國際示警台灣缺疫苗成防疫破口,蔡政府還拿不出對策?


中國國民黨文傳會主委王育敏、副主委黃子哲今(24)日召開「國際示警台灣缺疫苗成防疫破口,蔡政府還拿不出對策?」記者會,國內疫情持續嚴峻,國際媒體、專家學者皆示警,台灣過於強調邊境管控,卻疏於防範國內疫情,最大隱憂是疫苗接種率過低、訂購海外疫苗時行動不夠快。國民黨表示,提升疫苗施打率已刻不容緩,當前最重要就是疫苗的取得,蔡政府應該拿出具體對策,不能僅是空口說白話,畫出3,000萬疫苗的大餅,卻看不到實際的進程。


根據國際數據網站〈Our World in Data〉截至5月21日統計,台灣每百人接種新冠疫苗僅1.2劑,低於鄰近亞洲國家,新加坡58.2劑、中國大陸32.4劑、印度13.6劑、韓國10.3劑、日本6.3劑、菲律賓3劑等,不僅遠低於全球每百人接種數的20.4劑,更在世界各國每百人接種數的排名中位居末段班。國際媒體提醒,台灣曾被譽為全世界抗疫最成功的例子,但疫苗接種速度緩慢,幾近零的疫苗施打率是世界最低的地區之一,恐製造了疫情「完美的破口」;專家學者更呼籲唯有盡快透過全民接種疫苗,才能有效克制病毒。


但國民黨表示,即便近期到貨的第2批40萬劑AZ疫苗,台灣目前也僅取得約71萬劑疫苗。若以全台2350萬人,至少應有六成民眾完整接種兩劑疫苗,才能越過群體免疫的「基本門檻」。也因此台灣必須至少取得2,820萬劑疫苗才足夠,惟台灣當前所擁有的抗疫武器僅約2.5%。國民黨指出,蔡政府沉溺過去一年多以來防疫成效的自得與自滿,即使社會各界不斷呼籲應積極取得疫苗、提升施打率,蔡政府仍輕忽其重要性;對於疫苗的取得,主政者只會不斷跳針說「目前沒有新進度」,也難怪最新民調顯示,超過5成(54.1%)民眾對於政府取得足夠全國民眾施打的新冠肺炎疫苗表達沒有信心。


至於中央疫情指揮中心曾說可以開放地方政府購買,雖然事後又急踩煞車,但國民黨強調,根據傳染病防治法第5條規定,中央主管機關負責訂定傳染病防治政策及計畫,地方政府再依據中央訂定之政策,擬訂執行計畫;第17條更明定中央主管機關得視疫情程度,成立「中央流行疫情指揮中心」,統一指揮、督導及協調各級政府機關、公營事業、後備軍人組織、民間團體執行防疫工作;第51條更授權中央主管機關得緊急專案採購藥品;此外,根據去年底的「中央政府嚴重特殊傳染性肺炎防治及紓困振興特別預算第2次追加預算案」,衛福部編列了373.6億元,主要係辦理疫苗研發及採購。顯示疫苗的採購就是中央政府的職權,從政策制定、許可規範,到施打範圍、預算編列。國民黨強調,疫苗是國家現階段阻斷疫情的重要工具,採購疫苗是中央政府的法定權責,豈容卸責。


國民黨表示,根據媒體報導,南韓總統文在寅親自出席南韓三星集團的三星生物製劑公司與美國莫德納公司(Moderna, Inc.)在華府的協議簽署儀式,莫德納將委託三星生物製劑在南韓生產莫德納新冠疫苗,南韓將與美國建立全球疫苗夥伴關係。國民黨表示,南韓總統積極爭取國際合作,代工疫苗的製程;反觀台灣,一年多緩和的疫情,卻未有疫苗取得或研製的完備籌劃與準備,請問蔡英文總統從去年迄今,除了作梗圖「大內宣」外,到底做了什麼?


國民黨強調,取得疫苗、提升接種、控制疫情是當前最重要課題,但台灣迄今仍然沒有管道取得穩定及充足的新冠疫苗,去年原本有機會透過民間單位採購德國BNT疫苗,為何最後失之交臂?一直是全民疑問,中央疫情指揮中心從未向民眾清楚說明。然而在這一年多台灣疫情控制得宜的期間內,我駐美代表蕭美琴卻未積極幫台灣爭取美國疫苗,反而花時間在幫友邦爭取疫苗,如此本末倒置的作為,正凸顯出蔡政府輕忽疫情的心態。


此外,國民黨指出,正逢疫情嚴峻之際,各醫療院所工作量大增,若加上疫苗注射,勢必超越負荷。為了儘速提升疫苗施打率,並與發燒患者分流,讓全國民眾安心去注射,建議在各縣市成立疫苗注射中心並請醫療院所醫療人員支援,例如各縣市健康中心、各地區活動中心、各學校活動中心等,快速同步注射,以達疫苗於一定日期內注射完畢。


國內疫情嚴峻,施打疫苗是抗疫的有效手段,能真正克制病毒,國民黨要求蔡政府應運用各種方法,務必在短時間爭取更多疫苗來台,並詳實公告疫苗到台數量與時程。同時,蔡政府也必須明確告訴台灣人民,疫苗施打何時能達到六成有效覆蓋率?讓台灣民眾得到健康保護,免於新冠病毒威脅。






The Global Community Warns Taiwan that Lack of Vaccines Has Become a Breach in Pandemic prevention. Can the Tsai Government Come up with Concrete Measures?

