蔡政府自製假訊息背離科學事實 側翼授意分不清
中國國民黨今(2)日召開「蔡政府自製假訊息背離科學事實 側翼授意分不清」記者會,由文傳會主委王育敏、副主委鄭照新、台北市議員徐巧芯共同召開。國民黨指出,近日疫苗相關資訊混亂,蔡政府更充當起假訊息製造中心,綠營的反串造謠不斷,一被踢爆就先刪文,可謂當家作亂。除了透過片面揭露訊息誤導大眾認知,掩蓋對國際疫苗的被動採購,更不斷釋出背離科學事實說法,甚至指揮中心與疾管署不同調,造成國人資訊紊亂。
國民黨表示,網路上散播不實訊息的究竟是綠營側翼?還是民進黨授意?繼日前一名綠營寫手林瑋豐自導自演認知作戰,被翻出是現職民進黨網路社群中心副主任楊敏丈夫;民進黨網路社群中心主任范綱皓,更是錯誤造謠國際疫苗沒做三期就緊急授權,背離科學事實的護航,不僅讓醫師潘建志大呼:「錯得離譜!」,對於散佈疫苗假訊息,調查局也已經於31日證實受理案件。
然而,造謠訊息不僅一樁,國民黨指出,日前指揮中心為掩飾中央刁難疫苗進口,掩蓋被動採購事實,一再謊稱申請藥證是必須條件,實際上,藥證申請程序繁複無法因應疫情急迫需求,因此AZ、Moderna皆根據藥事法第48-2條「因應緊急公共衛生情事之需要」申請專案核准緊急授權,同為國際認證疫苗,蔡政府卻以錯誤訊息阻礙BNT疫苗相關採購。包括陳時中稱不是不願買,只是「輝瑞BNT疫苗沒有人來申請藥品許可證」、民進黨前立委林靜儀說「藥品疫苗輸入就是必須申請藥證」、莊人祥說「若上海復星有意願賣疫苗給台灣,趕快找台灣廠商遞交文件申請藥證」。
事實上,AZ、Moderna皆靠緊急授權就可施打,更離譜的是,衛福部被踢爆早就通過BNT疫苗緊急授權後,30日凌晨更是連夜將官網上的BNT相關授權文件下架。國民黨呼籲,蔡政府莫再採被動態度面對民間疫苗採購,務必讓相關送件程序效率化。
對於自費疫苗施打相關規定,台北市議員徐巧芯查詢疾管署網站,發現就連自費民眾都不能選擇廠牌。徐巧芯質疑,國產疫苗第二期解盲都還沒出來,民眾卻連選擇的自由都沒有。隨後就發現疾管署原本的問答集少了第六、第七題,卻未提出任何說法,而陳時中昨日才又改口,將研擬開放自選疫苗品牌。對此,國民黨強調,歐盟疫苗護照即將正式上路,疫苗施打無法自選品牌,恐使商務人士寸步難行,開放自選疫苗在國產疫苗尚未取得國際認證前絕對是必須條件;且各家疫苗保護力、副作用皆有異,國人應有選擇權。盼蔡政府積極研議,勿讓政策反反覆覆,使民眾無所適從;同時,也必須確保各家疫苗盡速到貨,讓民眾真正擁有選擇權,不要因為疫苗延遲到貨、延遲施打壓力,喪失開放選擇的實質意義。
此外,為減緩第一線防疫人員的負擔、降低大眾的焦慮,國民黨指出,日前國產疫苗、高端的臨床試驗主持人謝思民曾說,即使2個國產疫苗都通過緊急授權而上市,國產疫苗產量今年還是遠遠不及所需。因此國民黨呼籲蔡政府,發展國產疫苗之際,更應先確保國人盡速取得足量可以施打的國際認證疫苗,讓國人真正擁有疫苗的選擇權。
最後,面對疫情持續嚴峻,國民黨強調,執政黨不應該為了護航錯誤決策阻斷正確訊息傳播,更不可成為假訊息的製造者,只選取利己的片面訊息來揭露,此舉恐將扭曲科學專業的全面性資訊,進而誤導民眾認知,無助於防疫工作的推展。
Tsai Gov’t Spreads Misinformation Deviates from Scientific Facts
The Kuomintang (KMT) held a press conference on June 2nd on "The Tsai Government has spread false information that deviates from scientific facts." The KMT pointed out that in recent days, vaccine-related information has been chaotic, and the Tsai government has acted as a false information manufacturing center. The Democratic Progressive Party (DPP) continues to spread rumors and deletes Facebook posts as soon as it is reported that the message is wrong, which can be described as chaotic. In addition to misleading the public's perception through one-sided disclosures of information, the DPP has concealed its passive procurement of international vaccines and has continued to release claims that deviate from scientific facts. Even the remarks of the Central Epidemic Command Center (CECC) and the Centers for Disease Control (CDC) differed, causing information confusion among Taiwanese.
