His Prompt Report Emphasizes: Trip Fulfilled the People’s Expectations of Defending Taiwan’s Rights and Interests
中國國民黨副主席夏立言本月10日率團訪陸，今(27)日傍晚返國，隨即召開「國民黨赴陸關懷聆聽之旅返台報告」記者會，夏副主席表示，這次訪陸行程非常單純，就是了解、聆聽、關心台商、台胞、台生的心聲，同時轉達意見；此行不負國人的期望，就是因為國民黨有良好的溝通管道，在當前複雜國際環境以及嚴峻疫情、兩岸關係低迷之下，這個管道非常珍貴與重要。他相信降低台海風險，增進兩岸和平，是每個政黨不該推卸的責任，國民黨會勇敢承擔這樣的責任，守護民主自由、區域和平穩定。
Kuomintang (KMT) Vice-Chairman Andrew Hsia led a delegation to Mainland China on the 10th and returned this evening, the 27th. He immediately convened a press conference to report on the KMT delegation to the Mainland’s return to Taiwan. Vice-Chairman Hsia stated that the delegation’s itinerary was very straightforward: it was to understand, listen to, and show concern for the thoughts of Taiwanese businessmen, Taiwanese compatriots, and Taiwanese students, and then simultaneously pass these ideas on. This trip was able to fulfill the people’s expectations because the KMT has a good communication channel; in the current complex international environment, in addition to the pandemic and decline in cross-Strait relations, this channel is extraordinarily precious and important. The Vice-Chairman believes that lowering risk in the Taiwan Strait and promoting cross-Strait peace are responsibilities that no political party should shirk. The KMT will bravely undertake this responsibility to protect democracy and liberty, and safeguard regional peace and stability.
夏副主席表示，長久以來中國大陸一直是台灣重要貿易夥伴，長年固定在大陸經商、工作、求學人數約一百萬人，過去幾年因為疫情關係，住在大陸的台灣民眾生活有很多問題與困難，有很多不便，也因為兩岸關係惡化，導致台灣中小企業與基層農漁民權益受到損害，兩岸貿易上出現問題，包括部分農產品進出口到大陸的問題，雖然問題是顯而易見，但由於兩岸關係不斷惡化，且「已讀不回」，讓這些問題無法獲得妥善解決，讓在大陸的台灣民眾權益受到很大損失。
Vice-Chairman Hsia stated that Mainland China has long been a crucial trading partner of Taiwan. There are about a million Taiwanese who live on the Mainland year-round for business, work, or school. In the past few years, because of the pandemic, Taiwanese living on the Mainland have encountered numerous problems and difficulties in their lives; they had to deal with excessive inconveniences. Furthermore, worsening cross-Strait relations caused damage to the interests of Taiwanese small and medium businesses, farmers, and fishermen. Cross-Strait trade problems which have emerged include issues with the import and export of certain types of agricultural products. Although the problems are crystal clear, due to the continuous worsening of cross-Strait relations, and even being left on “read,” these problems cannot be properly resolved. This causes the rights and interests of Taiwanese living on the Mainland to suffer greatly.
夏副主席指出，國民黨雖然不是執政黨，但關心民眾生活、權益都是不遺餘力，尤其國民黨長期關心兩岸關係，對當前不斷惡化的兩岸關係憂心忡忡，而受到疫情影響，國民黨過去一段時間沒有人到大陸探訪，經過一段時間準備後，決定由他與大陸部主任林祖嘉到大陸訪問。他強調，此行目的非常單純，關懷、聆聽在大陸生活的台灣民眾心聲，以及過去這段時間生活上的問題，雖然我們無法立即解決問題，但可以將這些問題提供給兩岸政府，也透過黨籍立委監督政府，希望盡快解決這些問題。
Vice-Chairman Hsia pointed out that although the KMT isn’t the ruling party, we are still greatly concerned about the people’s livelihoods, rights, and interests. In particular, the KMT has long been concerned with cross-Strait relations and is gravely concerned about the current, continuous worsening of cross-Strait relations; these relations have furthermore been affected by the pandemic. The KMT hasn’t sent anyone to visit the Mainland in a while, so after some preparation time, the party decided to send the Vice-Chairman and Department of Mainland Affairs Director Lin Chu-chia. The Vice-Chairman emphasized that this trip’s objective was very simple: to solicit and listen to the thoughts and feelings of Taiwanese living on the Mainland, in addition to solicit and listen to the problems they’ve faced over the past few years. Although we can’t resolve their problems immediately, we can still convey these problems to the governments on the two sides of the Strait and oversee the government with KMT legislators in the hopes of resolving these problems as quickly as possible.
