送醫療物資不間斷!江主席:讓第一線醫療人員無後顧之憂
中國國民黨捐送醫療物資的行動不間斷,黨主席江啟臣今(26)日上午前往嘉義,分別至大林鎮公所、嘉義基督教醫院、部立嘉義醫院、榮民醫院嘉義分院、聖馬爾定醫院等致贈防疫物資予第一線防疫人員。江主席表示,國民黨防疫期間表達對第一線醫護人員的力挺,當他們的後援與後盾,將各界湧入的醫療資源,包括口罩、面罩、眼鏡、最新的隔離衣等,每天用得到、須頻繁更換、最實用的醫療物資,儘快送到第一線醫護及防疫人員手中,讓他們沒有後顧之憂。
江主席特別感謝這段時間醫療防疫人員的努力與付出,以及嘉義市府團隊的辛勞,讓鄉親們可安心度過這段防疫期間。他希望三級警戒能趕快度過,恢復正常生活,也能降低醫護能量的消耗,但最重要仍需要疫苗這個解方,如果無法有足夠、安全的疫苗、讓人民有施打信心時,最辛苦的還是第一線醫護人員;尤其這兩天Delta變種病毒進到台灣,令人擔心如果無法防堵這個破口,進入了社區,將會增加防疫人員的負擔。
江主席呼籲中央政府趕快買到疫苗,並非不能有國產疫苗,但需要時間檢證、需要科學驗證、需要國際認證,才能讓國人有信心;這段時間應該共同努力爭取國際認證的疫苗。現在已經進入二代疫苗,如果不趕快超前佈署,我們可能重蹈覆轍;過去一年半時間沒有超前佈署,導致很多防疫上漏洞需要補救,他希望政府不要捨近求遠,趕快透過既有莫德納、AZ疫苗採購管道加購二代疫苗。現在可以花小錢、用較少資源來做準備與超前佈署。
與江主席一同出席的嘉義市長黃敏惠則感謝大家同心協力做好防疫工作,嘉義市因為有大家的良好素質,才能讓防疫工作圓滿,她也感謝江主席送來防疫醫療物資,將會好好善用,做為防疫最重要的後盾。她強調,嘉義市守得非常嚴謹,中央政府提供的疫苗已經全部施打完畢,但現在最重要的還是需要有足夠疫苗,這是防疫工作最關鍵的一道防線,尤其面對變種病毒,需要趕快接種疫苗,把防疫的防線築起來,未來解封才有真正安全。
江主席接受媒體聯訪時,有關聲援香港蘋果日報一事,江主席表示,很多國人對於言論、新聞自由的堅持是不分黨派,這也是民主最重要的基本價值。
有關「工商大老出手幫搶BNT疫苗,沾上藍營色彩遭民進黨府院高層勸退」的媒體報導,江主席指出,政府無能還要阻止百姓自救,「現在我們連自力救濟的機會都沒有,這樣的政府比獨裁還要獨裁,比專制還要可怕」。他強調,買疫苗是中央政府的責任,但中央政府一再推卸責任,民間要自力救濟,不論企業界、慈善團體、宗教團體或縣市政府都願意出來幫忙採購,甚至捐贈,但政府的態度卻是消極、被動,甚至不是很積極想要幫忙,還要勸阻。
江主席表示,這是攸關人命的事情,請蔡政府拿出良心。政府的入境管制沒有做好,有了漏洞,讓Delta變種病毒進到台灣,我們一年前就呼籲應該入境普篩,政府置之不理,還動用網軍打壓提議、倡議的人,結果今年疫情爆發,還是我行我素、依然不顧。現在人民要自救,還不讓人民自救。他再次呼籲蔡政府,人命關天,「你講同島一命,人民看來你是謀財害命」,如果人民自力救濟的機會都沒有,這政府比專制還可怕。
媒體詢問民進黨政府動不動就說對岸反對,國民黨為了國人健康來協助,是否曾透過管道向對岸表達,要簽合約時不要字字斟酌?江主席表示,對於防疫,我們一貫態度是開大門、納善意,對於各方的協助,始終表達誠摯感謝,包括日本、美國捐贈及時疫苗,我們第一時間就表達感謝。至於民間團體採購疫苗,不管透過哪種管道,都希望管道可以順暢,能為人民取得有效、足夠且國際認證的疫苗。
江主席指出,如果過程中需要與對岸溝通,我們會盡可能、盡全力幫忙,畢竟這是救人、救命的事情,包括美國贈送250萬劑時也說這是救命的、幫忙的,只有我們自己的政府一副不緊張、事不關己的樣子,大家很緊張,還是我行我素,不甘你的事情的樣子。他質疑,難道沒有自己能購買疫苗的管道嗎?之前不是訂了505萬劑疫苗?買了AZ疫苗?現有管道為何不好好用?卻一直糾結向BNT、可能涉及大陸因素的管道?如果現有管道不用,就代表你不想買,等著讓人家送嗎?這樣的心態是什麼?背後的目的是什麼?這一定會引起人民疑慮,他拜託蔡政府行行好,救救台灣人的命。
至於開放疫苗殘劑讓人民施打卻引發民怨,江主席表示,回歸最根本問題,就是疫苗不夠,才會造成人民擔心打不到。政府明知疫苗不足,分批分順序施打,卻沒做好配套,當這些殘劑或出現緩打潮時,剩餘疫苗要如何處理?應該做好事前的配套。昨天一紙命令,造成大家兵荒馬亂,各縣市無所適從,引發很大民怨,再羅織「特權、公關或沒有照分類順序」罪名,這真的是莫名其妙的政府,沒有做好配套,反而找羅織罪名給人民。他拜託政府不要再添亂,配套沒有做好,就不要怪到人民身上,趕快找出方法。如韓國打殘劑,開發出殘劑APP地圖,讓人民有所依循,井然有序,但我們卻是一紙命令,後果人民承擔。
對於媒體詢問前立委張顯耀施打疫苗一事,江主席表示,這都有相關規定辦理,有沒有違反規定,相關單位要去查清楚的。防疫期間,人民都是配合相關法令規定,政府也應積極在防疫上做該做的事情,包括疫苗準備、防疫資源的超前佈署等。現在看到的漏洞與問題就是因為政府沒有超前佈署、布局,沒有事先做好配套所造成的亂局。
Delivery of Medical Supplies Unabated!
