Chang Hui-yuan Quits KMT to Run in Yulin Legislative By-election

July 31, 2009

Chang Hui-yuan, father of former KMT legislator Chang Sho-wen, expressed interest in running in the Yulin legislative by-election after his son’s election was annulled after the appellate court convicted him on charges of vote-buying. The conviction was final.

However, as Chang Hui-yuan was also ineligible for nomination by the KMT in accordance with party bylaws. The revised version of the KMT’s “black and gold exclusion clause” stipulates that members who were found guilty of corruption in a court of first instance could not be nominated as a KMT candidate for any elections.

Wu Den-yih, KMT Vice Chairman and General-secretary, visited Chang Hui-yuan and Chang Sho-wen on July 29, but failed to gain their acceptance of the fact that Chang Hui-yuan could not run as a KMT candidate. Therefore, Chang Sho-wen stated on July 30 that his father had decided to quit the KMT in order to run in the Yulin legislative by-election.

The by-election will be held on September 26.
