連續五年無法參與WHA,國民黨表達遺憾,籲WHO應依往例邀我國參加


第74屆世界衛生大會(WHA)於今(24)日於線上召開,針對中華民國自2017年迄今連續第五年無法以觀察員身分受邀與會,中國國民黨對此表達遺憾,並認為世界衛生組織(WHO)秘書處應該照往例邀請我國參與。


國民黨肯定並感謝今年提案支持我國有意義參與世界衛生大會的多數友邦,對於其他國家致函世界衛生組織幹事長,或於不同國際場合對我國的道德聲援,亦表示理解與感謝。


國民黨呼籲世界衛生組織與國際社會,應以全球衛生治理為首要之務,重新審視我國之訴求,尤其值此全球齊心對抗新冠肺炎疫情的關鍵時刻,我方缺席世界衛生大會,對於2350萬臺灣民眾的健康安全、全球的防疫成效,甚至是兩岸的良性互動,均將產生負面的影響。


國民黨表示,任何關心兩岸關係的人都應注意到,臺灣屢屢被拒於世衛大門之外,只會讓兩岸關係更形惡化,兩岸間的民心距離愈加遙遠。


國民黨指出,臺灣有意義參與國際組織的關鍵在於臺灣自身意志與實力、國際主流支持以及兩岸關係,而兩岸關係良莠會影響國際支持臺灣的力道。


國民黨重申,臺海兩岸執政者必須設法讓雙方恢復最基本的互信,才能初步處理臺灣的國際參與問題,但一年多來中共軍機艦擾台不斷,月前美方官員於國會作證時又指出,臺灣在某種程度上正朝向獨立的方向發展,均為兩岸關係失衡、缺乏互信的重要指標。


面對世界衛生大會案的又一次挫敗,國民黨江啟臣主席要求民進黨政府開誠布公地檢討現行僵化的兩岸政策對於臺灣的影響,同時在對外工作上應務實不務虛,並且揚棄「大內宣」,不要誤導民眾、報喜不報憂。 


江主席另強調,中共當局亦應停止打壓臺灣的國際空間,同時謀求彈性空間,設法讓兩岸能如同馬英九政府時期一般,同時出現在對區域或全球治理有益的場域,如此才符合中華文化有容乃大、以民為本的精神,也才符合兩岸關係正面發展的方向。



KMT Expresses Regrets Over Taiwan's Exclusion from WHA for 5th Consecutive Year, urges WHO to include Taiwan

 


The Kuomintang (KMT) expressed regret that the Republic of China (ROC) wasn’t invited to attend the 74th World Health Assembly (WHA) ,held online today (May 24), for the fifth consecutive year since 2017, saying that the World Health Organization (WHO) should follow its previous practice and welcome Taiwan’s participation.

The KMT acknowledges and appreciates our friends that have voiced their support for our meaningful participation in the WHA. We extend our heartfelt gratitude to other countries for submitting letters to the Director-General of the WHO expressing their unwavering support for us. Also, we are heartened to see our friends demonstrating moral solidarity with us in multiple international settings.

The KMT calls upon the WHO and international community to put global health management front and center and reexamine Taiwan’s appeal. At this critical point in time when the world stands in solidarity against Covid-19, Taiwan’s absence from the WHA imperils the health and safety of our 23.5 million citizens, the effectuality of global pandemic prevention efforts, and Cross-Strait relations. 

The KMT notes anyone paying attention to Cross-Strait relations must have noticed that Taiwan getting snubbed by the WHA only compounds Cross-Strait relations- and only weakens the bonds across the Strait. 

The KMT points out Taiwan’s meaningful participation in international organizations has always been rooted in the will of the people, the nation’s capabilities, international mainstream support, and cordial Cross-Strait relations. And the nature of Cross-Strait relations often determines the extent of international support for Taiwan. 

Ergo, the KMT reiterates that only when Cross-Strait mutual trust is restored will Taiwan’s global engagement again see the light of day. But over the past year and counting, PRC military planes have incessantly harassed Taiwan. A month ago, testifying before Congress, US officials noted Taiwan is in some degree tilting towards independence. All the troubling signs indicate an imbalance of Cross-Strait relations, and the mutual trust is vanishingly evaporating.

In the face of another setback, KMT Chairman Johnny Chiang (江啟臣) demands the Tsai administration review its Cross-Strait policy and delineate to our citizens its effect on Taiwan writ large. Meantime, Chairman Chiang avers our diplomacy work must accentuate pragmatism and be grounded in reality and that the Tsai administration must renounce its grand domestic propaganda. Further, the administration must not merely disseminate positive news while concealing inconvenient one from public view, which misleads our citizens.

Besides, Chairman Chiang stresses the powers that be in Mainland must desist from squeezing Taiwan’s international space and instead strive to create more flexibility in Cross-Strait relations, as was the case during the Ma Ying-jeou(馬英九) presidency. Doing so benefits regional and global governance. More importantly, it embodies the Chinese culture- one that accentuates tolerance, eclecticism, and human-oriented spirits- and hence, it aligns neatly with the direction toward more harmonized, conducive Cross-Strait relations.
