蔡政府不用心買疫苗,卻費心賣恐懼

中國國民黨今(26)日以線上會議方式進行中常會,主席於致詞時針對近日國內新冠肺炎疫情發展發表談話。疫情嚴峻程度超乎預期,對生活的影響仍在持續擴大,提醒大家盡快施打疫苗,同時做好防疫工作,阻斷病毒傳播鍊,保護好自己以及身邊家人、朋友的健康,就是對於防疫最好的一個支持。

江主席指出,疫情並非突如其來,人民一年多以來努力、自律,卻沒有看到政府把握住國人努力所支撐出的緩衝期,做好相對應的準備工作、社區感染的因應對策沒有到位、檢驗量能沒有提升,不只缺快篩、缺病床,政府對於疫苗取得數量的說法更是一變再變。從今年二月,蘇貞昌院長宣稱第一季就可取得2000萬劑國外疫苗,到昨天指揮中心說法,已經縮水到六月有200萬劑、八月份1000萬劑,加總最多也才1200萬劑。數量更是遠不及要讓台灣人民完成六成施打覆蓋率,所需要的大約3000萬劑。面對如上狀況,人民豈能不焦慮、不憤怒,他質疑,難道屆時要讓大家出國去打疫苗?懷疑這一年來政府都在做什麼?所有的超前部署都變成了校正回歸、什麼都要靠人民自律又何須政府存在?

江主席表示,面對如此艱難處境,本就應該官民一心共同抗疫,然而執政黨仍舊把權位鬥爭當成優先工作。七分鬥爭,三分防疫的心態,令人相當失望!執政黨自導自演的政治反串跟認知作戰,不僅濫用言論自由,更顯示執政黨根本沒有苦民所苦、同舟共濟,不用心買疫苗,卻費心賣恐懼,只會網軍治國令人不齒。他也以新北市防疫工作為例,指出新北市人口高居全台第一,防疫工作最為吃緊。侯友宜市長多項超前部署工作,中央政府後來都跟進,卻受到民進黨及側翼全面攻擊。對於努力做好防疫工作竟成眼中釘,他認為荒謬異常,質疑是否為執政黨該有的胸襟跟作為。

至於金門縣則是基層醫療資源缺乏,僅四床負壓隔離病房,承受不起疫情的劇烈衝擊。金門縣長楊鎮浯發函中央疫情指揮中心,希望加強檢疫工作,卻被置之不理,只好自主建立快篩站,卻受到指揮中心百般刁難。指揮中心最後在民意壓力下才屈服,卻也讓大家感受到中央政府對離島縣市的視而不見,以及處處自滿、自大,他質疑,中央政府沒有把人民當成自己的家人看待,且絲毫不見蔡總統首次就職前所說的謙卑。

江主席指出,大家看到國民黨執政縣市首長勇於任事,在各自崗位上為防疫工作盡心盡力,更為了缺乏疫苗、中央指令的紊亂擔憂;看到地方官員奔波,為人民健康賣命,中央指揮大官卻只是坐等地方奉上請求書或申請表。更甚,縣市長努力向外界爭取國際認證的疫苗,卻可能淪為民進黨政府及側翼抹紅、攻擊對象令人難過。

江主席提醒,中央政府本就有法定責任,窮盡一切方法取得充足疫苗供人民施打,然而當大家急於取得救人的疫苗,中央政府卻冷眼旁觀地站在人民對立面,消極地用商業藥證申請許可陳規,處理人命關天的緊急事態。中央主管機關可以進行這些法規的解釋與修改,卻故意不把話說清楚,讓整件事情紛擾不已,凸顯民進黨還在做政治考量。就連外媒都一一點出台灣怠慢疫苗,中央政府卻還不能痛定思痛,讓政治凌駕於防疫之上。也因此,今日Bloomberg中的國際防疫排名,台灣從前五名直接掉到第15名,甚至落後大陸、日本。

