江主席感佩永齡基金會與台積電為國人爭取疫苗


中國國民黨主席江啟臣今(14)日主持中常會時,特別針對鴻海集團永齡基金會與台積電突破萬難,為國人爭取國際認證的新冠肺炎疫苗,表達由衷感謝與佩服。期望這批彌足珍貴的疫苗,能夠儘早到貨,提高疫苗施打覆蓋率。

江主席強調,台灣的疫苗需求數量仍不僅於此。除了感謝友邦的慷慨捐助,企業民間團體的捐贈,仍要督促政府加速自購疫苗到貨時間,並且呼籲政府,開放民間、地方政府採購,不應該是執政黨政治算計下的特權。執政黨對於民間與地方政府的疫苗捐贈,更不應該變成事前抹黑抹紅,事成後收割搶功的噁心戲碼。

江主席指出,面對人民對於疫苗的需求,我們不應該只等著別人捐贈,或是苦等自購疫苗到貨,應該要主動出擊。除了已經完成簽約購買的永齡基金會、台積電,已經完成專案委託的慈濟基金會,國民黨更已聯合南投、雲林、花蓮、台東四個執政縣市,共同委託合格藥商,提出正式申請購買500萬劑BNT疫苗。期望蔡政府比照前例,儘速完成行政程序,共同為國人疫苗需求努力!

對於民進黨刻意操作各縣市剩餘疫苗數議題,江主席表示,取得足夠的疫苗,執行有效率的施打計畫,是政府的責任。面對疫苗到貨速度不穩定,中央分配疫苗政策不透明,地方政府只能全力以赴,加速疫苗施打。現實上,縣市所面臨的問題不同,醫療資源懸殊、在仍沒有開放全民施打的前提下,施打對象的意願落差,同樣影響疫苗施打進度。此刻操作各縣市剩餘疫苗數的議題,將疫苗施打當成競爭比賽,更加深中央地方嫌隙,無助於共同防疫。

此外,江主席強調,疫苗施打的權責混亂,同樣需要釐清。目前多數施打對象預約仍由地方政府辦理,但是昨天推出的疫苗預約登記系統,改由中央統籌,更考驗中央地方的配合默契。尤其,昨天開放登記卻一度出現當機,登記意願後是否可以施打?何時能施打?指揮中心也無法給登記的國人一個明確的答案,恐怕更加深國人的焦慮。指揮中心應該給予明確的訊息,加速效率,減少國人為了施打疫苗而奔波的成本,才能真正提高國人施打意願。

對於昨天開始的三級管制微解封,江主席直言,中央疫情指揮中心的指引,不但讓人民難以依循,地方政府更是難以落實。不但導致各縣市不同調,甚至全台逆時中,直接打臉疫情指揮中心,繼續維持餐廳禁止內用的管制措施。這樣的窘境更是指揮中心自己一手造成的!

江主席指出,國民黨從去年開始就不斷呼籲指揮中心的決策應該與地方政府溝通,只有共同決策,才能共同承擔。他再次呼籲指揮中心,應該在七月二十六日前,加強與地方政府溝通協調,確保後續防疫管制作為,地方政府能夠明確配合,共同做好防疫工作。

解封的討論之外,江主席強調,紓困與振興工作更要同步並進,他再次提出三個呼籲:一、油電雙凍漲,讓人民安心防疫;二、透過發放現金的方式,補齊政策混亂造成的紓困缺口,更可活絡經濟,維持產業生機。三、正視多元行業在疫情下的困境。包含非營利事業,按件計酬的勞工,甚至宗教團體,在這波疫情下都受到劇烈的衝擊,政府不應該漠視他們的困境。

對於後續黨職選舉,江主席說明,中常會已經做出決議,在疫情降為二級後的第一個中常會,討論後續黨職選舉的時程方案。為了超前規劃,他也已請考紀會研擬相關法規適用疑義,由負責黨務選舉的組發會發文詢問政黨法主管機關內政部。希望藉由主管機關的函釋,確立在疫情下黨務民主程序推動的適法性,不但要避免爭議,更要確保黨務在防疫工作下,仍能推動順暢。

KMT Chairman Chiang emphasizes that there is a great need for vaccines in Taiwan. In addition to thanking our foreign friends, as well as corporate and civil organizations for their generous vaccine donations, we must not forget that we still need to urge the Tsai Ing-wen administration to speed up the delivery time of those vaccines, and call on the government to open up private and local government procurement measures. The ruling party’s distributions of vaccines to local governments should not become a disgraceful political drama. Chairman Chiang expressed his sincere gratitude to and admiration for the Yonglin Foundation and TSMC that have completed contract purchases, and the Tzu Chi Foundation, which has also completed the project application. It is hoped that these precious vaccines will arrive as soon as possible to increase the vaccination coverage in the nation.


The KMT has even joined the four KMT-led Counties of Nantou, Yunlin, Hualien, and Taitung to formally apply for the purchase of 5 million BNT vaccine doses. It is hoped that the Tsai government will complete the administrative procedures as soon as possible in accordance with the previous example, and work together for the vaccine needs of the people in Taiwan.


Regarding the issue of the DPP deliberately manipulating the topic of the remaining vaccines in our counties and cities, Chairman Chiang states that it is the government's responsibility to obtain enough vaccines and implement an efficient delivery plan. Faced with the unstable rate of vaccine delivery, the central government's policy on vaccine distribution is not transparent and causes local governments various problems. In addition, Chairman Chiang emphasizes that the powers and responsibilities of vaccine delivery need to be clarified as well. Currently, most of the appointments are still handled by local governments, but the vaccine appointment registration system launched yesterday, which was coordinated by the central government, shows us that the tacit coordination of the central and local governments failed. In particular, the system crashed when the registration was opened yesterday, which may deepen the anxiety of people in Taiwan. The Central Epidemic Command Center (CECC) should give clear messages, ensure efficiency, and reduce the cost of people running around in order to get vaccinated so as to increase the willingness of the public to receive vaccination.

 

Regarding the slight lifting of the level three control measures that began yesterday, we would like to point out that guidelines of the CECC not only made it difficult for the people to follow, but it was also difficult for local governments to implement. Chairman Chiang points out that he once again calls on the CECC to strengthen communication and coordination with local governments before July 26th to ensure that further pandemic prevention and control measures can be clearly coordinated by local governments to jointly fight against the virus.


In addition to the discussion of lifting lockdowns, Chairman Chiang emphasizes that financial assistence and revitalization must go hand in hand. He once again makes three suggestions: First, freeze both oil and electricity rates so that the people can feel at ease in combating the epidemic; second, distribute cash to make up for the government’s negligent policies; third, formally recognize the plight of various industries under the COVID-19 pandemic and take concrete action.


Finally, as regards to the upcoming KMT party elections, Chairman Chiang explains that the Central Standing Committee has made a resolution to discuss a timetable for the follow-up party elections after the pandemic alert has been reduced to level two. In order to plan ahead, he has also asked the examination and discipline committee to study relevant laws and regulations. It is hoped that through official documents from the competent authority, the legality of the implementation of party affairs under the pandemic will be established, not only to avoid disputes, but also to ensure that party affairs can still be implemented smoothly while we fight against the pandemic.
