民眾最想施打進口疫苗 憂國產疫苗無國際認證



中國國民黨今(16)日公布有關疫情與疫苗議題最新民調顯示,在有選擇的情況下,民眾想施打的疫苗仍以進口疫苗優先,並有高達半數民眾擔心國產新冠疫苗將來無法取得國際認證。此外,有將近三分之二的受訪民眾認為,為了避免在社區內持續傳播病毒,政府應該推動全民普篩;另有過半數民眾認為,政府在疫情管控上不符合「超前部署」的標準。

國民黨文傳會主委王育敏、副主委黃子哲、國家政策研究基金會副執行長黃心華今日上午共同召開「民眾最想施打進口疫苗、憂國產疫苗無國際認證」記者會,發佈這份民調結果。

在政府防疫政策上,面對嚴重疫情卻遲遲不採取普篩作為,導致許多染疫黑數,有將近三分之二(65.1%)的受訪民眾認為,為了避免在社區內持續傳播病毒,政府應該推動全民普篩。

在疫情管控方面,中央政府自鳴得意的防疫「超前部署」,在本土疫情爆發後被打回原形,迄今更導致四百多位國人喪失寶貴的生命。民調亦顯示,有超過半數民眾(50.1%)認為,政府在疫情管控上不符合「超前部署」的標準。

至於當前最欠缺的疫苗議題,蔡政府力推國產疫苗,但卻有未來無法獲得國際認證的風險。調查結果顯示,有半數(49.9%)民眾擔心自行研發的國產新冠疫苗,將來無法取得國際認證;另調查若未來台灣有多種廠牌的新冠疫苗可供施打,民眾心中最想施打的疫苗,以各廠牌疫苗進入前三名的累計次數計算,莫德納疫苗、輝瑞/BNT疫苗、AZ疫苗、嬌生疫苗分居前四名,國產高端與聯亞疫苗居末,排位居前的都是進口疫苗,顯見國人對未經三期臨床試驗的國產疫苗仍欠缺信心。

此外,鑑於中央政府遲遲無法取得足量的國外疫苗,高達三分之二(66%)的受訪民眾認為應該讓地方政府或民間企業出面協助取得;另外,四成二的民眾認為政府在民間協助引進國外疫苗過程中並未幫忙促成,亦高於認為政府有幫忙的三成七民眾。

此份民調是委託全國公信力民調公司,於今年6月7日至9日針對設籍台灣地區之年滿二十歲以上合格選民進行調查。加權後的成功樣本數為1080份,在百分之九十五的信心水準下,最大誤差應不超過±2.98%。

此外,國民黨指出,對近日中央分配日本捐贈AZ疫苗,再次於各地產生「疫苗之亂」,民眾怨聲載道,主要歸納出三點亂象:

一、 疫苗分配數量黑箱:未依照各縣市疫情嚴重程度分配疫苗,引發外界質疑藍綠執政縣市有別!依據中央公佈的疫苗配送表,台北市、台中市7萬劑,新北8.3萬劑,但疫情相對較不嚴重的高雄市卻可獲分8萬劑,僅比疫情嚴峻的新北市略少,竟然高於仍是疫情熱點的台北市,不合理的分配,也導致地方接連嗆聲中央「內線交易」、「政治考量」。

二、 施打年齡一國多制、規定紊亂:中央宣布開放的接種對象為第一類到第六類人員,包含75歲以上長者,但下到各縣市的疫苗數量不足,各地對於第一階段可施打的長者年齡規定,從75到88歲不等,規定紊亂、一國多制。有民眾搞不清楚排隊近兩小時才發現不能打,另雙北地區有許多75歲以上未滿85歲長者不清楚各地差異的規定,以為依照中央公布訊息已可施打,直至預約或到場時才知道不行,問題叢生。

三、 各縣市配套措施混亂,基層疲於奔命:中央請地方訂定接種分流計劃,造成各縣市資訊混亂。例如各縣市預約、通知方式各行其是,動線規劃也不周全,許多長者大太陽下排隊半小時施打疫苗,桃園甚至有長輩等了4小時以上才打到,引來家屬不滿;基層醫護及里長為了解決疫苗接種作業引發的問題而疲於奔命,又是一個中央政府不盡責,甩鍋地方的明顯案例!

