蔡英文施政總體檢 失信於民 幾乎死當
蔡英文總統2020年連任後執政已滿週年之際,中國國民黨針對幾大施政方向進行民調,讓民眾對蔡政府一年來各項施政表現給予評分。國民黨指出,蔡政府執政狀況連連,不僅內政、外交施政表現辜負了817萬選民給予的期待,失信於民的蔡政府,近日更接連在缺水、缺電、缺疫苗等議題頻頻甩鍋地方與基層,荒腔走板至此,不難理解民意趨向直指蔡英文執政表現死當。根據這份最新民調,在滿分為10分的評分下,台灣民意給蔡英文整體施政打了不及格且近乎死當的4.88分;細項來看,包括「低薪改善」、「保障勞工」、「環保生態」、「司法改革」、「兩岸關係」、「外交關係」等,皆是不到5分的成績,國民黨強調,這份成績數字如此難堪,全仰賴蔡英文及其執政團隊螺絲鬆,又夾帶了高票連任後的傲慢與蠻橫,已讓台灣民意形成高度怨氣的氛圍,在只知甩鍋,不知治國的執政態度下,相信時間拉長,數字還有機會繼續下探。
根據國民黨委託TVBS民調中心的最新調查,其中一題是針對蔡英文施政表現直接進行評分,同樣的題目在去(2020)年,蔡政府整體施政以6.19分勉強及格,然而連任一年後卻僅剩極低的4.88分,落差之大,顯然整體台灣民意對於梗圖治國的蔡英文高度不滿意。這一年來,蔡政府雖一再透過梗圖大內宣,系統性的粉飾執政缺失,然而選前反萊劑、選後進萊豬的政策髮夾彎;震怒卻束手無策的治安惡化;放寬黑道入黨,再喊AI排黑的荒謬口號;減碳不力、製造空污、能源找不到,全靠「馬維拉」救援的邏輯死;缺水、缺電、缺疫苗,民生之必需皆無法穩定供應的擺爛;以及始終無法和平發展的兩岸關係,數度陷台海於戰爭危險邊緣,種種荒腔走板的表現,皆重創民眾對蔡政府的信任。
首先針對與社會治安密切相關的黑道暴力問題來看,有高達75.4%受訪民眾表達臺灣黑道暴力問題嚴峻,進一步看,受訪的民進黨支持者亦有69.5%認同,顯然解決黑道暴力充斥問題應是全民共識,全民要的絕非僅是蔡英文的一句道歉。 但是更大的問題是,日前,民進黨黨職幹部家人涉及黑道,民進黨雖表示要檢討排黑條款,但民眾對於民進黨排黑改革也沒有信心(62.0%);當民進黨還在吵「AI排黑」的時候,連自家人都信心缺缺,民進黨支持者中26.9%表示沒有信心,無政黨傾向者更是61.6%表示沒有信心。
進一步從各項施政表現進行分析,「低薪改善」、「保障勞工」、「環保生態」、「司法改革」、「兩岸關係」、「外交關係」等面向:
(1)「低薪改善」:民調結果,從去年的5.62分下滑到今年的4.41分,滑落幅度相當顯著。蔡英文2016年競選時曾說「基本工資3萬是她的夢想」、日前民進黨大肆宣傳「執政5年基本工資調幅,勝馬政府8年」,實際上基本工資僅調升到2.4萬元,距離蔡英文「基本工資3萬」的承諾太過遙遠,無能提升只能換個口號,再靠馬維拉救援;2016年蔡英文提出「基本工資法」為競選政見迄今也未兌現。顯然蔡執政始終無法改善台灣人民的低薪感受,已累積相當大的不滿!
(2)「保障勞工」:今年五一勞動節,民進黨宣稱「勞工朋友站在一起,關心勞工處境,注重勞工權益」,但從民調結果顯示,今年僅獲4.98分,遠低於去年的5.92分,顯然蔡政府在保障勞工的作為每況愈下。對於勞工最關心的低薪、過勞、青年失業高、平衡勞資關係等議題,蔡政府始終無法有效解決,「勞工是心中最軟的一塊」已成諷刺,而勞保年金經勞保局精算後將在2026年破產,除了繼續推拖外,至今沒有提出任何改革方案,更是拋棄勞工、不負責任!
