江主席：黨職選舉時程尊重中常會決議
昨日疫情指揮中心將管制強度調降至二級，中國國民黨今(28)日中常會召開實體會議。江主席表示，與大家再度於中山廳共商黨務，即便戴著口罩、架起隔版、拉寬距離，但面對面的感動仍無可取代、令人欣慰。疫情發生時，全黨上下致力於防疫物資的募集、捐贈，要讓一線醫護沒有後顧之憂；疫情持續之際，國民黨更接續愛心待用餐工作，幫助在疫情下面臨生活困境的國人同胞。疫情趨緩後，國民黨的監督腳步將會更堅定!
江主席表示，隨著疫情趨緩，國民黨將遵守疫情管制，重啟反萊豬公投、公投綁大選兩項公投的宣傳。尤其，新冠病毒殘害國人健康，有食安疑慮的食品，也同樣造成國人健康威脅。疫情期間，民進黨政府黑箱審查、蠻橫通過議案態度，更凸顯了「直接民主」的重要性，也提醒了國民黨，兩項公投案對於人民健康及民主制度發展的重要性，國民黨責無旁貸；面對疫情仍未完全平復，國民黨亦將順勢提高數位運用能力，透過線上集會、線上公投宣講，落實溝通數位化的目標，確保接下來的疫情變化，不會影響到宣講工作的推動。努力在12月18日，衝高公投投票率，為台灣「顧食安、保民主！」
對於黨內民主程序的推動，同樣需要適應疫情起伏。江主席表示，受疫情影響，無法依照原定時程改選。根據國民黨送交內政部備查資料，本屆主席與中常委的任期都即將在八月十八日屆滿；依據5月26日的中常會決議，今日將提出黨務選舉時程草案，交由中常會討論國民黨接續的選舉時程。
江主席重申，選務中立是推動黨職選舉的基本立場，對於接下來的黨職選舉時程，他將充分尊重選務單位的考量，更會尊重中常會的決議，儘速進行黨務選舉程序，並於登記主席候選人後正式請假，讓黨內民主制度回歸良性競爭，依照選舉結果，確立黨內分工合作角色。對於個人職務的去留，並非他的優先考量。他強調，制度的運作、黨務順利推動，才是國民黨共同守護與努力的目標。
江主席於去年三月在黨員支持下接續吳敦義前主席未完任期，他表示，能夠為黨承擔是他的榮譽及使命。一年多來，面對執政黨的蠻橫、其他在野黨的競爭，走過罷免、補選，反萊豬抗爭、公投推動，面臨財源短缺、資源匱乏，仍舊靠著所有黨務同仁的努力，從敗選的紊亂中，逐漸站穩腳步。而接下來的每一步，都將關係到國民黨的長遠發展，以及1218公投、2022大選的佈局，他期望大家能在中常會中積極思考，在主席與常委任期屆滿後，全體黨員選任出新任主席前，期間黨務運作、資源籌措、對外議題攻防等黨務工作的分工，才能不辜負黨員及支持者的期待。
最後，對於東奧在疫情中成為激勵全國人民的焦點，他表示，即便政府的安排不盡人意，卻更凸顯出運動員奮戰精神令人感佩。多少國人這幾天都守候在電視機前，共同期盼我國選手展現超越自己的好成績，令人感動不已。尤其昨日「舉重女神」郭婞淳一舉奪下我國在東奧的首面金牌，打破奧運紀錄；「桌球教父」莊智淵，力拚到最後一刻的堅毅身影，在在都是奧運精神的最佳展現，更是最振奮人心的力量！江主席透過對東京奧運精彩賽事的關注，以及對中華隊的支持作結，「中華隊加油！台灣加油！」國民黨將繼續為中華隊加油，一起成為中華隊，同時，也期待國家代表隊再創佳績。

Chairman Chiang: Will Abide by Party Election Schedule Set Forth by Central Standing Committee
Yesterday the Central Epidemic Command Center (CECC) lowered the epidemic alert to level 2, and the Kuomintang (KMT) held an in-person meeting today (July 28). Chairman Johnny Chiang stated that he once again discussed party affairs with everyone at the Chungshan Hall. Although everyone was wearing masks, the face-to-face conference was still irreplaceable and gratifying. At the beginning of the lockdown, the whole party was committed to the collection and donation of pandemic prevention supplies so that the front-line medical care workers wouldn’t have to worry about their health. As the pandemic continues, the KMT has continued to deliver free meals to help compatriots who are facing difficulties in life during the pandemic.
In order to promote democratic procedures within the party, it is also
necessary to adapt to the pandemic. Chairman Chiang said that due to the impact
of the pandemic, it is impossible to hold the election according to the
original schedule. According to the information sent by the Kuomintang to the
Ministry of the Interior for reference, the term of the current chairman and
the Central Standing Committee will expire on August 18. According to the
resolution of the Central Standing Committee reached on May 26, a draft party
election schedule will be proposed today and handed over to the Central
Standing Committee, which will discuss the new election schedule of the
Kuomintang.
Chairman Chiang reiterated that administrative neutrality during the elections is the basic position to promote party elections. For the new party election schedule, he will fully respect the considerations of the election agency, as well as the resolutions of the Central Standing Committee, and proceed with the party election procedures as soon as possible. He will formally ask for leave after registering as a chairman candidate so that the democratic system within the party maintains healthy competition. Furthermore, the role of division of labor and cooperation within the party will be established in accordance with the results of the elections. Regarding the retention of personal duties, this is not his priority, he added He emphasized that the operation of the system and the smooth promotion of party affairs are the common goals of the Kuomintang endeavors to defend.
Chairman Chiang stated that it is his honor and mission to be able to bear the responsibility for the party. For more than a year, facing the ruling party’s arrogance and competition from other opposition parties, the KMT has undergone several set-backs, anti-ractopamine pork import protests, and the promotion of several referendums. The KMT has faced shortages of financial support and lack of resources but relies on the efforts of all party affairs colleagues to gradually get back on track. Every future step for KMT will be related to the long-term development of the party, as well as the layout of the December 18th referendum and the 2022 elections. After the chairman and permanent appointment period expires, all party members will elect a new chairman after careful consideration so that the division of duties such as the operation of party affairs, resource financing, and external issues can live up to the expectations of party members and supporters.
Finally, regarding the 2020 Tokyo Olympics becoming the inspiration for people across the country during the pandemic, Chairman Chiang said that even if the government’s arrangements are not satisfactory, it highlights the admiration of the athletes’ fighting spirit. The Kuomintang will continue to cheer for our Olympic delegation and look forward to the national team's success.