Chairman Chiang: Alleviate the Worries of Frontline Medical Workers
The Kuomintang’s (KMT) operation of medical supply donations continues unabated. Party Chairman Johnny Chiang proceeded towards Chiayi this (June 26th) morning, arriving separately at the Chiayi County Dalin Township Office, Chiayi Christian Hospital, Department of Health Chiayi Hospital, Taichung Veterans General Hospital, Chiayi Branch, and St. Marten de Porres Hospital to donate personal protective equipment to frontline medical workers fighting the pandemic. Chairman Chiang stated that during this period of pandemic prevention, the KMT expresses its support of frontline medical personnel and will act as their reinforcements and rearguard. The KMT will take the medical resources pouring in, donated from all walks of life, including masks, face shields, protective eyewear, the newest isolation gowns, and other resources, all of which require frequent replacement and are the most practical medical supplies, and deliver them into the hands of frontline doctors, nurses, and other pandemic prevention personnel. In this way, we can alleviate their worries.
Chairman Chiang gave special thanks for the time and effort of the medical personnel combatting the pandemic during this period of time and for the hard work of the Chiayi government team; this time, effort and hard work has allowed the locals to feel at easy during this pandemic prevention period. He hopes that the level three epidemic alert can quickly pass so that we can resume normal life and so that the expenditure of medical personnel’s energy can be reduced. However, most important is the need for a solution via vaccines. If we cannot acquire enough safe vaccines and let the people have confidence in vaccinations, then the hard work still falls mainly on frontline medical personnel, especially since the Delta variant of COVID has entered Taiwan these past couple of days, causing people to worry that if this breach cannot be contained and enters the community, it will increase the burden of pandemic prevention personnel.
Chairman Chiang called upon the central government to purchase vaccines as soon as possible. It’s not that we can’t have domestically produced vaccines. However, they need time for verification, need scientific inspection, and need international verification before the people will have confidence in them; during this period of time, we should be working together to fight for internationally verified vaccines. The second-generation Covid vaccines are coming; if we don’t take proactive actions quickly, we might repeat a disastrous mistake. Over the past year and a half, vaccines were not deployed in advance, leading to numerous pandemic prevention gaps to be covered. Chairman Chiang hopes that the government won’t forgo what is close at hand to seek what is far away and will acquire the second-generation vaccines via existing Moderna and AZ vaccines procurement channels. We can spend a little bit of money now and employ comparatively less resources to prepare and deploy vaccines in advance.
Chiayi Mayor Huang Min-hui, who appeared with Chairman Chiang, also expressed thanks for everyone’s concerted efforts to fight the pandemic. Mayor Huang said that it is only because of everyone’s good character that Chiayi has been able to fight the pandemic effectively. She also thanked Chairman Chiang for donating medical supplies, saying that the supplies would be put to good use as the most important rearguard in the battle against the pandemic. She emphasized that Chiayi has guarded against the pandemic extremely rigorously, and the vaccines supplied by the central government had all been employed already. However, most important right now is still a sufficient supply of vaccines; this is the most crucial defensive perimeter in the fight against the pandemic, especially in the face of the Delta variant of the virus. Vaccinations need to take place immediately in order to erect a defensive perimeter against the pandemic. Only by doing this can the lockdowns truly be lifted safely.
While accepting questions from the media, Chairman Chiang touched upon the matter of supporting Hong Kong’s Apply Daily. He stated that the insistence on free speech and free press by many of our compatriots is nonpartisan; this is also the most important fundamental value of democracy.