The KMT questioned: Was it DPP-affiliated organizations that spread false information on the Internet? Or did the DPP instigate this spread of misinformation? A few days ago, DPP writer Lin Wei-feng (林瑋豐) directed and performed Cognitive Warfare, and he turned out to be the husband of Yang Min (楊敏), the current deputy director of the DPP Internet Community Center. Afterwards, Fan Kang-hao (范綱皓), director of the DPP’s Internet Community Center, even spread rumors that international vaccines had been issued emergency authorization before completing the third phase of clinical trials. The defense against scientific facts not only made Dr. Pan Chien-chih (潘建志) shout: "It's ridiculously wrong!" regarding the spread of false information about vaccines, the Ministry of Justice Investigation Bureau (MJIB) has also confirmed that it accepted the case on May 31st.
However, the disinformation did not happen only once. The KMT pointed out that the CECC has repeatedly falsely claimed that applying for a drug certificate is a necessary condition in order to cover up the central government’s difficulties in vaccine imports and cover up the fact of its passive procurement actions. In fact, the application procedures for drug certificates are complicated and cannot respond to the urgent needs of the pandemic. Therefore, AZ and Moderna both applied for project approval for emergency authorization in accordance with Article 48-2 of the Pharmaceutical Affairs Law "In response to urgent public health situations". Although BNT is also an internationally certified vaccine, the Tsai government blocked the procurement of BNT vaccines with wrong messages. Chen Shih-chung (陳時中) said that it was not that he was unwilling to purchase foreign vaccines, but that "no one has come to apply for a drug license for Pfizer's BNT vaccine". Lin Ching-yi (林靜儀), a former DPP legislator, said that "the import of medicines and vaccines means that you must apply for a medicine certificate". Chuang Jen-hsiang (莊人祥) said, "If Shanghai Fosun is willing to sell vaccines to Taiwan, hurry up and find a Taiwanese importer to submit documents to apply for a drug certificate".
In fact, people should be able to get the AZ and Moderna vaccines after those vaccines receive emergency authorization. After the news revealed that the Ministry of Health and Welfare had long approved the emergency authorization of the BNT vaccine, the BNT related authorization documents on the official website were removed overnight on May 30th. The KMT called on the Tsai government to stop their passive attitude when it comes to private vaccine procurement and improve the efficiency of the relevant delivery procedures.
Regarding the regulations on self-funded vaccine administration, Taipei City Councilor Hsu Chiao-hsin (徐巧芯) checked the website of the CDC and found that even self-funded individuals could not choose the brand of the vaccine. Hsu Chiao-hsin questioned that the results of the second phase of clinical trials of domestic vaccines have not yet been released, but the people do not even have the freedom to choose the brand of their vaccines. Later, it was discovered that the original question and answer set of the CDC was missing the sixth and seventh questions, but no statement was made. Chen Shih-chung changed his tune yesterday, saying that he plans to open up the choice of vaccine brands to people. In this regard, the KMT emphasized that the EU vaccine passport is about to officially go into effect, and if people do not have the right to choose the vaccine brands, it will be difficult for some business people to travel. Therefore, it is absolutely necessary to allow people to choose vaccine brands before domestic vaccines have obtained international certification. Moreover, the protective power and side effects of each vaccine are different, and the people should have the right to decide which brand they want. The KMT hopes that the Tsai government will actively study and discuss the issues so that their policy won’t constantly flip-flop and leave the people at a loss. At the same time, it is also necessary to ensure that the vaccines arrive as soon as possible so that the people truly have the right to decide on their vaccine.
In addition, in order to alleviate the burden of front-line pandemic prevention personnel and reduce public anxiety, the KMT pointed out that, as Hsieh Ssu-min (謝思民), the host of clinical trials of domestic vaccines, said, even if two domestic vaccines were released on the market through emergency authorization, the production of domestic vaccines this year will still be far from what is needed. Therefore, the KMT calls on the Tsai government to ensure that when developing domestic vaccines, it should first ensure that the people of the country obtain enough internationally certified vaccines that can be administered as soon as possible.
Finally, in the face of the continuing severity of the pandemic, the KMT emphasized that the ruling party should not block the spread of correct information in order to shield wrong decisions, let alone be the creators of false information. In addition, the DPP only selects and spreads self-interested and one-sided information, which distorts scientific expertise. Overall, misleading the public’s perception is not conducive to the advancement of COVID-19 prevention efforts.