面對新一波疫苗之亂,國民黨呼籲中央政府應有更積極作為,不應全交由地方自行辦理。除了根源上仍要爭取足量、有國際認證的疫苗供國人施打,中央政府也應考量對施打流程研擬出更完善的指引,提供地方政府依循。此外,對於獲得疫苗及分配等資訊也應迅速、完整發佈,避免政治操作的疑慮。國民黨期待中央政府負起責任,在下一波進口疫苗抵台時,絕不能重蹈覆轍。

The Kuomintang (KMT) today (June 16th) released the latest polls on the pandemic and vaccine issues. These polls indicate that, given the choice, the people greatly prefer imported vaccines and that up to half of the people are worried that the domestically-produced COVID-19 vaccine will not obtain international approval. In addition, nearly two-thirds of the respondents believe that in order to avoid the continued spread of the virus in the community, the government should promote widespread screening; more than half of the people interviewed believe that the government has not met the standards of "early preventive measures" in pandemic management and control.

Regarding the government’s pandemic prevention policy, the government has been slow to adopt widespread screening after the recent pandemic outbreak. Nearly two-thirds (65.1%) of the respondents believe that in order to avoid the continued spread of the virus in the community, the government should promote widespread COVID-19 testing.

In terms of pandemic control, the central government's "early preventive measures" are no longer a miracle after the recent local pandemic outbreak. So far, the government's negligence has caused more than 400 Taiwanese to lose their lives. Polls also show that more than half of the people (50.1%) believe that the government does not meet the standards of "early preventive measures" in terms of pandemic control.

As for the most urgent vaccine issue, the Tsai Ing-wen administration is strongly promoting domestic vaccines, but there is a risk that the domestically-produced vaccines will not obtain international approval in the future. The survey results show that half (49.9%) of the people worry that the domestically-developed COVID-19 vaccine will not be able to obtain international certification. In addition, surveys show that if Taiwan can get multiple brands of vaccines in the future, the majority will demand the Modena vaccine, the Pfizer/BNT vaccine, the AZ vaccine, or the Johnson & Johnson vaccine. The domestically-developed Medigen and UBI vaccines are at the bottom of the list; the top rated are imported vaccines. It is obvious that the people still lack confidence in domestic vaccines that have not been tested in Phase III clinical trials.

In addition, given that the central government has been unable to obtain sufficient amounts of foreign vaccines, up to two-thirds (66%) of the respondents believe that local governments or private companies should come forward to assist in obtaining vaccines.

In addition, the KMT pointed out that the recent distribution of Japan’s donation of AZ vaccines has once again caused chaos in various places, and the people have complained. The KMT listed the following three reasons for this chaos:

1. The distribution of vaccines is suspicious: The government has not allocated vaccines in accordance with how severe the pandemic is in each county and city. According to the vaccine distribution form published by the central government, 70,000 doses were allocated to Taipei City and Taichung City, and 83,000 doses to New Taipei City. However, Kaohsiung City, where the pandemic is relatively mild, received 80,000 doses, which is more than Taipei City, where the pandemic outbreak is more severe. The government’s allocation of vaccines is unreasonable, and local governments believe that the central government allocated vaccines in this way out of political considerations.

2. The age for receiving the vaccine is inconsistent and the regulations are confusing: The central government announced that the vaccinations will be open for the first to sixth categories of people, including the elderly over 75 years old. However, the number of vaccines in local counties and cities is insufficient, and local regulations regarding the age of the elderly who can be vaccinated in the first stage differ greatly in range, from 75 to 88 years old, which is confusing.

3. The supporting measures of the counties and cities are chaotic, and the people are exhausted: The central government asked each local government to formulate a vaccination diversion plan, which caused confusion due to different information between different counties and cities. For example, different counties and cities have different ways of making appointments and notifications, and the route planning is not comprehensive.

The KMT called upon the central government to be more proactive. The KMT also stressed that the central government should not leave the vaccine issue to local governments. In addition to the need to strive for a sufficient amount of internationally certified vaccines, the central government should also create more comprehensive guidelines for the vaccine delivery process and provide a guideline for local governments to follow. In addition, information on obtaining vaccines and distribution should be released quickly and completely to avoid political manipulation. The KMT expects the central government to take responsibility; it must not make the same mistake again.
