美、澳接連示警台海情勢 蔡總統應立即說明中華民國政府立場及對策

針對美、澳政府重要官員紛紛對臺海情勢示警,若干國外媒體亦作類似分析,甚至外交部長吳釗燮稱中共當局正在準備對臺灣「終局之戰」,中國國民黨今(1)日要求蔡英文總統,立即向臺灣人民和國際社會說明中華民國政府的立場與對策。

國民黨指出,時任美國印太司令戴維森(Philip Davidson)上將於本年3月稱,臺灣是未來5到10年中,中共當局侵略或採取軍事行動的最可能目標,甚至6年之內便可能發生;同月稍後,美國印太司令提名人阿基里諾(John Aquilino)上將再稱,前述問題「可能比大家想像地更迫在眉睫」,並贊同前白宮國家安全顧問麥馬斯特(H. R. McMaster)所謂:臺灣是中共當局下一個最大目標的看法。國民黨亦指出,澳洲前國防部長雷諾茲(Linda Reynolds)去年底表示,對臺海日益緊張的軍事接觸感到憂慮,現任國防部長杜登(Peter Dutton)則於上月25日表示,臺海兩岸爆發軍事衝突之事「不應被低估」。

國民黨表示,美、澳官員的公開發言示警,以及包括《經濟學人》(Economist)與一些國外研究機構的類似觀察,不僅嚴重影響台灣於國際上的穩定正面形象,更恐影響國際社會對臺灣的投資及國人的信心。

國民黨認為,政府對於當前臺海局勢的應對,不是外交部一句「欣見近來有多位國際領袖與高層官員更加重視臺灣海峽的情勢與區域安全,嚴正關切任何破壞臺海和平與穩定的挑釁行動」便可以交代過去的,更不該只見到外交部長吳釗燮說「臺灣身處中國極權體系擴張的前線,…台灣將奮戰到最後一刻」等類似準備迎接「終局之戰」的自我打氣式喊話。

國民黨亦認為,蔡英文總統不應只透過臉書,空談政府有能力管控風險、建立臺灣安全屏障,希望國人團結;民進黨政府應在蔡總統的帶領下,立即且誠實地向臺灣民眾和國際社會說明臺海安全現況,以及政府對於臺海衝突管理的應對措施。


US, Australia Successively Sounding Alarm on Situation in Taiwan Strait

President Tsai Should Immediately Elucidate ROC Government Position and Strategy


Important government officials from the United States (US) and Australia have, one after the other, been sounding the alarm regarding a situation in the Taiwan Strait. Several foreign media outlets have also written similar analyses. Even Republic of China (ROC) Minister of Foreign Affairs Joseph Wu has stated that the Chinese Communist Party (CCP) authorities are currently preparing to wage a “Final Assault” against Taiwan. In response, the Kuomintang (KMT) requested today that President Tsai Ing-wen immediately elucidate the ROC government’s position and strategies to the Taiwanese people and the international community.


The KMT pointed out that in March of this year, then US Indo-Pacific Commander Admiral Philip Davidson stated that “Taiwan is clearly one of [the CCP’s] ambitions before [2050]. And I think the threat is manifest during this decade, in fact in the next six years.” Not long afterwards during the same month, US Indo-Pacific Commander Nominee Admiral John Aquilino then stated that “this problem is much closer to us than most think.” Aquilino then concurred with former White House National Security Advisor H.R. McMaster’s assessment that Taiwan is the CCP authorities’ next major target. The KMT also pointed out that late last year, former Australian Defence Minister Linda Reynolds expressed concern over the daily nerve-wracking military encounters over the Taiwan Strait. Last month, current Australian Defense Minister Peter Dutton then stated that the eruption of military conflict over the Taiwan Strait “should not be discounted.”



The KMT stated that the open warnings from US and Australian officials, in addition to similar observations by The Economist and a few foreign research organizations, not only gravely affect Taiwan’s stable and positive international image, but worse, also affect the international community’s confidence towards investing in Taiwan and the Taiwanese people.



The KMT believed that the government’s response towards the current situation in the Taiwan Strait cannot be easily dismissed by the Ministry of Foreign Affairs’ simple statement, “We are happy to see that recently, many international leaders and high-level officials have attached importance to the situation in the Taiwan Strait and its regional security, and we are solemnly and deeply concerned by any provocative actions that destroy the peace and stability of the Taiwan Strait.” Worse, we should not be seeing the self-aggrandizing magniloquence of ROC Minister of Foreign Affairs Joseph Wu, who said, “Taiwan happens to be on the frontline of China’s expansion of its authoritarian order … we will defend ourselves to the very end.”



Lastly, the KMT believed that President Tsai Ing-wen should not merely post on her Facebook page, spewing empty words about how the people should unite and that the government is capable of managing risk and establishing a security barrier for Taiwan. The Democratic Progressive Party government should, under the leadership of President Tsai, promptly and honestly elucidate the current situation and the government’s countermeasures regarding conflict management in the Taiwan Strait to the Taiwanese people and the international community.