夏副主席表示，很多外媒報導，兩岸是全球最危險地區，但兩岸政府之間完全沒有任何溝通的管道，萬一出現擦槍走火，如何設法透過溝通來解決？政府應該要有相關機制與管道，若政府沒有管道，在野黨維持暢通管道，就可以降低未來發生意外的可能性，保護台灣的安全。年初至今各家民調皆顯示六成以上、近七成民眾希望兩岸能和平交流，他表示，國民黨以在野黨身分維持兩岸溝通管道，對於增加台灣安全，促進兩岸和平，維持區域穩定都是很重要的。
Vice-Chairman Hsia stated that numerous foreign media outlets have reported that the Taiwan Strait is the most dangerous region in the world, yet the governments on the two sides of the Strait entirely lack any sort of channel for communication. If some sort of misunderstanding or incident were to occur, how can the two sides try to resolve the situation through communication? The government should have relevant mechanisms and channels; if the government lacks such channels, the opposition party, by maintaining an open channel, can reduce the chances of accidents from occurring in the future and thus safeguard the security of Taiwan. From the beginning of the year until now, every single poll has shown that over 60, almost 70 percent of the people wish for peaceful exchange across the Taiwan Strait; the Vice-Chairman stated that the KMT, in the capacity of opposition party, has preserved cross-Strait communications channels; increasing Taiwan’s security, promoting cross-Strait peace, and maintaining regional stability are all crucial.
夏副主席說明，8月10日出發，依規定七加三隔離，21日解隔離後，與廈門台商會座談，22日到廣州、東莞、深圳，23日到杭州、24日至崑山，之後回到福建。期間，24日晚上與海協會會長張志軍見面餐敘，25日晚上，國台辦副主任陳元豐代表台辦來送行餐敘。
Vice-Chairman Hsia explained that the delegation set out on August 10th, quarantining according to the regulations of seven plus three days, and after finishing quarantine on the 21st, had a discussion with the Association of Taiwan Businesses on Xiamen. The delegation then went to Guangzhou, Dongguan, and Shenzhen on the 22nd, Hangzhou on the 23rd, and Kunshan on the 24th before returning to Fujian. In the evening of the 24th, the delegation met with Association for Relations Across the Taiwan Straits Director Zhang Zhijun to hold a banquet. In the evening of the 25th, Taiwan Affairs Office (TAO) Vice Minister Chen Yuanfeng, representing the TAO, held a banquet to send off the delegation.
夏副主席強調，參訪重點是與所有台商見面，聆聽他們的聲音、對於生活、經商上的困難，仔細聆聽，他們表達都很單純，希望兩岸之間和平穩健發展，生活上最大困擾是當前因為疫情、兩岸關係緊張，造成往來的不便利，尤其航班、航點非常少，例如上海地區一星期只有一班航班，有三十萬台灣同胞的珠三角地區卻一個航班都沒有。夏副主席觀察，當地台商對國民黨有期望的，希望國民黨做得更好。
Vice-Chairman Hsia emphasized that the delegation’s focus was to meet with Taiwanese businesses and listen to all of their thoughts regarding difficulties in livelihood and trade. After listening carefully, what they’ve expressed is all very simple: they wish for peaceful and stable development between the two sides of the Strait. In terms of livelihood, the biggest disturbances stem from the current pandemic and cross-Strait tensions, creating inconveniences in going back and forth across the Strait. Particularly, flights and flight destinations are extremely limited: for example, there is only one flight a week to the Shanghai area from Taiwan; furthermore, there isn’t a single flight to the Pearl River delta, where 300,000 Taiwanese compatriots reside. Vice-Chairman Hsia observed that local Taiwanese businesses have high expectations for the KMT and hope that the KMT does even better.
談到此行的收穫，夏副主席表示，對大陸軍演，不只台灣同胞不安、憂慮，許多台商也是一樣的感受；其次對柬埔寨的議題，大家都非常關心；還有兩岸航班、小三通能否儘速恢復，讓生活、往來更便利；此外，有關商品的檢疫、ECFA早收清單、商標的產地標示等議題。
On the topic of the opinions obtained from this trip, Vice-Chairman Hsia stated that, regarding the Mainland’s military exercises, not only are Taiwanese compatriots worried and anxious, but Taiwanese businesses feel the same way. Next, regarding the topic of Cambodia, everyone is extremely concerned. Furthermore, of concern is whether or not cross-Strait flights and the “small three links” can be quickly resumed to allow life and going back and forth over the Strait to become more convenient. The final concerns are regarding merchandise quarantine, the ECFA “early harvest” list, merchandise origin marks, and other relevant issues.