(3)「環保生態」:環保生態原是民進黨自許最著重議題,根據民調,去年在一片紅字中,難得獲得6.13分,今年也大幅滑落僅剩4.93分。蔡政府不但未維護台灣的環保生態,更有加速破壞的趨勢。顯然,民意非常不滿於蔡總統連任一年來,背棄環境保護、維護生態的理念價值,為掩蓋錯誤能源政策缺口,破壞千年藻礁、火力全開製造空污,讓台灣與國際減碳趨勢背道而馳,也讓台灣人民與健康、安全、優質的生活環境越來越遠。
(4)「司法改革」:司法改革一直是民眾對於蔡總統極不滿的議題,去年民調結果在各項目中名列最低4.96分,今年更創新低4.12分,顯然蔡政府即使看見民眾對於司法改革的強烈不滿仍置若罔聞、毫無作為,不願提出明確的司改規劃,早已讓人民對於社會的公平正義失去信心。由黑道大老擔任國策顧問,讓黑道深入執政黨的爭議,更讓台灣治安惡化危機呈現無解狀態,人民處在高度不安、正義無法伸張困境中,蔡總統必須負起最大責任。
(5)「兩岸關係」:蔡英文執政後,兩岸關係幾乎已經「沒有關係」,去年民眾在「兩岸關係」上打了5.52分仍抱期待,然而儘管選舉等政治因素已排除,蔡英文在兩岸關係仍無突破。今年得到4.49分,顯然在蔡政府未停止操作反中、仇中力道、以及去中化進行式中,即使新任陸委會主委邱太三希望兩岸春暖花開,但沒有互信、沒有交集情況下,蔡政府只能放任兩岸關係繼續緊繃,陷台海於戰爭邊緣的風險中。
(6)「外交關係」:蔡英文雖早就宣稱以務實外交,積極參與國際社會,但民意顯然不全然認同,去年給了5.64分,今天更低只有4.89分。民進黨經常以國際有關台灣的訊息進行國內政治宣傳,即「出口轉內銷的大內宣」,然而無助於我國實際外交事務,對我國外交關係與參與國際活動無實質幫助。今年更連續第5年無法參與WHA,也難以進入其他國際組織;此外,疫情嚴峻下,我國更難在取得疫苗上獲得國際協助;我外交部雖不斷協助友邦取得疫苗,部分友邦國家卻因疫苗因素,與我國外交關係產生鬆動。顯然蔡英文的外交成果,說的比做的還多,民眾也心知肚明。
國民黨表示,蔡英文連任後的週年,民意打了比不及格更低的死當分數,但蔡政府對於陷入低民意支持的困境中卻不自知,僅持續在同溫層中相互取暖,更無畏與民意背道而馳。對於人民的建議、民意的趨向視若無睹,只會製作梗圖「大內宣」,熟不知民意示警已相當明確,人民的痛苦與憤怒指數仍不斷攀升,若蔡政府持續採取愚民政策,相信民意的反撲已經不會太遠。
此次民調為國民黨委託TVBS民調中心於今年5月4日至5月10日進行,以市內電話號碼後兩碼隨機抽樣,電話訪問20歲以上台灣民眾;有效樣本1,065份,於95%信心水準下,抽樣誤差為正負3.0個百分點以內。
Reviewing Tsai Ing-wen's Administration, Tsai Totally Lost the Public’s Trust
On the anniversary of President Tsai Ing-wen’s (蔡英文) re-election in 2020, the Kuomintang (KMT) conducted a poll on several major Democratic Progress Party (DPP) governance directions, allowing the public to rate the performance of the Tsai government’s performance over the past year. The KMT pointed out that various mistakes in the Tsai administration's governance have happened one after another. The Tsai government not only failed to meet the expectations of the 8.17 million voters in its internal affairs and foreign diplomacy, but also lost the public’s trust, while shirking responsibility for local governments and the grassroots on issues such as the recent lack of water, electricity, and vaccines. With this total lack of logical planning, it is not difficult to understand that public opinion has pointed out that Tsai Ing-wen has failed in governing. According to this latest poll, public opinion in Taiwan has scored Tsai Ing-wen's overall administration with a score of 4.88 points out of 10 points. In terms of details, including "low salary improvement", "protection of labor", "environmental ecology", "judicial reform", "cross-Strait relations", "diplomatic relations", etc., all scores were less than 5 points. The KMT emphasized that the embarrassing results are all due to the fact that the administration of Tsai Ing-wen and her ruling team are asleep on the job, as well as a sense of arrogance due to a landslide in her re-election votes, which has created an atmosphere of high resentment in Taiwan's public opinion.
In one of the latest surveys conducted by the TVBS Poll Center commissioned by the KMT, one of the questions asked for those surveyed were to directly score Tsai Ing-wen’s political performance. On the same topic last year (2020), the Tsai government got 6.19 points in overall governance. However, one year later, she only received 4.88 points, a large decline, exposing a high dissatisfaction the overall Taiwanese population feel towards Tsai Ing-wen’s internet-meme strategy of governance.
First of all, looking at the underworld violence problem closely related to public security, up to 75.4% of the interviewed people expressed the seriousness of the underworld violence problem in Taiwan. Among them, 69.5% of the DPP supporters interviewed also agree with that solving the problem of gang violence should be the consensus of the whole people and the people want more than just an apology from Tsai Ing-wen. However, a few days ago, family members of DPP cadres were revealed to be involved in organized crime gangs. Although the DPP stated that it would review related policies, people do not have confidence in reforms of the DPP (62.0%). Among them, 26.9% of DPP supporters said they had no confidence, and 61.6% of those surveyed without party orientation said they had no confidence.