江主席向蔡總統與民進黨高官再次重申,事態緊急、人命關天,指揮中心前幾日已經開放地方政府向外購買疫苗,則政府或民間都可運用各自管道幫台灣人民找到有效、安全的疫苗。尤其,目前國人普遍願意施打國際COVAX認證疫苗,包括輝瑞、莫德納、強森及AZ,都應該作為優先採購目標。不僅關係到人民性命,也關係到醫療體系是否能夠撐得下去,更關係到國人未來能否恢復正常生活、在國際正常活動。

江主席表示,國民黨也鄭重呼籲中央政府主動協助、聯繫有意願尋找管道採購國際認證疫苗的縣市政府。國民黨願意不計毀譽,積極為人民爭取足夠且安全、有效的疫苗,與人民和各級政府一起努力讓疫情早日平息。從自身做起,國民黨更成立了「打假訊息反認知作戰中心」、「防疫應變小組」,與14個執政縣市首長組成「抗疫聯盟」,用積極作為面對疫情下日益混亂的局勢。他也再次呼籲蔡總統放下政治考慮,以天下蒼生為念,讓大家一起合作,重塑台灣國際防疫模範生形象。

此外,對於黨務推動的職責,江主席表示如何在防疫優先前提下,做好黨務工作,完成黨內民主程序,更是黨務工作的重要挑戰,許多常委已主動提出黨職選舉延後登記選舉的提案。對於提案,他除了表達贊同,更相信在疫情嚴峻時更需要在野黨集中力量監督政府,更在意疫情中國民黨能為台灣做些甚麼。尤其在執政黨的輕忽草率下,更直接暴露了台灣社會潛藏的許多矛盾,包括貧富差距的加大、社會基層的困窘、多元勞動樣態面對的問題,國民黨都有義務關注並企圖提出解方。

基於黨務推動順利,他已請秘書長與提案常委預先溝通,並由組發會針對常委提案研議腹案,討論配套措施,期望在符合相關法令規範、配合防疫措施的前提下,透過今日中常會充分討論溝通,調整時程,在疫情平穩後順利完成黨職選舉。

最後,江主席以蔣渭水先生曾說:「團結是我們唯一的利器。」,強調國民黨有責任在病毒肆虐困境中,繼續在對的改革方向中前進,讓人民看到國民黨的成長與革新,凝聚彼此的共識,確保在疫情中仍然能夠堅持價值。




Tsai Gov’t Insouciant about Vaccines and Fond of Fearmongering 

 


During the weekly Central Standing Committee meeting on May 26th, KMT Chairman Johnny Chiang focused his remarks on the latest Covid-19 outbreaks in Taiwan, stating that the severity of the pandemic has exceeded expectations and its impact on life continues to expand. Chairman Chiang reminded everyone to get vaccinated as soon as possible, and at the same time do a good job in pandemic prevention so that the chain of virus transmissions would be blocked and the health of ourselves, our family members and friends would be protected.

Chairman Chiang pointed out that the pandemic did not come suddenly out of nowhere. Over the past year or so, the general public has been cooperative in Covid-19 prevention efforts, yet the government has failed to make full preparations in that regard...The government has failed to put in place relevant measures to counter the rapid rise of community infections, nor has it strived to increase Covid-19 testing capacity. While there is a massive shortage of rapid Covid-19 testing and hospital beds, the government continues to flip-flop on the number of vaccine doses it plans to purchase. This February, Premier Su Tseng-chang (蘇貞昌) claimed that the government would obtain 20 million doses of vaccines from abroad in the first quarter. However, yesterday, the command center pointed out that we will only receive 2 million doses in June and 10 million doses in August, a total of just 12 million doses. The current stockpile of vaccine doses is far from enough for the people of Taiwan to achieve a 60% coverage rate, far short of the approximately 30 million doses of vaccine required. Given the situation, how can people not be anxious and angry? 

Chairman Chiang said that under such difficulties, the government and the people should have gone hand in hand in the fight against the Covid-19. However, the ruling party sees nothing but power struggle. It is rather disappointing that the government fails to put Covid prevention in the first place. The ruling party abuses freedom of speech through the often self-directed, self-performed political shows, highlighting the fact that the government shows no sympathy or compassion for the people at all. The government does not take procuring vaccines seriously but engages in fearmongering. Chairman Chiang took New Taipei City as an example, pointing out the urgency of New Taipei City’s Covid-19 prevention efforts given the city’s largest population in Taiwan. Mayor Hou You-yi (侯友宜) set up a number of early preventive measures followed by the central government, but was still lashed out indiscriminately by the DPP and its supporters, which is ridiculous.

