中選會決定公投延期至12/18
國民黨呼籲立即暫緩萊豬進口及三接工程 待人民決定



針對中選會決定將原訂828公投時程延後至12月18日,中國國民黨今(2)日提出三點聲明,主張立法院應立即召開臨時會,補正公投法中關於延緩公投法律上的疏漏,並討論增訂不在籍投票等相關作法;此外,國民黨也強烈要求行政院應立即暫緩「萊豬進口」及「三接工程」,直至人民透過公投做出最後的決定。

國民黨三點聲明如下:

1. 針對中選會委員會議決議延緩辦理「828全國公投日」,我們主張,立法院應立即超前部署召開臨時會,補正《公民投票法》中關於延緩公投法律上的疏漏,賦予更明確的法源依據;

2. 此次因為疫情而被迫延緩公投,也凸顯台灣選舉制度的落後與缺失。立法院臨時會也應一併討論增訂不在籍投票、通訊投票以及移轉投票等相關作法,跟上世界民主先進國家的腳步,保障公民基本權利。

3. 我們強烈要求,行政院應立即暫緩「萊豬進口」及「三接工程」,直至人民透過公投做出最後的決定。

國民黨指出,行政院評估目前尚未有解封規劃,未來疫情亦可能持續反覆不定,國民黨呼籲應比照國外在疫情中進行投票的諸多前例,落實我國的不在籍投票制度,透過不在籍、移轉投票、通訊投票等方式,避免群聚、減少染疫風險,又能讓人民行使公民權。

國民黨強調,中選會決定將公投延後到12月18日,相關修法已相當急迫,呼籲立院儘速召開臨時會,修法增訂不在籍投票等相關作法,這才是真正能一勞永逸解決問題的超前部署,也希望民進黨勿再阻攔,共同支持進步的改革。

此外,原本在今年828即將由人民公投決定的「反萊豬公投」及「珍愛藻礁公投」等重大公共政策,如今延到年底,國民黨認為,這波疫情破口源於蔡政府防疫不力而導致,延燒迄今影響公投時程,中央政府實應負起責任,立即暫緩「萊豬進口」及「三接工程」,直至人民透過公投做出最後的決定。

國民黨強調,儘管公投時程調整至12月18日,但四項公投案中,領銜提出「反萊豬」與「還我公投」兩項公投案的國民黨,仍將以最積極負責的態度面對,並考量如何在防疫期間,持續進行公投案的推動,中選會也有責任提出明確的防疫措施與作為,讓每位公民都能安心行使投票權。

KMT Calls for Immediate Postponement of Ractopork Imports & Third LNG Terminal Construction: Let the People Decide


In response to the Central Election Commission’s (CEC) decision to postpone the referendum originally scheduled for August 28th until December 18th, the Kuomintang (KMT) raised three statements today (July 2nd):


1) Regarding the CEC decision to postpone the holding of “828 Nationwide Referendum Day,” we advocate that the Legislative Yuan should immediately and proactively convene an ad hoc conference in order to supplement and correct the omission within the “Referenda Law” regarding a law for postponement of referenda, and thus confer a clearer foundation for the source of this legal basis.

2) The aforementioned referenda were compelled to be postponed because of the pandemic situation. This postponement has evinced the regressiveness and deficiencies of Taiwan’s election system. The Legislative Yuan ad hoc conference should also simultaneously discuss revision of absentee voting, online voting, single transferable votes, and other related methods of voting in order to catch up with the world’s advanced democratic countries and guarantee citizens’ fundamental rights.

3) We strongly request that the Executive Yuan should immediately postpone “ractopork imports” and “Third LNG Terminal Construction” until the people, by means of referenda, issue the final decision.


The KMT points out that Executive Yuan assessments do not currently include plans to lift the lockdowns, and that the pandemic situation might also continue to persist in the future. The KMT calls for, according to the many precedents of conducting voting during a pandemic situation in foreign countries, practical implementation of an absentee voting system and thus by means of absentee voting, single transferable votes, online voting, and other methods, avert mass gatherings and reduce the risk of catching COVID. This also allows the people to exercise their civil rights without risk.


Furthermore, the incipient vote, held for the sake of allowing the people to decide, for the “Oppose Ractopork Referendum,” the “Protect Coral Reefs Referendum,” and other important public policies, originally planned for this August 28th, have now been delayed until the end of the year. The KMT believes that the current wave of pandemic has originated from the Tsai administration’s indolence in pandemic prevention, and subsequent rupture of our pandemic defenses. Because of this indolence, the pandemic has persisted until now and has affected the timetable for referendum voting. The central government must take responsibility for this and immediately postpone “Ractopork imports” and “the Third LNG terminal” until the people, by means of referenda, issue the final decision.


The CEC is ultimately responsible for raising clear pandemic prevention measures and actions so that every single citizen can exercise their right to vote without worry.
