climate governance”. It is disappointing to see that the Tsai government’s policies on extreme climate changes have not moved forward from spruce wordings on the paper.
Chairman Chiang stressed that governance on climate changes has become the core subject to international diplomacy. The Biden government has returned to the Paris Agreement after taking office. John Kerry, the US ambassador of Climate Change, has stated during his visit to Mainland China that climate subjects have emerged as the only ground of consensus in the current situation of confrontation between the US and Mainland China. April 22nd is the world’s Earth Day, the Biden administration has invited important world leaders to hold a joint video conference, proving once again that climate change not only is an inevitable and immediate crisis to us, but more so is an important pivot point in our international diplomacy strategy.
Chairman Chiang stated that due to our nation’s difficult situation on the international stage, to both proactively and practically participate in the UNFCCC’s contractor’s meeting whilst abiding to the rules of conventions are important strategies for our nation to gain international recognition. The KMT calls on the government to invest more resources and to develop various policy measures. Our starting point is to share responsibilities as global citizens, whilst expanding our nation’s climate diplomacy.
Chairman Chiang also pointed out that climate change is both a challenge and opportunity for the development sustainability of our domestic manufacturers. Although our nation has implemented the Emission Reduction and Management Act in 2015, there has been no establishment of carbon allowances, carbon tax, carbon price, power tax nor a carbon trading system. We remain at the back seat of the Climate Change Performance Index (CCPI), an index recognized by international organizations. In face of the pressure on global carbon reduction and Green Power, 80% of our electricity by 2025 would still come from natural gas and thermal power, both requiring high carbon emission, according to the current power transition plan. Our government should not be caught off guard on responding to the pressure of carbon reduction trade tariff pressed on us by the international society.