Another instance. Kinmen is a county that lacks primary medical resources with only four negative pressure isolation wards. It is impossible for Kinmen to withstand the severe impact of the pandemic. Under such circumstances, Kinmen County Magistrate Yang Cheng-wu (楊鎮浯) sent a letter to the Central Epidemic Command Center (CECC), hoping to bolster quarantine facilities, but the letter was paid no heed. As a result, he set up a quick screening station on his own, only to be thwarted by the CECC. . The CECC finally relented under the enormous pressure of public opinion. The incident highlights the fac that t the central government has a total disregard for citizens living in outlying islands The chairman questioned that the central government does not treat these citizens as its own people, saying that the so-called “humility ” as stressed during President Tsai’s first inauguration is totally gone. 

The chairman added that it is the central government’s statutory responsibility to exhaust all the possibilities to obtain sufficient vaccines for the people. However, when everyone is desperate for lifesaving vaccines, the central government passively applies rules governing commercial drug certificates to deal with emergency situations. The central competent authorities can interpret or change these rules, but they deliberately cause confusion, with hidden political motives. Foreign media outlets have pointed out Taiwan's vaccine shortages, only to be ignored by the government. Another example that politics take precedence over pandemic prevention. Because of this, in Bloomberg’s latest international pandemic prevention rankings, Taiwan fell directly from among the top five to the 15th, lagging behind Mainland China and Japan.

The chairman urges President Tsai as well as senior DPP officials to attach more importance to human lives asthe situation on the ground is urgent. Since the CECC has already permitted local governments to purchase vaccines from abroad, either the local governments or the private sector should be allowed to use their respective channels to help the people of Taiwan find effective and safe vaccines. In particular, most people in Taiwan prefer international COVAX-certified vaccines, including Pfizer, Moderna, Johnson and Johnson, and AZ, so these vaccines should all be considered as priority procurement targets. Vaccines are not only relevant to the lives of the people, but also to whether the medical system can maintain smooth operations, or whether people can return to normal life. 

The KMT calls on the government to actively assist and contact local governments that are willing to find channels to procure internationally certified vaccines. The Kuomintang will do its part to strive for adequate, safe, and effective vaccines for the people while working with the people as well as governments at all levels to contain the pandemic as soon as possible. Furthermore, the Kuomintang has established the "Anti-Counterfeiting and Anti-cognition Warfare Center" and the "Epidemic Prevention Response Team", and formed the "Anti-pandemic Alliance" with the chiefs of 14 ruling counties and cities to deal with the increasingly chaotic situation under the pandemic. The chairman also once again calls on President Tsai to put aside political calculation and let everyone go hand in hand to rebuild Taiwan's image as a role model in international pandemic prevention.

In addition, with regard to party affairs, the chairman said that how to do party affairs well and complete the democratic procedures within the party is an important challenge for the KMT under the pandemic. Many Central Standing Committee members have proposed to postpone the registration of candidacy for party positions. In addition to expressing his approval for such proposals, Chairman Chiang believes that as the pandemic has become more severe, the opposition parties need to concentrate their efforts on supervising the government as he is more concerned about what the Kuomintang can do for Taiwan. In particular, the government’s grave dereliction of duty directly exposes many hidden contradictions with Taiwan’s society, including the widening gap between the haves and the have nots, the difficulties of the grassroots in society, and the problems faced by various sectors of the labor force. In this regard, the Kuomintang has the obligation to pay attention to and propose solutions.

Finally, Chairman Chiang borrowed the late anti-Japanese colonial-rule activist Chiang Wei-shui’s (蔣渭水) famous quote in conclusion, saying, "Unity is our only weapon." He emphasized that the Kuomintang must continue to advance in the right direction in reform under the predicament of the pandemic. This allows the people to see the progress and innovation of the Kuomintang.