夏副主席並指出，他與張志軍餐敘時明確表示，台灣民眾對於大陸軍演高達九成以上表達不滿與憂慮；此外，有關台灣人在柬埔寨受害議題上，希望中國大陸能秉持過去共同打擊犯罪、司法協助的精神上，給予一些幫忙。兩岸航點、航班、小三通上，他表達過去有六十個航點，現在只有四個航點，希望大家一起努力來解決。另外，有關ECFA早收清單終止的傳言，以及台商反映在貿易上發生糾紛時缺乏溝通管道等，他也向張志軍以及陳元豐說明相關問題，對方表達也不希望看到兩岸關係如果惡化會影響ECFA早收清單的問題，所以目前應該沒有這個問題。
Vice-Chairman Hsia also pointed out that during his banquet meeting with Zhang Zhijun, he clearly expressed that 90% of the Taiwan people expressed resentment and anxiety over the Mainland’s military exercises. Furthermore, on the topic of Taiwanese suffering in Cambodia, he hopes that Mainland China can hold fast to our past spirit of jointly cracking down on crime and administering aid, and provide some assistance. On the topic of cross-Strait flight destinations, flights, and the “small three links,” the Vice-Chairman expressed that in the past there were sixty flight destinations, and now there are only four; he hopes that everyone can work together to resolve this issue. The Vice-Chairman also explained to Zhang Zhijun and Chen Yuanfeng issues raised by Taiwanese businesses, such as rumors that the ECFA “early harvest” list would be terminated, and Taiwanese businesses reporting that when trade disputes occur, they lack a communication channel. They responded that they do not wish to see the ECFA “early harvest” list affected by worsening cross-Strait relations, so at the moment this shouldn’t be a problem.
夏副主席強調，這次出訪非常單純，了解、聆聽、關心台商，同時轉達意見，但很不幸的，被有心人士操作成政治化，他抵陸第一天即表達「捍衛中華民國與台灣權益」，也以實際行動與成果，證明他們行事坦蕩蕩，都是來看台灣的兄弟姊妹，我們沒有一己之私，沒有一黨之私。不負國人期望，就是因為有溝通管道，在當前複雜國際環境以及嚴峻疫情、兩岸關係低迷之下，這個管道非常珍貴與重要。
Vice-Chairman Hsia emphasized that this trip was very straightforward; its purpose was to understand, listen to, and show concern for Taiwanese businesses, while at the same time passing their ideas on. Unfortunately, this straightforward trip was deliberately politicized by certain individuals. The Vice-Chairman, on his very first day on the Mainland, stated that he would “uphold the Republic of China and Taiwan’s interests” with practical actions and results, proving that the delegation’s conduct is magnanimous. The visits were all to see our Taiwanese brothers and sisters, without concern for one’s own interests or one’s party’s interests. We fulfilled our people’s expectations because we possess a communication channel; in the current complex international environment, in addition to the pandemic and decline in cross-Strait relations, this channel is extraordinarily precious and important.
夏副主席表示，這些本來是政府的責任，政府沒有管道，我們願意承擔，政府應該感謝我們，怎麼會捏造事情來打擊我們？政府的責任應該要讓人民安居樂業、關心人民，怎麼會反行其事，讓人民陷於戰爭的威脅，束手無策，不但不關心、設法解決，反而製造障礙。他強調，國民黨是負責任的政黨，我們關心在大陸的台灣民眾，也關心兩岸經貿問題，國民黨是愛好和平的政黨，也在兩岸維持良好的溝通管道，以確保台灣的穩定與兩岸和平，這是國際友人樂見的，我們相信降低台海風險，增進兩岸和平，是每個政黨不該推卸的責任，國民黨會勇敢承擔這樣的責任，守護民主自由、區域和平穩定。
Vice-Chairman Hsia stated that all of this was originally the government’s responsibility, but the government lacks a channel, so we’re willing to undertake this responsibility. The government should be thanking us instead of inventing fabrications to attack us. The government’s responsibility should be to help the people live in peace and prosperity, to care about the people; how can the government instead do the opposite and cause the people to be caught under the threat of war, to be helpless in the face of crisis? The government is not only uncaring of the people and failing to try and resolve disputes, it instead erects barriers to helping and barriers to resolution. The Vice-Chairman emphasized that the KMT is a responsible party; we care about the Taiwan people living on the Mainland and we care about the issue of cross-Strait trade. The KMT is a peace-loving party and maintains a good communication channel across the Taiwan Strait. Ensuring Taiwan’s stability and cross-Strait peace is what our international friends wish to see. We believe that lowering risk in the Taiwan Strait and promoting cross-Strait peace are responsibilities that no political party should shirk. The KMT will bravely undertake this responsibility to protect democracy and liberty, and safeguard regional peace and stability.
