首次「共同防疫聯盟」視訊會議,向中央政府提四大呼籲


中國國民黨今(30)日召開首次的「共同防疫聯盟」視訊會議,針對紓困4.0地方政府需求、防疫物資整備需求以及中央防疫政策地方實際執行上的問題與困境等議題進行充分討論與意見交換。江啟臣主席表示,台灣目前的處境已經是「命懸一線,同舟共濟」,希望透過今天會議,為弱勢請命、替人民發聲,向中央政府提出四大呼籲「要紓困挺地方」、「發現金度難關」、「挺防疫要疫苗」、「開大門納善意」。江主席並強調,黨中央、立法黨團、智庫絕對是國民黨執政縣市的靠山,也會當大家的啦啦隊,必要時候,我們隨時會站出來支持我們十四縣市的首長與團隊。


此次「共同防疫聯盟」視訊會議由江主席主持,包括李乾龍秘書長、李彥秀副秘書長、組發會李哲華主委、文傳會王育敏主委、立法院費鴻泰總召、鄭麗文書記長、陳玉珍首席副書記長、國政基金會連勝文副董事長、周守訓執行長等出席。至於參與的執政縣市,包括新竹縣長楊文科、苗栗縣長徐耀昌、彰化縣長王惠美、嘉義市長黃敏惠、南投縣長林明溱、雲林縣長張麗善、台東縣長饒慶鈴、澎湖縣長賴峰偉、連江縣長劉增應、金門縣長楊鎮浯等縣市首長親自出席,花蓮縣由秘書長張逸華以及宜蘭縣由相關幕僚代表參與。至於新北市與台中市部分疫情較為嚴峻,新北市侯友宜市長今天一早已與江主席通電話溝通,台中市方面,也因疫情升溫,今天同時段正在召開防疫會議,事先已向江主席請假;且江主席身為台中市立委,在疫情期間與盧秀燕市長皆隨時保持溝通與聯繫。


會議中,各執政縣市長提出多項疫苗採購及紓困方案的建議,疫苗部分,民眾希望要快、要夠、要好,應要求中央政府落實,快速拿到國際認可的疫苗;而疫苗地方能否購買政策經常轉彎,中央應該清楚說明自行購買自行分配的疫苗難道就無效嗎?至於離島縣市長則呼籲能全面快篩,避免產生防疫漏洞。新竹縣長楊文科特別提及,三大科學園區希望能委託新竹縣府協助統一採購疫苗,民間廠商願意出資支持,疫情急迫的當下,疫苗普遍施打才是最好的政策。


紓困方案部分,各執政縣市首長提出,紓困要盡快,也希望紓困能發現金,一視同仁、沒有比較;且擔心物價波動,夏季電費又要調整,應要求油電能凍漲,這對物價穩定很重要。另外,人民貸款壓力大,希望能如之前的三挺政策「政府挺銀行、銀行挺企業、企業挺勞工」,讓部分貸款能往後延,相信能紓緩人民壓力。


會議一開始,江主席首先感謝大家參與這次會議;他表示,當前以防疫為最優先,因此部分疫情嚴峻的縣市,例如新北市,他早上已經與侯友宜市長通過電話,還有台中、彰化、宜蘭等縣市的確診數較高,所以他與這幾個縣市首長事先也已經溝通,了解他們當前狀況。


江主席強調,這次會議希望在防疫政策立場上的溝通、整合更有效率,尤其疫情變化太快,用最有效方式來溝通就顯得很重要,也因此這次抗疫聯盟會議是為了提升合作效益與效率。他表示,我們在地方執政縣市佔多數,但在中央是在野,很多問題視角上是不一樣的,資源分配上也會相對比較辛苦。早上他與新北市侯市長通電話時,侯市長提到,新北醫療量能的調配不在他們手上,完全在中央手上,所以他們非常辛苦;此外,新北的病床數、醫院與人口比皆為全國倒數,所以打起防疫戰是非常辛苦的。


江主席希望大家團結、分工,共同相挺,黨中央絕對當十四執政縣市的後盾,提供意見當智囊團,我們也是大家的啦啦隊,執政縣市長在前線服務鄉親,我們在後面當你們最大的靠山


談到今天會議的主要議題,江主席表示,包含「紓困4.0地方政府需求」、「防疫物資整備需求」以及「中央防疫政策地方實際執行上的問題與困境」。希望透過這次的視訊會議會議,了解個縣市需求,讓後續立法院問政、審查預算符合地方需求。了解地方政府執行相關防疫政策,是否有需要調整或是改正,透過國家政策研究基金會研擬政策建議,透過黨部及立法院黨團,積極向中央政府提出調整要求。


江主席並指出,台灣目前的處境已經是「命懸一線,同舟共濟」,我們希望透過今天的會議,為弱勢請命、替人民發聲,所以我們會向中央政府提出四大呼籲,包括「要紓困挺地方」、「發現金度難關」、「挺防疫要疫苗」、「開大門納善意」。


在第一個呼籲:「要紓困挺地方」方面:我們呼籲中央聽見縣市政府的聲音,將紓困下放給真正在第一線了解民眾需要的地方政府,提高紓困方案中地方政府執行的權限比例,讓地方政府有權限補助給需要的縣市民眾。這不是為了地方政府請命,而是為了弱勢請命,比如本來許多弱勢家庭學子需要靠營養午餐過活,卻因疫情中斷食源,我們並未看到中央政府有餘暇有所因應,而在第一線執行的地方政府便可透過紓困方案穩定提供超商愛心餐劵,讓辛勞家庭的孩子免受斷炊之苦。


在第二個呼籲「發現金渡難關」中,我們呼籲中央政府要回到國民黨一貫的主張:比照其他各國發放現金,直接給予有生活困境人民。本次疫情擴散程度與去年狀況不可同日而語,影響民眾生活的層面也極大,我們幾乎沒有面對全國在家上班的狀況,沒有面對過全國餐廳不能內用的窘境,許多上班族無薪假在家照顧孩子,還要支付保母半薪,許多餐廳業者的員工沒有薪水,許多新型態的自營業者與打工兼差業者,沒有辦法為政府的紓困方案所匡列,我們認為只有發放現金是最直接而沒有遺漏的做法,讓所有因疫情而陷入窘迫的同胞百姓,可以第一時間度過難關,政府應該大膽改變邏輯,學習美國等先進國家的經驗,發放現金吧!這才是人民最需要的!


