重歐也重美: 史上首位歐盟代表至國民黨民主沙龍演講
歐洲經貿辦事處現任駐臺處長高哲夫（Filip Tadeusz Grzegorzewski），昨（15）日受國民黨主席江啟臣之邀，至國家政策研究基金會參加第七次國際民主沙龍並發表中英文演講。
高哲夫是第一位接受國民黨邀請演講的歐盟駐臺代表。他表示，受新冠疫情影響，全球人權發展受到前所未見的挑戰，歐盟的「2020-2024歐盟人權與民主行動計畫」（Human Rights and Democracy in the EU–2020-24 Action Plan），除了繼續提倡民主自由，也援助並保護世界各地的人權鬥士及相關非營利組織。相較於2015年的版本，這次的行動計畫更注重於商業、科技領域的人權保障，如人臉辨識系統對人權帶來的挑戰。
高哲夫指出，基於前述原因，歐盟駐臺代表處曾多次與臺灣非政府組織合作論壇、工作坊等，在勞工權益以及在法學、司法方面交流，期望可以藉此提升臺灣民眾對人權保障的重視。
高哲夫強調，死刑是違反人權、壓迫弱勢的政策。他認為，自由民主是臺灣社會的基因，期望這次與國民黨的交流，可以讓臺灣民眾了解、接受符合歐盟人權精神的「廢死」概念。
江啟臣主席、陳以信立委、黃奎博副秘書長、王育敏主委、陳宜民教授等均到場致意與聆聽。江主席謝謝高處長的坦誠分享，認為這是一場氣氛輕鬆、立論清楚的成功的沙龍活動，未來會請國民黨國際事務部繼續朝這方向規劃。
另就在13日，國民黨青年部也由陳冠安主任率領十餘位青年前往美國在臺協會參訪，由政治組、經濟組長給予簡報，谷立言副處長總結，下個月還有國際事務部成立一周年的國際友人慶祝茶會，顯示國民黨的國際活動能量愈來愈強，符合江主席上任後強化國民黨國際連結的政策。
Head
of EETO Speaks at KMT for First Time
On April 15th,
Kuomintang Chairman Johnny Chiang (江啟臣) invited the Head of the
European Economic Trade Office (EETO), his Excellency Filip Tadeusz Grzegorzewski,
to attend the 7th international democratic salon and deliver a speech at the
National Policy Foundation.
Mr. Grzegorzewski is
the head of the European Economic Trade Office in the Republic of China
(Taiwan). Global human rights are facing unprecedented challenges due to the
Covid-19 pandemic. In response, the EU has proposed the Human Rights and
Democracy in the EU – 2020-24 Action Plan to promote democracy and protect the
human rights defenders and organizations worldwide. Compared to the 2015
version, this year's action plan attaches more importance to the protection of
human rights in areas of business and
technology, such as violations of human
rights due to the application of facial recognition systems in some countries..
During the speech, Mr.
Grzegorzewski stated that the EETO has cooperated with many Taiwanese NGOs through
holding offorums and workshops, promoting legal and judicial exchanges in order
to raise the awareness of human rights protection in Taiwan society
Mr. Grzegorzewski also
stressed that the death penalty is against human rights and suppresses
underprivileged groups. He indicated that freedom and democracy are part of Taiwan’s DNA . He hoped that through the
interaction with the KMT and via the party’s influence within Taiwan’s society,
people could understand the reasons why the EU advocates for the abolishment of capital punishment.

thanked Mr. Grzeggorzewskior for sharing his candid thoughts, saying that the salon was
thought-provoking and successful. .. In the future, the KMT’s Department of International
Affairs will continue to hold similar events. .
On the 13th of April, Chen
Kuan-An (陳冠安), Director of the KMT
Youth Affairs Department, along with a
dozen of young people , visited the American Institute in Taiwan (AIT). The
political and economic section chiefs briefed the students with Deputy Director
Raymond Greene giving concluding remarks. Next month, the Department of
International Affairs will celebrate its first anniversary with our foreign
friends, showcasing the KMT’s increasing energy in international participation
under Chairman Chiang’s policy direction of global connections.