Regarding media reports of “industrial and commercial tycoons helping to acquire BNT vaccines, but upon contact with blue media they were met with discouragement from high level DPP government institutions,” Chairman Chiang pointed out that the government, despite its incompetence, still insisted on preventing the people from saving themselves, “now we don’t even have the opportunity to help ourselves. This kind of government is even more dictatorial than a dictatorship; it’s even more dreadful than an autocracy.” He emphasized that purchasing vaccines is the central government’s responsibility, yet the central government has repeatedly avoided this responsibility. Thus the citizens seek to help themselves; regardless if it’s a company, charitable group, religious group, or city / county government, all are willing to come out and help procure vaccines, even willing to donate them. However, the government’s attitude has nevertheless been negative and passive, even failing to actively help and instead discouraging those who wish to help.
Chairman Chiang also stated that this matter is of great concern to human life and requested that the Tsai administration find its conscience. The government failed to manage immigration controls well, allowing the Delta variant of the virus to enter Taiwan. Last year, we had already appealed for universal immigration filters, but the government paid no heed, instead employing internet trolls to beat down the proposal and those who proposed it. As a result, the pandemic exploded this year, yet the government still continues to do its own thing and remains dismissive. Worse, the people now want to help themselves, and the government will not allow the people to do so. Chairman Chiang once again called upon the Tsai administration, stating that human life is priceless; “she said people on the island share a common destiny, but it’s apparent to the people that she values money over human life.” If the people don’t even have the opportunity to help themselves, this government is more dreadful than autocracy.
The media mentioned that the DPP government, at the drop of a hat, blames the other side of the strait; has the KMT, for the sake of aiding the health of the people, expressed via its channels to the other side of the strait, that when signing a contract not to quibble over every individual word? Chairman Chiang replied that regarding pandemic prevention, our persistent attitude has been to open the doors and accept goodwill; regarding assistance from all parties, we have long expressed sincere thanks, including when Japan and the United States promptly donated vaccines, we immediately expressed thanks. As far as civil groups procuring vaccines, regardless of which channels they went through, we hope that they all proceed smoothly. In this way, the people can acquire effective, sufficient, and internationally verified vaccines.
Chairman Chiang further pointed out that, while fighting the pandemic, if the other side of the strait needs to be contacted, we will exhaust all possibilities and all our strength to help. After all, this is a matter of life and death; when the United States gifted 2.5 million doses of vaccine, we said the same thing. Only our own government seems unbothered, seeing the matter as of no concern; everyone is concerned, yet our government seems to continue doing its own thing, unwilling to care about your affairs. Chairman Chiang called into question, could it be that the DPP government lacks its own channels to purchase vaccines? Didn’t it order 5.05 million doses of vaccine? Didn’t it purchase AZ vaccines? If it has existing channels, why isn’t it utilizing them? Yet it continues to muddle up the channels for BNT, saying that they might involve mainland factors? If it refuses to utilize existing channels, does this mean that it doesn’t want to buy vaccines and instead wants to wait for others to donate them? What kind of mindset is this? What is the hidden motives? This will definitely arouse the people’s misgivings; Chairman Chiang requested that the Tsai administration do us all a favor and save the lives of Taiwanese people.
As for the opening of leftover vaccine injections up to the public yet triggering popular grievance, Chairman Chiang stated that we must return to the most basic problem, which is that there are insufficient vaccines; this insufficiency brought about the people’s worries about not being able to get vaccinated. The government is fully aware that there are not enough vaccines and divided vaccinations into different batches and sequences, but failed to plan for contingencies. When vaccines are leftover or there is a tide of people delaying vaccination, how should the leftover vaccines be dealt with? These contingencies should have been planned for in advance. Yesterday a single order caused a great deal of turmoil and chaos; each and every county and city was at a loss as to what to do, triggering a great deal of complaints from the people. The government had once again cooked up “privileged, public relations, or failure to adhere to proper sequence” criminal charges; this truly is a baffling government: it had failed to prepare for contingencies, and is instead trying to find criminal charges to frame the people. Chairman Chiang requested that the government cease causing trouble; it failed to plan for contingencies, so it shouldn’t blame the people; it needs to figure out a resolution as quickly as possible. South Korea has created a leftover vaccination mapping app so that the people have a way to follow leftover vaccination guidelines; this was handled very neatly and tidily. Yet we have but one order; the result is that the people bear the responsibility.
Finally, regarding the matter of the media inquiring about former Legislator Chang Hsien-yao getting vaccinated, Chairman Chiang stated that these matters all have relevant rules for conduct. To answer whether or not any rules were violated, the relevant personnel must go and investigate them clearly. During this period of pandemic prevention, the people all cooperate with the relevant decrees and rules; the government should also actively do what it’s supposed to do regarding pandemic prevention, including vaccine preparation and advance deployment of pandemic prevention resources. The leaks and problems visible now are a chaotic situation caused by the government’s failure at advance deployment and arrangement, and failure to plan for contingencies in advance.