(1) Improvement of low salary: According to the results of recent polls, the decline from 5.62 points last year to 4.41 points this year is quite significant. In the 2016 election campaign, Tsai Ing-wen said that "a basic salary of NT$30,000 is her dream." A few days ago, the DPP hyped up that "the basic salary adjustment for within five years in office is would be better than Ma Ying-jeou's (馬英九) eight years in power", but in fact the basic salary was only increased to NT$24,000, which is far from Tsai Ing-wen’s promise of "a basic salary of NT$30,000". In 2016, Tsai Ing-wen's proposal of a "Basic Salary Act" was a campaign political plank that has not been fulfilled so far. Obviously, Tsai Ing-wen’s administration has never been able to improve the feelings of the low salaries of the people in Taiwan, and people have become increasingly dissatisfied.
(2) Labor protection: This year, on Labor Day, the DPP declared that "workers should stand together, care about the labor situation, and pay attention to labor rights." However, poll results show that the ruling party only scored 4.98 points this year, which is far below last year's 5.92 points. Obviously, the Tsai government's labor protection policy is getting worse and worse. The Tsai government has never been able to effectively solve the issues that people are most concerned about, such as low wages, overwork, high youth unemployment, and balancing labor relations. Tsai’s so-called "Labor is the softest place in my heart" has become an ironic statement. As for the labor insurance annuity, the Bureau of Labor Insurance estimated that it will go bankrupt in 2026 after actuarial calculations; however, the DPP has not yet proposed any reform plan except for its continued neglect and disregard. This is an irresponsible act of abandoning labor rights.
(3) Environmental protection and ecology: Environmental protection and ecology were originally the most important issues that the DPP stood for and promoted. According to the polls, last year, the DPP received the high score of 6.13 points among all survey questions, but this year it has fallen sharply to only 4.93 points. The Tsai government not only failed to maintain Taiwan's environmental protection and ecology, but also tended to accelerate its deterioration. It is apparent that public opinion has turned against President Tsai's betrayal of environmental protection and ecological values in the past year. In order to cover up its misguided energy policy, the Tsai government not only allowed the destruction of the millennium-old coralline algae reef, but also used a large amount of coal-powered thermal power generators which polluted environment.
(4) Judicial reform: Judicial reform has always been a topic of dissatisfaction with President Tsai. Last year’s poll results ranked Tsai’s performance at the lowest 4.96 points among all facets, and this year it set a record low of 4.12 points. Obviously, the Tsai government is still unwilling to reform even if it sees the people's strong dissatisfaction with judicial reforms, and it is unwilling to put forward a clear plan, which has already made the people lose confidence in social justice. The DPP, with gangsters serving as national policy advisers, and even allowing the underworld gangs to penetrate the ruling party has exposed the crisis of deterioration in Taiwan’s public security, and the people are at height of anxiety and inability to seek justice. The KMT believes that President Tsai must bear the biggest responsibility.
(5) Cross-Strait relations: After Tsai Ing-wen came to power, Cross-Strait relations have almost become "no relations". Last year, the people gave 5.52 points with regard to "cross-Strait relations" and held high expectations. However, despite excluding political factors such as elections, Tsai Ing-wen still has made no breakthroughs in cross-Strait relations. With a score of 4.49 this year, the Tsai government has not stopped manipulating ideological repel towards Mainland China. Even if the newly-appointed Mainland Affairs Council (MAC) Chairman Chiu Tai-san (邱太三) hopes that Cross-Strait relations will take steps forward, but the Tsai government would only allow Cross-Strait relations to continuously remain tense, leaving the Taiwan Strait at risk of being on the brink of war considering the lack mutual trust.
(6) Diplomatic relations: Although Tsai Ing-wen has long claimed to be doing its utmost to establish diplomacy through pragmatic means as well as to actively participate in the international community, public opinion obviously does not fully agree with the actions of the Tsai government. Last year’s poll gave Tsai 5.64 points, and this year only 4.89 points. The DPP often uses international information about Taiwan for domestic political propaganda. However, this approach does not help the country's actual foreign affairs, nor does it substantially help the country's diplomatic relations or participation in international activities. This year, Taiwan has been unable to participate in WHA for the fifth consecutive year, and it is also difficult to enter other international organizations. In addition to this, considering the current severe pandemic, it is even more difficult for the Republic of China (R.O.C.) to obtain international assistance in obtaining vaccines. Although the Ministry of Foreign Affairs continues to assist other countries in obtaining vaccines, some countries have loosened their diplomatic relations with Taiwan due to vaccine factors. Obviously, Tsai Ing-wen's diplomatic achievements have been a matter of “talking the talk, but not walking the walk” and the people can see this fact in complete clarity.
The KMT said that on the anniversary of Tsai Ing-wen's re-election, public opinion surveys gave her a failing score higher than a passing grade. However, although the Tsai government is stuck in the predicament of low public support, it does not acknowledge this reality, and is not afraid to oppose public opinion. The Tsai government ignores the people’s suggestions and aspirations. People’s pain and anger index would still be on the rise. If the Tsai government continues to adopt a policy of deceiving the people, lower poll results will follow in the near future.
This poll was conducted by the TVBS polling center commissioned by the KMT from May 4 to May 10 this year. The poll randomly sampled citizens using the last two digits of local phone numbers with telephone interviews of Taiwan citizens over 20 years of age. There were 1,065 valid samples, and the sampling error is within plus or minus 3.0 percentage points with a 95% confidence level.