 


The Kuomintang (KMT) held a press conference today, stating that Taiwan's lack of vaccine has become a problem in epidemic prevention. The epidemic is getting severe, and the international media, experts and scholars have warned that Taiwan has placed too much emphasis on border control but neglected to prevent epidemic. The biggest worry is that the vaccination rate is too low, and the purchase of overseas vaccines is not fast enough. The KMT said that increasing the rate of vaccine delivery is urgent. The most important thing now is the acquisition of vaccines. The Tsai Ing-wen (蔡英文) government should come up with concrete measures instead of making empty promises of 30 million vaccines 

According to statistics from the international data website "Our World in Data" as of May 21, Taiwan had administered only 1.2 doses of new Covid-19 vaccine per 100 people, which was lower than neighboring Asian countries, compared to 58.2 doses in Singapore, 32.4 doses in China, 13.6 doses in India, 10.3 doses in South Korea, 6.3 doses in Japan and 3 doses in the Philippines. The total amount of vaccine doses administered in Taiwan was not only far below the 20.4 doses per 100 people in the world, but it also ranked at the bottom of the ranking of the number of vaccinations per 100 people in the world. International media reminded that Taiwan was once hailed as the world's most successful example of fighting the pandemic, but Taiwan’s vaccination rate was slow, and the near-zero vaccination rate was one of the lowest in the world, which might create a "major breach" for the pandemic prevention. Experts and scholars also called for effective control of the virus only by vaccinating the entire population as soon as possible.

However, the KMT said that adding the second batch of 400,000 doses of AZ vaccine recently arrived, Taiwan currently has only about 710,000 doses of vaccine. Give the fact that at least 60% of 23.5 million people in Taiwan should be fully vaccinated with two doses in order to cross the "basic threshold" of herd immunity, Taiwan must obtain at least 28.2 million doses of vaccine. However, Taiwan currently has only about 2.5% of the necessary vaccine stockpile. The KMT pointed out that the Tsai government is indulging in the complacency of the effectiveness of the epidemic prevention over the past year. The Tsai Ing-wen government looks the other way even if the public continues to urge the government to expedite the purchase of vaccines and to increase vaccination rate. Therefore, it would not be a surprise to see that54.1%of the correspondents in the latest poll show no confidence in the government’s ability to obtain sufficientcovid-19 vaccines for the whole country.

As for the Central Epidemic Command Center, it once said that local governments could purchase vaccines on their own, although they slammed on the brakes afterwards. The KMT stressed that according to Article 5 of the Law Governing Infectious Disease Prevention and Control, the central competent authority is responsible for formulating polices or plans for infectious disease prevention and control whereby the local governments draw up implementation measures. Article 17 further stipulates that the central competent authority may, depending on the extent of the pandemic, establish a "central epidemic command center" to unify the command, supervision and coordination of government agencies at all levels, government-owned enterprises, and reserve soldier’s organization, and non-governmental organizations to carry out pandemic prevention work. Article 51 also authorizes the central competent authority to purchase medicines on an emergency basis. In addition, according to the second supplementary budget of the Central Government’s Special Budget for the Prevention and Relief of Severe Infectious Pneumonia which passed the Legislative Yuan at the end of last year, the Ministry of Health and Welfare has set aside 37.36 billion NTD, mainly for vaccine research and development and vaccine procurement. These have demonstrated the fact that the procurement of vaccines falls within the remit of the central government, from policy formulation, licensing and regulation to the scope of vaccine administration and budgeting. The Kuomintang emphasized that vaccines are an important tool for the country to curb the pandemic at this stage. Procurement of vaccines is the statutory obligation of the central government.

The KMT stated that according to media reports, South Korean President Moon Jae-in personally attended the signing ceremony of the agreement between Samsung Biologics of South Korea’s Samsung Group with Moderna, Inc. in Washington D.C. Moderna will commission Samsung Biologics to produce the Moderna Covid-19 vaccine in South Korea, and South Korea will establish a global vaccine partnership with the United States. The KMT added that the President of South Korea is actively striving for international cooperation to manufacture vaccines. In contrast, Taiwan, despite the less stressful Covid situation over the past year, there is still no complete planning or preparation for vaccine acquisition and development. May we ask President Tsai Ing-wen, ‘‘since last year, except for publicity stunts, what did you do for the pandemic?’’

The KMT emphasized that obtaining vaccines, increasing vaccination rates, and controlling the epidemic are currently Taiwan’s most important issues, but the DPP government has had no channels to get stable and sufficient COVID-19 vaccines. The government had an opportunity to purchase German BNT vaccines through private organizations last year, but why did it fail in the end? This has always been a question of the whole people, and the Central Epidemic Command Center has never made it clear to the people. Although Taiwan’s epidemic has been properly controlled for about a year, Hsiao Bi-Khim, our country’s representative to the United States, did not actively help Taiwan to obtain United States’ vaccines. Instead, she spent time helping countries with diplomatic relations with the ROC to obtain vaccines. Such an upside-down behavior only highlights the fact that the Tsai government has been negligent in preventing the epidemic in Taiwan.

In addition, the KMT pointed out that given the severity of the epidemic at the moment, the workload of various medical institutions is increasing rapidly. Adding vaccination work, the workload will inevitably exceed capacity in order to speed up vaccination as soon as possible and let the people across the country feel relieved for the Covid-19 vaccine, the KMT recommends vaccination centers set up in all counties and cities and invite medical personnel to support them.

Given the severity of the epidemic, the KMT believes that vaccination across the country is an effective way in the fight against Covid-19. The KMT urges the Tsai administration to do everything it can to secure more vaccines for Taiwan at the soonest possible time and make public their plans in detail to do so. Only by doing so, will people be effectively protected from the COVID-19 pandemic.
