國民黨主張蔡總統與美方代表團實質交流,也應向社會大眾適度說明


中國國民黨重申誠摯歡迎美國前參議員陶德(Chris Dodd)、前副國務卿阿米塔吉(Richard Armitage)與前副國務卿史坦伯格(James Steinberg)訪問我國。


國民黨認為,在美國《台灣關係法》等法律與政治文件所形塑的「一中政策」下,美國拜登總統(Joe Biden)非正式特使團仍象徵了美國行政部門、國會與民間友人長期以來對於我國的跨黨派支持。


國民黨主張,蔡英文總統主持下的民進黨政府應充分把握此機會,就下列相關重要議題,與美方代表團進行實質與充分的交流,並向社會大眾適度說明。


首先,面對近來中共解放軍軍機大規模侵擾台灣西南防空識別區(ADIZ),並頻繁舉行針對性的軍事演訓,拜登政府除力促中國大陸停止上述的施壓作為,更曾多次鼓勵台海兩岸進行有意義對話。國民黨認為,民進黨政府若真有緩解兩岸緊張的建議解方,應提出與美方代表團交換意見。


其次,本年5月將舉行世界衛生大會(WHA),美國多年來與若干國家以口頭或書面請求世衛幹事長讓台灣有意義參與。國民黨強調,民進黨政府應確認並要求美方提出更具體的行動與協助,同時評估5月間有意義參與世衛的可能性。


第三,全球新冠肺炎疫情已進入新階段,疫苗的獲取及有效施打成為各國政府的迫切挑戰。國民黨認為,鑒於我方曾與川普政府簽署醫衛備忘錄,而當前台灣陷於疫苗明顯短缺的窘境,國際疫苗護照逐漸成形,使國人健康及我國際交流面臨嚴峻挑戰,故民進黨政府應承認疫苗政策失靈,積極與明確地向美方提出疫苗的援助需求。


國民黨強調,蔡英文總統及其國安、公衛團隊不能迴避前述的問題,應讓美方知道民進黨政府治理時的未竟之處,並向全民說明與美方就這些重要問題的會談結果。


最後,國民黨期盼,如拜登政府三月初公布的《暫行國家安全戰略指南》(Interim National Security Strategy Guidance)所示,中華民國與美國持續是關鍵的經濟與安全夥伴,兩國關係能在務實、互惠的基礎上穩健的發展,成為亞太地區民主、安全與繁榮的推手之一。


KMT advocates that President Tsai should have substantive exchanges with the U.S. delegation, and share the outcomes with the public



The Kuomintang (KMT) reiterated its sincere welcome to former U.S. Senator Chris Dodd, former Deputy Secretary of State Richard Armitage, and former Deputy Secretary of State James Steinberg, in a recent visit to our country.

The KMT believes that under the "One-China Policy" shaped by the US "Taiwan Relations Act" and other legal and political documents, the informal special mission of President Joe Biden still symbolizes the long-term support for our country being extended by the U.S. executive branch, Congress, and civilian friends.

The KMT advocated that the Democratic Progress Party (DPP) government under President Tsai Ing-wen should fully seize this opportunity to conduct substantive and adequate exchanges with the U.S. delegation on the following important issues and then explain the outcomes fully and appropriately to the public.



First of all, in the face of the recent large-scale intrusion of PLA military aircraft into Taiwan’s Southwest Air Defense Identification Zone (ADIZ) and frequent targeted military exercises, the Biden administration has not only urged mainland China to stop the aforementioned pressure, but also encouraged both sides of the Taiwan Strait to have meaningful dialogues many times. The KMT believes that if the DPP government really has solutions to alleviate cross-Strait tensions, it should offer to exchange views with the US delegation.



Secondly, the World Health Assembly (WHA) will be held in May of this year. The U.S. and several countries have requested the Secretary-General of the WHA to allow Taiwan to participate meaningfully over the years. The KMT emphasized that the DPP government should confirm and request more specific actions and assistance from the U.S. and, at the same time, assess the possibility of meaningful participation in the WHO in May.



Third, the global COVID-19 pandemic has entered a new stage, and the acquisition and effective delivery of vaccines has become an urgent challenge for governments of all countries. The KMT believes that although it had signed a medical and health memorandum with the Trump administration, Taiwan is yet currently in a dilemma with an obvious shortage of vaccines, which means the health of all our people and our international exchanges are both facing severe challenges. Therefore, the DPP government should recognize that the vaccine policy has failed and should actively and clearly put forward the need for vaccine assistance to the U.S.

The KMT emphasized that President Tsai Ing-wen and his national security and public health teams cannot evade the aforementioned issues. They should let the U.S. know the unfinished aspects of the DPP government's governance and explain the results of talks with the U.S. on these important issues to all of our country’s people.

Finally, the KMT hopes that, as shown in the Interim National Security Strategy Guidance announced by the Biden administration in early March, the Republic of China and the U.S. will continue to be key economic and security partners, and the relationship between the two countries will be stable on a pragmatic and reciprocal basis. Development has become one of the driving forces of democracy, security, and prosperity in the Asia-Pacific region.