第三個呼籲「挺疫苗要疫苗」:在防疫政策上,我們願意全面配合中央,但是沒有足夠的疫苗,將無法遏止疫情的蔓延,世界衛生組織及許多專家均警示,新冠病毒可能永遠不會消失,會變成一個長期的季節性或者地區性的流行病。我們不可能一直依靠邊境管制、社交距離、口罩洗手等防疫措施來阻絕傳染。藉由疫苗來達成群體免疫是生活回到正軌的一個必要條件。我們要代表廣大焦急等待的民眾向中央政府大聲訴求,我們要疫苗!我們需要疫苗!


最後一個呼籲「開大門納善意」:防疫當然需要中央的集中指揮,但更需要融合民間的建議與智慧,封閉的決策體系不足以應變如此艱困迅猛的疫情局勢,分配地方政府更多執行的權限,聽取基層民眾真實迫切的需求,吸取社會各界專業誠摯的建議,接受民間團體善意慷慨的捐贈,才能真正做到共體時艱,共度難關的重要目標。


最後,江主席期望今天的會議只是開始,黨中央、立法黨團、智庫絕對是所有執政縣市的靠山,也會當大家的啦啦隊,必要時候,我們隨時會站出來支持我們十四縣市的首長與團隊。







Ladling Out Four Appeals to the Central Government at the First “Joint Alliance for Pandemic Prevention” Virtual Meeting

 


The Kuomintang (KMT) held the first "Joint Alliance for Pandemic Prevention" virtual meeting today. (May 30) In the meeting, the KMT discussed various issues such as local governments’ needs about the Stimulus 4.0 Covid-19 relief package, the need for pandemic prevention resources, and the difficulties local governments may face in implementing the central pandemic prevention policy. Chairman Chiang made four appeals to the Tsai administration: to aid local governments through relief packages, to help our citizens weather the Covid-induced crisis by doling out relief cash, to boost ongoing pandemic prevention efforts with vaccines, and to embrace goodwill from all quarters.

In the meeting, county and city mayors alike put forth several proposals on vaccine procurement and relief packages. Apropos vaccines, the administration needs to ensure their adequacy, safety and rapid distribution. Securing internationally approved vaccines should be the priority. Policies often shift when it comes to whether local governments can procure vaccines on their own, so the administration should enunciate the validity of the vaccines purchased and distributed by local governments. Outlying islands’ county and city mayors alike called for comprehensive Covid-19 rapid testing to avoid any pandemic prevention loopholes.

Regarding the Stimulus 4.0 relief package, county and city mayors insisted that it be distributed as soon and evenly as possible. Concerned about price fluctuations and the likely summer hike in electricity fees, they called for the price freeze of oil and electricity- which is integral to price stability. Further, considering that Taiwan’s citizens are under immense loan stress, they asked that part of the loans be deferred.

“The purpose of this meeting is to make more effective the communication and integration of pandemic prevention policy. Faced with such a kaleidoscopic virus, we must respond with swift and effective communication and measures. This ‘Joint Alliance for Pandemic Prevention Alliance’ meeting is thereby aimed at enhancing the efficacy and efficiency of cooperation,” said Chairman Chiang. “While we enjoy a majority at the local level, we are the opposition party at the central level. Therefore, our perspectives on myriad issues are sure to diverge from the administration,” continued Mr. Chiang. "Through today's meeting, the KMT hopes to give voice to the voiceless." It was with this objective in mind that the KMT ladled out four aforementioned appeals.

Firstly, the administration must heed the needs of local governments and devolve relief-related responsibility to them. After all, local governments understand their citizens' needs best. We also ask that the administration afford local governments the authority to distribute relief cash.

Secondly, the powers that be should return to what the KMT has always advocated- doling out cash directly to people in need. Many furloughed office workers caring for their children at home still have to fork over half-pay to the babysitter. Restaurant workers have to get by without pay, and those self-employed or working part-time are ineligible for the government's relief. Direct and indiscriminate cash distribution makes the most sense.

Thirdly, we all are willing to comply with the administration’s pandemic prevention measures, but the lack of vaccines renders containing Covid-19 virtually impossible. The WHO and a bevy of experts have warned the coronavirus may never disappear. Au contraire. It will likely become a long-term seasonal or regional epidemic. We cannot always rely on border controls, social distancing, masks, and hand washing to prevent infection. Vaccination-engendered herd immunity is a necessary condition for life to get back on track.

Finally, pandemic prevention no doubt requires centralized command, but the public’s input is equally essential. A closed decision-making system cannot meet the Covid-posed challenge. The administration must devolve more Covid relief-related authority to local governments, heed the needs of our citizens, take professional advice from all quarters of our society, and accept our civil groups’ generous donations. By doing so, we are sure to weather this Covid-induced crisis together.
